Approved by the City Council & WPCA November 10, 2025 MINUTES Vote: Unanimous Vol 27, Page 619 SPECIAL MEETING CITY COUNCIL & WPCA Zoom October 28, 2025 A SPECIAL MEETING of the City Council & WPCA and the Board of Public Safety of the City of Torrington was held on Zoom on Tuesday, October 28, 2025. Attending via Zoom were Mayor Elinor Carbone, City Councilors Drake Waldron, Stephen Ivain, Molly Spino, and Anne Ruwet, as well as WPCA Administrator Ed Tousey. Councilors David Oliver and Paul Cavagnero were absent. Mayor Carbone called the meeting to order at 1:30 p.m. Authorization to accept proposal for Winsted Rd Force Main Replacement, Phase One On a motion by Councilor Waldron, seconded by Councilor Ivain, the City Council, herein acting as the Water Pollution Control Authority (WPCA), voted unanimously to accept the recommendation of the WPCA Administrator and authorize the Mayor to act on behalf of the WPCA Board to utilize the Capitol Region Council of Governments (CRCOG) Cooperative Purchasing Contract (previously approved by the City Council on June 17, 2025) and to award Phase One of the Winsted Road Force Main Replacement Project to Yield Industries, Inc. of Torrington, Connecticut, for $246,658.16, as further explained in the WPCA Administrators memo dated October 23, 2025. Councilor Spino asked about the project start date. Mr. Tousey said the goal is to complete the crossing before the asphalt plants close for the season and before winter. Work is expected to begin within one to two weeks of approval, for time for material procurement. Councilor Spino asked whether Yield Industries Inc. could manage this project while finishing work on Migeon Avenue and Harwinton Avenue. Mr. Tousey said there was no concern, noting that the Migeon Avenue project is nearly complete. Councilor Ivain asked if this work would resolve the ongoing issues. Mr. Tousey explained that this phase is separate from the future tunnel project. The excavation for this phase will extend about eight feet below the road surface to install casings through which the force main can later be pulled. Once Phase One is completed, the road will be repaved, and guardrails restored. This setup will allow WPCA to complete the remaining force main work independently, without state involvement. Councilor Ivain asked whether the entire road would be closed. Mr. Tousey said no, traffic will be maintained one lane at a time, per state requirements. Because the excavation will reach a depth of only eight feet, long-term road closures such as those required for the tunnel project will not be necessary.
