CONSERVATION COMMISSION
Regular Meeting Minutes
August 27, 2024
1. Call to Order:
Meeting called to order at 6:31 pm
Members present in person in Room 215 of Torrington City Hall unless otherwise noted.
Roll Call & Announcements:
Members Present in Person: Christine Altman (Chair), Dan McGuinness (Vice-Chair), Karen Svetz, and
George Craig,
Members Present Via Teams: Erin Stelma (Secretary)
Members Absent: Michael Kanab and Jeremy Spitz
Staff: Nate Nardi-Cyrus – Assistant City Planner
Members from the Public: Barbara Trujillo
2. Minutes:
a. July 23, 2024 Special Meeting
MOTION to approve the minutes was made by Ms. Svetz, seconded by Mr. McGuinness. All
commissioners voted aye.
3. New Business:
a. Lovers Lane Solar Development
Mr. Nardi-Cyrus described the Siting Council application to install a 3 MW solar array on farm and
forest land on Lovers Lane. The Commission discussed the project and brought up potential
concerns. Mr. Nardi-Cyrus will take notes on the application and encourages the Commissioners to
review and provide comment prior to the next meeting.
4. Old Business
a. HVA Crossing Assessment
Mr. Nardi-Cyrus gave updates on the prior visit and confirmed the next visit will be 9/19 at 5pm
where Commissioners should meet at the John Brown Road parking area.
b. Bannon Street Food Forest – Event Preparation
The Commissioners, and interested citizen Barbara Truillo, brainstormed ideas for the event and
agreed on 10/12 as the date with a 10/19 rain date. The name “Food Connection” was agreed upon
as the event name and it was confirmed raspberry plants would be given away and a survey to
identify herbs for a future garden would be taken. Mr. Nardi-Cyrus also wants to gauge interest in
future forest inventory efforts and will engage participants looking to support such an effort.
Engagement partners were discussed, which include:
- Restaurants (Cajun boil)
- Markets (Ecuadorian market)
- “Mark” under the UPS office
- High School conservation club.
Other promotional ideas were discussed, including:
- Press release
- Flyers and their distribution
- Social Media
- Websites
- Yard signs
c. Staff updates
i. Open Space Inventory – Next site visit will be the Open Space in the Greenbriar
subdivision. The group agreed to defer this site visit until October, given how unpleasant a
summer site visit would be at this location.
ii. Conservation Easement Enforcement – Will meet with violating landowner in early Sept and
report back to the Commission.
5. Adjournment:
A motion to adjourn was made by Mr. McGuinness, seconded by Ms. Svetz. All commissioners voted
aye.

the room after speaking to allow space for others in the room.
