CITY OF TORRINGTON INLAND WETLANDS COMMISSION SPECIAL MEETING MINUTES January 3, 2023 Present: Jay Bate, Jr., Chair Christine Altman, Vice Chair Tomasz Kalinowski, Member Emily Jury, Member Also Present: Nate Nardi-Cyrus, Assistant City Planner and Inland Wetlands Enforcement Officer 1. Call To Order: Chair Jay Bate, Jr., called the meeting to order at 7:00 p.m. in City Hall, Room 215, 140 Main Street, Torrington, CT, and attendance is also by Microsoft Teams meeting. 2. Roll Call and Announcement: Chair Bate announced present and serving in person this evening are Commissioners Christine Altman, Tomasz Kalinowski and Jay Bate, Jr. Also present via Microsoft Teams is Emily Jury, Member. Mr. Nardi-Cyrus introduced Adrienne M. Barbe, interested in serving on the Inland Wetlands Commission. At the time of this 7:00 p.m. Inland Wetlands Commission Meeting, Ms. Barbe was not yet appointed to the Commission by Torrington City Council. (later this evening during the Torrington City Council meeting of January 3, 2023, Ms. Barbe was officially appointed by the City Council as a member of the Torrington Inland Wetlands Commission.) 3. Minutes for Approval: a. 11/21/22 – Special Meeting MOTION by Ms. Altman to approve the November 21, 2022 meeting minutes, seconded by Mr. Kalinowski, unanimously approved. 4. Old Business: a. Applicant: Lelah Campo Location: 232 Klug Hill Road (Assessor Map 215 Block 003 Lots 004 and 016) Activity: Construction of septic leaching fields, storm water management basins and associated grading and infrastructure within regulated area. Lelah Campo, applicant, and Ryan McEvoy of SLR Engineering, Cheshire, CT were present via Microsoft Teams.  Mr. Nardi-Cyrus stated the applicant has updated the plans in response to City of Torrington Engineering comments. MOTION by Ms. Altman to GRANT a permit: Applicant: Lelah Campo Location: 232 Klug Hill Road (Assessor Map 215 Block 003 Lots 004 and 016) Activity: Construction of septic leaching fields, storm water management basins and associated grading and infrastructure within regulated area. MOTION seconded by Mr. Kalinowski, unanimously carried. 5. New Business: None 6. Staff Report: a. Enforcement Report – update Mr. Nardi-Cyrus updated the Commission on the status of the violation on Babbling Brook Road. Mr. Mazzarelli, owner, has not submitted an application in time for today’s meeting. It is anticipated the application will be submitted soon. Mr. Bate inquired about the status of the violation on Felicity Lane. Mr. Nardi-Cyrus responded construction equipment is being stored on site, and it is now more of a zoning issue, rather than a wetlands matter. b. Agent Determinations: . Walnut Street, Assessor Map 112 Block 002 Lot 005, Heritage Landscapes, Clearing of invasive vegetation in and adjacent to the Gulf Stream at Walnut Street Mr. Nardi-Cyrus briefly reviewed this application. A landscape architect has been hired for a restoration project and plantings. 7.
