BOARD OF ALDERMEN CITY OF TOWN AND COUNTRY 1011 MUNICIPAL CENTER DRIVE, 63131 MAY 27, 2025 REGULAR MEETING The regular meeting of the Board of Aldermen of the City of Town and Country was held at 7:00 PM on Tuesday, May 27, 2025 at the Municipal Center. PLEDGE OF ALLEGIANCE Mayor Rehm led the Pledge of Allegiance. ROLL CALL The 7:00 PM roll call indicated Aldermen Gerber, Harder, Hughes, Kinsella, Murphy, Sawyer, Schwoerer and Steinhubl to be present. Mayor Rehm presided. Attorney Kyle Cronin was present to represent the City. Mayor Rehm recognized the Memorial Day Holiday and expressed his appreciation and honor to the men and women who serve and have served. Mayor Rehm also spoke of the recent tornado that struck the St. Louis area. He announced that the City will be hosting a relief drive on Saturday, June 7 at Town Square from 9-11 AM to collect donations for the storm victims. He noted that drop boxes will be placed at City Hall, Longview and the Fire House through June 7 for donation drop offs, and a list of requested items can be found on our website. Mayor Rehm spoke on roadway safety and recalled a recent incident with a City contractor who was struck by a vehicle while working on the roadway. He encouraged all to remain attentive while driving, especially when road crews or police are present. Mayor Rehm noted that the City invests heavily in roadway projects and services in the community and that the safety of those completing the work is paramount. MINUTES Alderman Steinhubl moved for approval, seconded by Alderman Hughes. Mayor Rehm called for any corrections or amendments. Alderman Kinsella stated that he viewed the recording of the meeting and was apprised of all discussion and votes. Hearing none, the minutes of 5/12/2025 were approved by voice vote. HEARING FROM CITIZENS PUBLIC HEARING(S) APPOINTMENTS COMMUNICATIONS AND REPORTS Alderman Murphy Alderman Murphy reported that the Parks and Trails Commission met at Drace Park on May 20 and celebrated the launch of the new pavilion with a ribbon cutting ceremony. He also reported that the most recent concert and planned Town Square tunnel opening originally scheduled for May 16 will be rescheduled to a later date. Finally, he noted that the next concert will be held on Friday, June 20. Board of Aldermen Page 2 of 3 May 27, 2025 Alderman Hughes Alderman Hughes reported that the next meeting of the Architectural Review Board will be held at 5:30 PM on June 2 at the Municipal Center and welcomed all to attend. UNFINISHED BUSINESS BILL NO. 25-18, AN ORDINANCE AMENDING TITLE VI, CHAPTER 600: ALCOHOLIC BEVERAGES OF THE MUNICIPAL CODE, SPECIFICALLY BY THE ENACTMENT OF SECTION 600.255 AND AMENDMENT OF SECTION 600.400 REGARDING LIQUOR LICENSES (sponsored by the Board as a Whole) (1st reading 4/28/25) Mayor Rehm called for second reading, without objection. Without objection, Bill No. 25-18 was read for a second time and placed upon its final passage. Alderman Harder moved for approval, seconded by Alderman Hughes. In response to Alderman Gerber, City Attorney Cronin stated liquor licenses offer regulatory power to the City since they are not property-based. He added that the State is the body with the regulatory basis over gambling. Attorney Cronin confirmed, in response to Alderman Murphy, that other municipalities in Missouri have similar enforcements. The roll call vote was as follows: AYE, Aldermen Gerber, Harder, Hughes, Kinsella, and Sawyer; Nay, Aldermen Murphy, Schwoerer and Steinhubl; ABSTAIN, none; ABSENT, none. The motion carried 5-3 and Bill No. 25-18 became Ordinance No. 4695. BILL NO. 25-24, AN ORDINANCE APPROVING A CONDITIONAL USE AND AUTHORIZING A CONDITIONAL USE PERMIT FOR AN ACCESSORY STRUCTURE, A POOL HOUSE, LOCATED AT 13200 THORNHILL DRIVE IN THE CITY OF TOWN AND COUNTRY (sponsored by Aldermen Steinhubl and Gerber) (1st reading 5/12/25) Mayor Rehm called for second reading, without objection. Without objection, Bill No. 25-24 was read for a second time and placed upon its final passage. Alderman Steinhubl moved to continue Bill No. 25-24 to the meeting of Monday, June 9 to allow additional time to ensure all neighbors have had an opportunity to review the plans. The motion was seconded by Alderman Gerber and carried. NEW BUSINESS BILL NO. 25-25, AN ORDINANCE ACCEPTING THE BID AND AUTHORIZING AN AGREEMENT WITH SWEETENS SEALING SERVICES FOR THE 2025 CRACK SEALING PROGRAM (sponsored by the Board as a Whole) Mayor Rehm called for first reading, without objection. Without objection, Bill No. 25-25 was read for the first time by title only. Mayor Rehm declared Bill No. 25-25 continued to the meeting of Monday, June 9 for the second reading and consideration. Board of Aldermen Page 3 of 3 May 27, 2025 BILL NO. 25-26, AN ORDINANCE ACCEPTING THE BID OF M&H CONCRETE CONTRACTORS FOR THE 2025 CONCRETE SLAB REPLACEMENT PROJECT AND AUTHORIZING AN AGREEMENT FOR SAME (sponsored by the Board as a Whole) Mayor Rehm called for first reading, without objection. Without objection, Bill No. 25-26 was read for the first time by title only. Mayor Rehm declared Bill No. 25-26 continued to the meeting of Monday, June 9 for the second reading and consideration. BILL NO. 25-27, AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH ARCHIMAGES FOR PROVISION OF CONSULTANT SERVICES ASSOCIATED WITH THE MUNICIPAL CENTER AND FIRE HOUSE RENOVATION PROJECT (sponsored by the Board as a Whole) Mayor Rehm called for first reading, without objection. Without objection, Bill No. 25-27 was read for the first time by title only. Mayor Rehm declared Bill No. 25-27 continued to the meeting of Monday, June 9 for the second reading and consideration. WARRANT LIST Alderman Steinhubl moved for approval, seconded by Alderman Kinsella. Mayor Rehm called for any amendments. Hearing none, a voice vote was held on the May 27, 2025 Warrant List in the amount of $142,201.16 and carried. ADJOURN On motion of Alderman Steinhubl, seconded by Alderman Schwoerer, and unanimously confirmed by voice vote, the meeting was adjourned at 7:13 PM.
