CITY OF TORRINGTON INLAND WETLANDS COMMISSION MEETING MINUTES January 24, 2023 Present: Jay Bate, Jr., Chair Emily Jury, Member Adrienne Barbe, Member Joe Paganini, Member Also Present: Nate Nardi-Cyrus, Assistant City Planner Not Present: Christine Altman, Vice Chair Tomasz Kalinowski, Member 1. Call to Order: Chair Jay Bate, Jr. called the meeting to order at 7:00 p.m., meeting held in person at City Hall Auditorium, Room 218, 140 Main Street, Torrington, CT. 2. Roll Call and Announcement: Chair Bate announced present and serving this evening are Commissioners Emily Jury, Adrienne Barbe, Joe Paganini and Jay Bate. Also present is Nate Nardi-Cyrus, Assistant City Planner. 3. Minutes for Approval: a. January 3, 2023 – Special Meeting MOTION by Ms. Jury to approve the January 3, 2023 Special Meeting Minutes, seconded by Mr. Paganini. 4. Old Business: None 5. New Business: a. Jurisdictional Determination Applicant: Torrington Water Company Location: Pothier Road (214/002/008 & 214/002/008) Activity: Timber Harvest Mr. Nardi-Cyrus explained the definition of Jurisdictional rulings on an activity, and the proposed forest harvest activity by Torrington Water Company. Mr. Nardi-Cyrus recommended the Commission determine the timber harvest an “as-of-right” activity.  MOTION by Ms. Jury to GRANT an as-of-right activity: Jurisdictional Determination Applicant: Torrington Water Company Location: Pothier Road (214/002/008 & 214/002/008) Activity: Timber Harvest MOTION seconded by Mr. Paganini, unanimously carried. 6. Staff Report: a. Enforcement Report – update Mr. Nardi-Cyrus updated the Commission on 137 Babbling Brook Road status, the application to be submitted has been delayed due to delays with the consultant. The property owner was given until the next Commission meeting to submit an application, before enforcement actions continue. b. Agent Determinations: - None c. Training Opportunities Mr. Nardi-Cyrus will circulate DEEP training information to Inland Wetlands Commission members. Ms. Jury plans to take the Commission training module. . 7.
