MINUTES COUNCIL CONFERENCE SEPTEMBER 6, 2007 CITY HALL - 4:00 PM A joint Conference and Regular Public Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 4:09 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Council President Paul M. Pintella. Council President announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meeting Act. Said notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on June 21, 2007 by Resolution No. 07-316. The agenda for this meeting was mailed, posted and filed on August 31, 2007. ROLL CALL: PRESENT: Mr. Coston, Ms. Lartigue, Mr. Melone (arrived at 4:11 pm), Ms. Staton, Mr. Pintella – 5 ABSENT: Mr. Bethea, Mr. Segura - 2 ALCOHOLIC BEVERAGE LICENSEES REVIEWS New Home Liquors Corp., t/a Same 810 Stuyvesant Ave., Resolution Granting Renewal No one appeared to represent New Home Liquors Corp. Torres & Jimenez, Inc., t/a Carter’s Liquor Store 199 Oakland St., Resolution Granting Renewal Mr. Ramon Jimenez, owner, appeared in front of Council on behalf of Torres & Jimenez, Inc. Quil-To, t/a El Rancho Restaurant & Bar 200 Fulton St., Resolution Granting Renewal Mr. Jose Bernal, manager & Mr. Quilto Torres, owner, 200 Fulton Street appeared in front of Council on behalf of Quil-To. Detective Phil Peroni, appeared in front of Council regarding Quil-To Oz Juan, Inc., t/a Passions Restaurant & Nightclub 801-803 E. State St., Resolution Granting Renewal No one appeared to represent Oz Juan, Inc. Felix-Nano, Inc., t/a Caribbean Bar & Grill 330 Mulberry St., Resolution Granting Renewal Representing Felix-Nano, Inc., Mr. Bruce M. Sattin, Attorney, with the law firm Szaferman Lakind Blumstein Blader & Lehmannand, Lawrenceville, New Jersey and Mr. Emelanio Gomez, owner, 200 East Trenton Avenue, Trenton, New Jersey, appeared in front of Council. City Council Conference: Minutes September 6, 2007 1 COUNCIL LIAISONS TO BOARDS AND COMMISSIONS Council President Pintella asked council members for an update on their discussion of June 26, 2007 with regards to their interest in servicing on the Boards and Commissions. Councilman Melone stated that he was still interested on serving in the Parking Authority. Councilwoman Lartigue stated that she was still interested on the Open Space Board because open space was very important to her. She wanted this board open and operating. Council President Pintella made a mentioned to a discussion he had with Councilman Coston regarding Ms. Staton being interested in serving on the Housing Authority Board. Councilman Pintella expressed an interest to serve on the Board of School Estimates and stated that Councilman Segura had expressed his interest in serving on this board also. Councilman Coston stated that he would serve on the Planning Board. Councilwoman Lartigue stated that she would be interested in serving on the Trenton Downtown Association board. DOCKET REVIEW: Appearance: Renee Haynes, Chief of Staff Jane Feigenbaum, Business Administrator Council reviewed the docket items. The following Ordinance was discussed by City Council, Administration, HMFA and Bayville Holdings, LLC. Appearance: Sasa Montano, Acting Director of Housing & Economic Development Michael Staton, HMFA Stewart Tucker, Bayville Holdings, LLC Arnold Lakind, Bayville Holdings, LLC Richard Libbey, Bayville Holdings, LLC ORDINANCE AUTHORIZING A PAYMENT IN LIEU OF TAXES TO BAYVILLE HOLDINGS, LLC FOR 143-149 EAST STATE STREET, TRENTON, NEW JERSEY PURSUANT TO N.J.S.A. 55:14K-1 ET SEQ. City Council members discussed the 40 years PILOT being proposed for the Broad Street Bank Building and asked Administration for a Workshop to provide more information. City Council Conference: Minutes September 6, 2007 2 ALCOHOLIC BEVERAGE LICENSEES REVIEWS - CONTINUED Oz Juan, Inc., t/a Passions Restaurant & Nightclub 801-803 E. State St., Resolution Granting Renewal Mr. Juan Martinez, 39 Dickinson Street, owner appeared in front of Council to represent Oz Juan, Inc. Council notified Mr. Martinez to get legal representation since he is incorporated and that the City will be scheduling a hearing for the charges being filed. Councilman Coston 1) asked council to get more information on unfinished business item no. 1fo & 1go on the K. Hovanian project and he wanted to postpone the 2nd reading until he reviewed the information requested. CIVIC MATTERS: Councilwoman Lartigue 1) notified Council and the public that Commissioner, Marion Allen of the Parking Authority had passed away today. 2) She asked Administration to do everything they can to expand services to business owners in Trenton. 3) She also asked the law department to look into improper behavior and indecent exposure concerning guys wearing their pants down in the back and the t-shirt that they call wife beaters. She asked Council member for their support in this cause. She also stated that they should do program in appropriate attire at the Junior High schools. Councilwoman Staton 1) Stated that she attended the Trenton Fire Department Valor Award and it was absolutely beautiful. 2) Movies in the Park were fabulous. 3) She was happy that she could pay her water bills on line now. 4) She asked Mr. Pucciatti to keep her up to date on the issue of the illegal rooming house on Academy Street.
