City of Torrington ) County of Goshen ) State of Wyoming ) The Torrington City Council met in regular session on Tuesday, October 17, 2023 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Patterson and Viktorin. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Chief of Police Johnson and Deputy City Clerk Anaya. Mayor Doby called the meeting to order. Councilman Kelly led the Pledge of Allegiance. Mayor Doby led the session with informational announcements on the following items: 1. Mayor Doby congratulated all property owners, business and residential, for maintaining and improving their properties. He urged all property owners to continue to work toward maintaining their lawns and weeds and removing decrepit vehicles in order to proactively avoid a visit from Code Enforcement Officers; 2. Announcement that the annual Safety Treat Night and Trunk or Treat event is scheduled to be held on 10-31-23 from 5:30 p.m. to 6:30 p.m.; 3. Announcement that the Homesteader’s Museum will be hosting a Night at the Boo-Seum on 10-27-23 and 10-28-23 at 6:00 p.m.; 4. Announcement that the City of Torrington is now offering a TextMyGov service that will allow citizens to receive City alerts and notifications on their cell phones and make inquiries to City staff by text. To get started text “Hi” to (307) 338-2802; 5. Reminder to the public to take extra caution with the increased pedestrian, bicycle and motorcycle traffic; and 6. Request to the public to refrain from using their cell phones while driving. Councilman Patterson moved and Councilman Deahl seconded to approve the consent agenda which includes the minutes from the 10-03-23 Council meeting as published and all actions therein be ratified. Motion carried unanimously. Councilman Viktorin moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously. Mayor Doby read a proclamation declaring November 2023 as Epilepsy Awareness Month. It urges all citizens of the City of Torrington, Wyoming, government agencies, public and private institutions, businesses and schools to recommit the community to increasing awareness and understanding of epilepsy through education while ensuring that all individuals with epilepsy lead a full and productive life, and calls upon all citizens to wear purple on 11-15-23 in support of all people who fight epilepsy every day. Holly Sanchez spoke in support of the proclamation. Councilman Patterson moved and Councilman Viktorin seconded to approve the proclamation as presented. Motion carried unanimously. Jan Harvey with BZ Hospitality, LLC requested approval of a catering permit for an Eastern Wyoming College President’s Reception that was held at 3200 West C Street (CTEC Building) on 10-09-23 from 5:00 p.m. to 7:00 p.m. Chief of Police Johnson indicated that there was some confusion regarding who was responsible for submitting the permit that inadvertently caused the delay of the submittal of the request. Councilman Deahl moved and Councilman Kelly seconded to ratify the catering permit that was approved via e-mail on 10-09-23. Motion carried unanimously. Leann Mattis with Go Goshen requested approval of a special event permit for a Safety Treat Night and Trunk or Treat event to be held on 10-31-23 from 5:00 p.m. to 6:30 p.m. Mayor Doby indicated that the applicant is requesting approval to close the public street on Main Street between 19th Avenue and 23rd Avenue and to have the special event permit fee waived due to the request being a community event. Councilman Patterson moved and Councilman Deahl seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously. Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.16.020 OF THE TORRINGTON MUNICIPAL CODE, 2023 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “R6-A” ZONING FOR A TRACT OF LAND. Councilman Viktorin moved and Councilman Kelly seconded to approve Ordinance No. 1281 as presented on third reading. Motion carried unanimously. Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 6.04.230 OF THE TORRINGTON MUNICIPAL CODE, 2023 REVISIONS, RELATING TO THE PROHIBITION OF FOWL IN THE ANIMAL CONTROL DISTRICT. Councilman Deahl moved and Councilman Patterson seconded to approve the ordinance on second reading as presented. Motion carried unanimously. The bills from 10-04-23 to 10-17-23 were presented for payment. Councilman Kelly moved and Councilman Viktorin seconded to approve the bills for payment as presented. Motion carried unanimously. Mayor Doby asked for public comments, questions or concerns. Fire Chief Petsch updated the Mayor and Council on the events that transpired during Fire Prevention Week. He also gave a brief update on the upcoming Safety Treat Night and Trunk or Treat event, and informed the Mayor and Council that a few members of the Torrington Volunteer Fire Department will be attending an Aerial Maintenance Class hosted by Fire Range Apparatus in a couple of weeks. Page | 1  Councilman Patterson complimented the Torrington Volunteer Fire Department, Go Goshen and the Torrington Police Department for all of the hard work that goes into the planning of the Safety Treat Night and Trunk or Treat event and for ensuring its success. He stated that it is nice to see this event be a positive family friendly event. Clerk/Treasurer Strecker briefly updated the Mayor and Council on the status of the Vactor Truck. She stated that on 10-05-23, the State Loan and Investment Board (SLIB) offered the City of Torrington a zero-interest loan as an alternative to the emergency Federal Mineral Royalty Capital Construction Account Grant application that was initially submitted for approval. Clerk/Treasurer Strecker indicated that SLIB advised that if the City accepted the loan offer, it would be approved at the 11-02-23 meeting. She commented that additionally, City staff received an e-mail earlier in the day from the insurance company regarding the pending claim on the Vactor Truck. Clerk/Treasurer Strecker stated that the insurance company has agreed that the best step forward is to total out the Vactor Truck due to the estimated 18-month repair time frame that was provided by Joe Johnson Equipment. She indicated that the insurance company is still in the process of figuring out a salvage value, therefore City staff does not know what the claim settlement amount is going to be yet. Clerk/Treasurer Strecker commented that she does not believe the City will need to pursue the zero-interest loan offered by SLIB, but stated that that decision will not have to be made until November. Councilman Deahl reminded the public that October is Breast Cancer Awareness Month.
