CITY OF TORRINGTON ZONING BOARD OF APPEALS MEETING MINUTES May 8, 2023 Present: James Steck, Interim Chair Carrie Vibert, Member Ken Edwards, Member Also Present: Nate Nardi-Cyrus, Assistant City Planner Not Present: Marc Trivella, Member Christopher Smyth, Member 1. Call to Order: Zoning Board of Appeals member James Steck called the meeting to order at 7:06p.m. in-person at City Hall, Room 215, 140 Main Street, Torrington, CT. The meeting was also held via Microsoft Teams on-line. *******. MOTION by Mr. Edwards to nominate James Steck as Chair for tonight’s meeting, seconded by Ms. Vibert, motion carried. 2. Roll Call and Announcements: Interim Chair James Steck announced present on the Board this evening are members Ken Edwards, Carrie Vibert and James Steck. Also present is Assistant City Planner Nate Nardi-Cyrus. 3. Election of New Zoning Board of Appeals Officers: It was the consensus of the Board to table this item to the next Zoning Board of Appeals meeting. 4. Minutes for Approval: a. March 13, 2023 Tabled until the next Zoning Board of Appeals meeting. 5. Old Business: None 6. New Business: a. Location Approval Applicant: Ostais LLC Location: 610 Migeon Avenue Proposal: Limited Repairer’s License and Used Car Dealership Two applicants were present via Microsoft Teams for the applicant Ostais LLC. Both applicants named Mohammed. Mohammed briefly explained their proposal to acquire the business currently operating at 610 Migeon Avenue. There will be no change of use, this is just an ownership change and license change over to new applicants. Mr. Nardi-Cyrus explained this location meets the minimum frontage threshold for this type of motor vehicle use, and the Land Use Department recommends approval. There were no questions from Zoning Board of Appeals members. MOTION by Mr. Edwards to APPROVE Location Approval Applicant: Ostais LLC Location: 610 Migeon Avenue Proposal: Limited Repairer’s License and Used Car Dealership Motion seconded by Ms. Vibert, motion unanimously carried. 7.
