MINUTES Vol 27, Page 635 CITY COUNCIL & WPCA REGULAR MEETING City Hall Auditorium / Zoom December 15, 2025 A REGULAR MEETING of the City Council and Water Pollution Control Authority (WPCA) of the City of Torrington was held at the City Hall Auditorium on Monday, December 15, 2025. Present at the City Hall Auditorium were Mayor Molly Spino, Corporation Counsel Michael Magistrali, City Councilors David Oliver, Anne Ruwet, Armand Maniccia, Rachel Hannon-Harrel and Chris Beyus. Also present at City Hall was Treasurer Dan Farley. Mayor Spino called the meeting to order at 6:31 p.m. beginning with the Pledge of Allegiance. Public Comment(in-person only) On a motion by Councilor Ruwet, seconded by Councilor Beyus, the Council voted unanimously to open the meeting to the public. No members of the public spoke. Approve Minutes On a motion by Councilor Oliver, seconded by Councilor Maniccia, the Council voted to accept the Regular meeting minutes from December 1, 2025. Approve Mayor Appointments On a motion by Councilor Ruwet, seconded by Councilor Maniccia, the Council voted unanimously to approve the following appointments: Daniel Thibault (R) to the Board of Finance for a six-year term set to expire December 15, 2031. Caitlin Hall (D) to the Board of Finance for a six-year term set to expire December 15, 2031. James Bobinski (U) to the Planning and Zoning Commission for a five-year term to expire December 14, 2030. Alternate Member Starley Arias (U) to the Planning and Zoning Commission as an Alternate Member for a five-year term to expire December 14, 2030. Timothy Waldron (R) to the Torrington Area Health District Board for a three- year term beginning January 9, 2026 set to expire January 8, 2029. Ashley Clement (U) Sealer of Weights and Measures for a two-year term set to expire December 15, 2027. Stephen Ivain (D) to the Inland Wetlands Commission as an Alternate Member for a term set to expire September 4, 2026. Stephen Ivain (D) to the Conservation Commission as an Alternate Member for a term set to expire September 4, 2026. Presentation: Torrington Development Corporation Valerie Ferro, President of Good Earth Consulting LLC and Consultant to the TDC, along with Lesa Vanotti, President and CEO of Torrington Savings Bank and Treasurer for the TDC - presented the power point for TDC. Recessed meeting at 7:00 pm. Opened meeting at 7:04 pm Councilor Paul Cavagnero participated by Zoom and joined at 7:04 pm. Mayor Opened the meeting for questions or comments from the TDC presentation: Councilor Ruwet and Councilor Beyus thanked the members of the TDC for their volunteer hours and work put into the property for the Yankee Pedlar. Mayor Spino, on behalf of herself and Mayor Carbone, thanked everyone for all the hours and work they put into the property for the Yankee Pedlar. FY 25-26 Budget Amendments and Transfer Requests On a motion by Councilor Oliver, seconded by Councilor Maniccia, the Council voted unanimously to accept the Budget Amendments and Transfer Requests for FY 25-26 as further described in the Manager of Budgets' letter dated December 10, 2025, pending Board of Finance approval. Councilor Cavagnero abstained. Refurbish Street Sweeper On a motion by Councilor Ruwet, seconded by Councilor Maniccia, the Council voted unanimously to accept the recommendation from the Fleet Manager for the refurbishment of the Broom Street Sweeper from Tri-State Equipment Rebuilding Inc. of Oxford, CT for $126,133.68. Councilor Cavagnero abstained. Replace WPCA Maintenance Crane Truck On a vote by Councilor Ruwet, seconded by Councilor Hannon-Harrel, the Council voted unanimously, herein acting as the Water Pollution Control Authority, to accept the recommendation from the WPCA Administrator and approve the request to accept the quote from Tasca Ford of Berlin, to purchase a Ford F-550 (utility body crane-air compressor-plow) for $173,784.65 to be paid from Fund 0031.8888.5930.000. Councilor Cavagnero abstained. DATE INVOICE CONTRACTOR AMOUNT DESCRIPTION 12/09/2025 #248198 Wright-Pierce Eng $10,759.64 Winsted Rd Force Main Design 12/09/2025 #248193 Wright-Pierce Eng $1,295.46 Brightwood Ave Sewer Replacement 12/10/2025 #248350 Wright-Pierce Eng $923.76 Winsted Rd, Force Main Pedestrian Tunnel WPCA On a motion by Councilor Oliver, seconded by Councilor Maniccia, the City Council, herein acting as the Water Pollution Control Authority, voted to authorize the Mayor to utilize the CROCOG Contract approved by City Council on June 17, 2025, which is Phase Two for the Winsted Rd Force Main Replacement and Phase Two of Harris Rd FM Replacement from Yield Industries of Torrington for $429,107.36 to be paid from Fund #490 Sanitary Sewer Capital Improvement. Councilor Cavagnero abstained. IT Department On a motion from Councilor Ruwet, seconded by Councilor Beyus, the Council voted unanimously to approve a license renewal for the Citrix Software utilized by the Police Department. The total cost is $17,481.20. Funding for purchase will come from GL account: 0010-0018 5346.0000. Councilor Cavagnero abstained. Building Department Report On a motion from Councilor Maniccia, seconded by Councilor Hannon-Harrel, the Council voted unanimously to accept the Building Department Report for the month of November 2025. Councilor Cavagnero abstained. Tax Collector Refunds On a motion by Councilor Beyus, seconded by Councilor Maniccia, the Council voted unanimously to accept the recommendation of the Tax Collector and authorize the tax refunds indicated on the list dated December 15, 2025. Councilor Cavagnero abstained. Sewer Usage Funds On a motion by Councilor Hannon-Harrel, seconded by Councilor Oliver, the Council voted unanimously to accept the recommendation of the Tax Collector and authorize the sewer usage refunds indicated on the list dated December 15, 2025. Councilor Cavagnero abstained. Business by Dept. Heads On a motion by Councilor Ruwet, seconded by Councilor Maniccia, the Council voted unanimously to consider business by Department Heads. Councilor Cavagnero abstained. Director of Public Works, Mr. Drew wished everyone a joyous and Merry Christmas and a Happy New Year. Business by Mayor & Members On a motion by Councilor Oliver, seconded by Councilor Ruwet, the Council voted unanimously to consider business by the Mayor and City Council members. Councilor Oliver wished everyone Happy Holidays Councilor Ruwet stated the Christmas parade was exceptional and wished Merry Christmas to everyone Councilor Maniccia wished everyone Happy Holidays, Merry Christmas, Happy Hanukkah Councilor Hannon-Harrel wished everyone Happy Holidays Councilor Beyus wished everyone Merry Christmas and Happy New Year and especially the department heads and the people who will be working on the Holidays, the street departments, the police and fire departments and thanked them. Councilor Cavagnero wished everyone Happy Holidays MINUTES Vol 27, Page 637 CITY COUNCIL & WPCA REGULAR MEETING City Hall Auditorium / Zoom December 15, 2025 Mayor Spino said she put together sub-committees as follows: Ordinance Committee: Councilors Ruwet, Maniccia and Cavagnero; Small Cities: Councilors Oliver, Beyus and Hannon-Harrel; Personnel: Councilors Maniccia, Ruwet and Hannon-Harrel; Street Light: Councilors Beyus, Oliver and Cavagnero. Mayor Spino stated that Corporate Counsel Magistrali is retiring on December 31, 2025. Mayor Spino said she has appointed the new Corporation Counsel Tomasz Kalinowski effective January 1, 2026. Mayor Spino said the Ribbon cutting for Cloud 9 Bakeshop and the Railroad Square was held on 12-8-25. North End Tree Lighting was on December 4, 2025 and the Christmas Village Parade was held on December 7, 2025. The Blight Enforcement Officer will be putting together a presentation, and it will probably be presented at the January 19, 2026 City Council Meeting. Public Comment On a motion by Councilor Ruwet, seconded by Councilor Maniccia, the Council voted unanimously to open the meeting to the public to comment on Agenda items only. No one from the public wished to speak. Councilor Cavagnero abstained.
