COUNCIL CONFERENCE Trenton, New Jersey, December 5, 2006 Council President Paul M. Pintella, announced that adequate public notice has been provided to the public specifying the time and place for this meeting in accordance with Chapter 231, P.L. 1975, approved on October 21, 1975 and effective January 19, 1976. The FY 2007 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on July 1, 2006 and amended on July 21, 2006 The agenda for the said meeting was mailed, posted and filed on December 1, 2006. A Conference of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:00 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella, on roll call, the following answered present: Messrs. Bethea & Coston, Ms. Lartigue, Messrs. Melone & Segura, Ms. Staton, Mr. Pintella, – 7. 5:00 p.m. Subject: 2007 Fiscal Year Budget Appearance: Honorable Douglas H. Palmer, Mayor Jane Feigenbaum, Business Administrator 5:45 p.m. Subject: Reverse 911 System Appearance: Jane Feigenbaum, Business Administrator James Damron, MIS Coordinator 6:00 p.m. Subject: Docket Review: Appearance: Renee Haynes, Chief of Staff Jane Feigenbaum, Business Administrator Council President Pintella – Welcome and Introduced Ms. Sandra Bishop as a candidate to fill a vacancy on the Board of the Trenton Housing Authority. Ms. Sandra Bishop – I have been a life long resident of the City of Trenton, I reside at 20 High Street. I have been employed by the State of New Jersey for over 20 years and I am very active with the civic organizations. Council members welcome Ms. Bishop and congratulated her on her appointment to the Trenton Housing Authority. Councilman Melone, motioned to move the Resolution for straw purposes, and it was second by Councilman Segura. Councilman Bethea – Abstain Councilman Coston – AYE Councilwoman Lartigue – AYE Councilman Melone – AYE Councilman Segura – AYE Councilwoman Staton – AYE Council President Pintella - AYE Council President Pintella – Welcome the Honorable Mayor Palmer and Business Administrator, Jane Feigenbaum. Mayor Palmer – Thanked, Ms. F. Blanco for her services to the City of Trenton and for a job well done.  Mayor Palmer – Introduced the 2007 City Budget, he gave a breakdown of the funding the City will receive from the State and explained the reason for the Tax increase. He also stated that the only Department within the City that has a major increase is the Police Department. Business Administrator Jane Feigenbaum – Gave a Power Point presentation of the increases and decreases for the 2007 City Budget. Council members questioned the Mayor and Business Administrator concerning the 2007 Budget and the increase. Barry Colicelli - Gave an update on the Truancy Program and spoke regarding a Resolution to create the Truancy Reduction and Prevention Program (T.R.A.P.P.). Council member asked questions regarding the youth being pick up through the Truancy Program. PUBLIC COMMENT: Mr. James Fouse, 13 Cavell Avenue – Commended Council on doing a good job. Ms. Bea Perry, 27 Sylvester Avenue - Traffic on New York Avenue, trucks from the freeway and the graffiti on the under path. Trees on property line, who is responsible for the trimming? The property at 403-405 Parkway Avenue, tree in front needs to be cut. Mr. Ward, 688 Dr. Martin Luther King, Jr. Blvd. – Gun problem in the City. Foot patrol on the Streets. Mr. Dion Clark, 323 Walnut Avenue – Slum Landlords problem something has to be done about it. Mr. Kenny Bullock – The City should make sure that the street lights are on and foot patrol should be out on Walnut Avenue, Dr. Martin Luther King, Jr. Blvd., Monmouth Street and Clinton Avenue. A portion of this meeting will be set aside for public comment. CIVIC MATTERS: Councilwoman Staton – Mr. Ward concerns in his neighborhood and Mr. Clark problems in his neighborhood need to be taken care, something has to be done. Councilwoman Lartigue – Police Foot Patrol works in Philadelphia it should work in Trenton. Asked Mr. Clark for a list of the properties he is complaining about. Councilman Coston – Would like Police Director Mr. Santiago to come to Council. Councilman Bethea – Police Foot Patrol should be look into, trying it might be the answer. Meeting Adjourned: 8:30 p.m.
