The Torrington City Council met in regular session on Tuesday, August 4, 2020 in the City Council
Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Hill, Kinney and
Law. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief
of Police Johnson, Building Official Estes and Deputy City Clerk Anaya.
Mayor Adams called the meeting to order.
Building Official Estes led the Pledge of Allegiance.
Mayor Adams led the session with informational announcements on the following items: 1.
Progress on projects within the City; 2. COVID-19 updates and recommendations; 3. Goshen County
Fair/Parade updates and recommendations; 4. Goshen County School(s) opening updates; 5. Swimming
Pool closing date (08-16-20); 6. Primary Election (08-18-20) reminder and City Council vacant seat
update; 7. Request for continued community assistance with property maintenance efforts to keep up
with hot temperatures and lack of moisture; and 8. Baler facility evening/weekend access to the
grass/limb pile is now closed.
Councilwoman Hill moved and Councilman Kinney seconded to approve the consent agenda
which includes the minutes from the 07-21-20 Council meeting as published and all actions therein be
ratified. Motion carried unanimously.
Councilman Law moved and Councilman Kinney seconded to approve the agenda as presented.
Motion carried unanimously.
Mayor Adams announced that Tom Milstead, Journalist with the Torrington Telegram, is leaving
his current position to pursue a different job opportunity. The Mayor and Council wished him well on his
future endeavor.
Pastor Dale Harper with Journey Church requested approval of a special event permit for a
Convoy of Hope Food Give Away event to be held on 08-12-20 from 12:00 p.m. to 5:00 p.m. on East F
Street (between 17th and 18th Avenue). Mayor Adams stated that the applicant is requesting that the
special event permit fee be waived due to the nature of the event. Councilman Kinney moved and
Councilwoman Hill seconded to approve the special event permit and to waive the special event permit
fee as presented. Motion carried unanimously.
Clayton Kilgore with the Open Barrel Brewing Company requested approval of an open
container permit for a Wedding Reception to be held on 09-05-20 from 3:00 p.m. to 12:00 a.m. The
permitted area will be confined to a blocked off alley area behind the Open Barrel Brewing Company
and Leithead’s Appliance Center. Councilman Law moved and Councilman Kinney seconded to approve
the open container permit as presented. Motion carried unanimously.
Attorney Eddington read Resolution No. 2020-11. Director of Public Works (DPW) Harkins stated
that the resolution authorizes the submission of a Wyoming Water Development Commission (WWDC)
application for a Level III Project. Councilman Kinney moved and Councilwoman Hill seconded to
approve Resolution No. 2020-11 as presented. Motion carried unanimously.
Director of Public Works (DPW) Harkins presented for approval a notice of termination for
Airport Hangar No. 2C. He stated that for considerable periods of time it has been noticed that no
airplane is being stored within the hangar and commented that the airport has several individuals that
are requesting hangar space, therefore City staff finds it necessary to terminate the existing airport
hangar rental agreement between the City of Torrington and Jerry Nash. Merv Mecklenburg, the
attorney representing Mr. Nash, addressed the Mayor and Council. He presented the Mayor and Council
with a letter written on behalf of the General Manager of Natrona Avionics Casper Air Service, LLC. Mr.
Mecklenburg explained that there has not been an airplane being stored within the hangar because Mr.
Nash’s airplane is currently being repaired and has been at the Natrona Avionics repair site for the last
13 months. He also pointed out to the Mayor and Council that the letter specifically states that the
delivery of the aircraft is way behind schedule due to the COVID-19 pandemic. Jerry Nash addressed the
Mayor and Council. He stated that the hangar is valuable to him as he is planning to use that space as a
base of operations for a charter service. Mr. Nash indicated that there are several items that he has to
complete in order to be able to properly establish the service and commented that his hands are
currently tied until his airplane is fully repaired and in his possession again. He asked the Mayor and
Council to give him some consideration and to allow him some time to resolve his situation.
Councilwoman Hill requested that Mr. Nash compile a checklist of all of the items that need to be
completed (with estimated completion dates) in order to establish the charter service that he is
proposing to present to the Mayor and Council at the 08-18-20 Council meeting for further
consideration. Councilwoman Hill moved and Councilman Kinney seconded to table the request to
terminate the rental agreement for Airport Hangar No. 2C between the City of Torrington and Jerry
Nash and to reconsider the request at the 08-18-20 Council meeting. Motion carried unanimously.

The bills from 07-22-20 to 08-04-20 were presented for payment. Councilman Law moved and
Councilman Kinney seconded to approve the bills for payment as presented. Motion carried
unanimously.
Mayor Adams asked for public comments, questions or concerns.
Airport Manager Richey addressed the Mayor and Council. He expressed his concerns with Mr.
Nash’s charter service proposal and asked the Mayor and Council to take the high demand for hangar
space into consideration prior to making a final decision on the pending Airport Hangar No. 2C matter.
Councilman Kinney moved and Councilwoman Hill seconded that there being no further
business to come before the Mayor and Council to adjourn at 7:49 p.m. Motion carried unanimously.
