The Torrington City Council met in special session on Wednesday, June 1, 2022 in the City
Council Chambers at 436 East 22nd Ave. at 3:00 p.m. Present: Mayor Adams, Council Members Kelly,
Kinney and Steinbock. Councilman Patterson was absent but excused. Also Present: Clerk/Treasurer
Strecker, Buildings & Grounds Superintendent Estes and Deputy City Clerk Anaya.
Mayor Adams called the special meeting to order.
Mayor Adams stated that Kim Johnson, National Flood Insurance Program State Coordinator,
with the Wyoming Office of Homeland Security has been in contact with Buildings & Grounds
Superintendent Estes regarding the Flood Damage Prevention Ordinance for the City of Torrington. He
indicated that Mr. Johnson is extremely concerned that the City will not have the ordinance approved by
06-01-22, which is the adoption deadline that was set by the Federal Emergency Management Agency
(FEMA). Mayor Adams commented that in order for the City to meet the adoption deadline, an
emergency has to be declared to adopt the ordinance by emergency. Councilman Kelly moved and
Councilman Kinney seconded to declare an emergency as presented. Motion carried unanimously.
Clerk/Treasurer Strecker read by title AN EMERGENCY ORDINANCE AMENDING AND RE-
ENACTING CHAPTER 17.16 OF THE TORRINGTON MUNICIPAL CODE, 2022 REVISIONS, RELATING TO
DESIGN STANDARDS. Buildings & Grounds Superintendent Estes stated that he was contacted by the
Federal Emergency Management Agency (FEMA) Regional Director and asked if the City of Torrington
could approve the Flood Damage Prevention Ordinance by emergency in order to meet the 06-01-22
adoption deadline. He indicated that if the City does not approve the emergency ordinance, it will be
suspended from the flood insurance program and will not be eligible to receive emergency assistance
from FEMA. Buildings & Grounds Superintendent Estes commented that additionally, if the City were to
be suspended from the program, new home loans requiring flood insurance prior to closing will not get
approved until the Flood Damage Prevention Ordinance is adopted by the City. Mayor Adams stated
that if approved, the approval of the emergency ordinance will be of a temporary but legally binding
nature as of 06-01-22 and will become permanent and legally binding at the 06-07-22 Council meeting.
Councilwoman Steinbock moved and Councilman Kelly seconded to approve Ordinance No. 1261 by
emergency as presented. Motion carried unanimously.
Councilman Kinney moved and Councilwoman Steinbock seconded that there being no further
business to come before the Mayor and Council to adjourn at 3:10 p.m. Motion carried unanimously.
