Approved by the City Council & WPCA August 18, 2025 Vote: Unanimous MINUTES Vol 27, Page 557 CITY COUNCIL & WPCA PUBLIC HEARING: ECONOMIC DEVELOPMENT COMMISSION ORDINANCE, FAIR RENT COMMISSION ORDINANCE, VEHICLES AND TRAFFIC ORDINANCE, AND ARTS AND CULTURE COMMISSION ORDINANCE CITY HALL AUDITORIUM/ZOOM August 4, 2025 A PUBLIC HEARING was held by the City Council & WPCA of the City of Torrington on Monday, August 4, 2025, to solicit citizen input regarding revisions to Chapter 20: Economic and Community Development Commission, or revisions to Chapter 24: Fair Rent Commission, or revisions to Chapter 194: Vehicles and Traffic, and repeal of Chapter 3A: Arts and Culture Commission. Present at City Hall were Mayor Elinor Carbone, Corporation Counsel Michael Magistrali, and City Councilors Drake Waldron, Stephan Ivain, Molly Spino, Anne Ruwet, Paul Cavagnero, and David Oliver. Also present at City Hall were Police Chief William Baldwin, Deputy Police Chief Bart Barown, Public Works Director Ray Drew, City Engineer Paul Kundzins, and Superintendent of Public Works Tim Cote. Economic Development Director William Wallach participated via Zoom. Mayor Carbone called the meeting to order at 6:32 p.m. beginning with the Pledge of Allegiance. City Clerk Carol Anderson read the legal notice into the record. PUBLIC COMMENT No one from the Public wished to speak.
