City of Torrington INLAND WETLANDS COMMISSION Special Meeting Minutes April 30, 2024 - Site Walk Site walk began at 10:10 am at 494 (233/003/004) and 446 (233/003/005) Newfield Road Members present included: Jay Bate, Jr. (Chair) and Christine Altman (Vice Chair) Staff: Nate Nardi-Cyrus – Inland Wetlands Enforcement Officer 446 Newfield Rd Landowner: Paul Church, Sr. 1. Site Walk Commission members, city staff, and Mr. Church met on site to better understand the potential inland wetlands violation, which is the subject of a Show Cause hearing. The Commissioners, staff, and landowner walked on top of and around the pile, which appeared to be mostly on the 494 Newfield Road property. Commissioners also investigated the intermittent watercourse and its outlet to the Naugatuck River under Newfield Road. Only clarifying questions related to the location of the pile and the orientation of the properties were asked and answered. 2. Adjournment: The site walk adjourned at 10:32 am.
