SPECIAL MEETING BOARD OF ALDERMEN CITY OF TOWN AND COUNTRY APRIL 24, 2020 Given the current public health crisis, various emergency declarations, and in accordance with the provisions of Sec. 610.020, RSMo., this Board of Aldermen meeting was held via Zoom videoconference and streamed live to YouTube. Real-time public viewing of the meeting was made available via the City’s website at www.town- and-country.org. The special meeting of the Board of Aldermen of the City of Town and Country was held at 2:00 P.M. on April 24, 2020, via Zoom videoconference. ROLL CALL The 2:02 PM roll call indicated Aldermen Allen, Benigas, Butler, Frautschi, Holman, and Mortland were present. Mayor Dalton presided. City Attorney Steve Garrett was also present via videoconference to represent the City. Mayor Dalton provided a brief background of the timing and circumstances related to the appointments given the postponement of the General Municipal Election to June 2. NEW BUSINESS APPOINTMENT AND VOTE TO FILL ALDERMAN VACANCY IN WARD 1 Mayor Dalton nominated Barbara Ann Hughes to fill the unexpired term of Skip Mange. Alderman Holman moved for approval of the Mayor’s appointment, seconded by Alderman Butler. The roll call vote was: AYE, Aldermen Allen, Benigas, Butler, Frautschi, Holman, and Mortland; NAY, none; ABSTAIN, none; ABSENT, none. The motion carried unanimously and Alderman Hughes was welcomed by all. APPOINTMENT AND VOTE TO FILL ALDERMAN VACANCY IN WARD 3 Mayor Dalton nominated Jeff Wittmaier to fill the unexpired term of Matt Reuter. Alderman Butler moved for approval of the Mayor’s appointment, seconded by Alderman Frautschi. The roll call vote was: AYE, Aldermen Allen, Benigas, Butler, Frautschi, Holman, and Mortland; NAY, none; ABSTAIN, none; ABSENT, none. The motion carried unanimously and Alderman Wittmaier was similarly welcomed by all. There being no additional business, Alderman Allen moved to adjourn the special meeting. The Board also recognizes the need for the public’s business to be attended to during this unprecedented situation. In order to balance the need for continuity of government with protection of the health and safety of attendees, this meeting of the Board of Aldermen will not be open to public participation and will take place via videoconference.
