CITY COUNCIL REGULAR MEETING MINUTES November 20, 2007 Trenton Council Chamber 4:00 p.m. A joint Conference and Regular Public Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 4:30 p.m., at City Council Chambers, 319 East State Street, Trenton, New Jersey. The meeting was called to order by President Paul M. Pintella, who announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meetings Act. The FY 2007 annual notice was mailed to the Times and the Trentonian, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on June 21, 2007. The agenda for the said meeting was mailed, posted and filed on November 16, 2007. ROLL CALL: Present: Messrs. Bethea, Coston (via phone), Messrs. Melone and Segura, Ms. Staton and Mr. Pintella Absent: Ms. Lartigue SCHEDULING OF HEARING DATE OF APPEAL OF LANDMARKS DECISION: City Council will schedule a hearing date of January TBA. EXECUTIVE SESSION: Adoption of the following resolution authorizing executive session was moved by Mr. Melone, seconded by Mr. Pintella, and carried by unanimous vote of Council members present. RESOLUTION AUTHORIZING EXECUTIVE SESSION OF THE CITY COUNCIL TO PERMIT DISCUSSION OF PENDING LITIGATION BE IT RESOLVED, that pursuant to N.J.S.A. 10:4-12 et seq. the public is hereby excluded from the following discussions; - the disclosure of which would constitute an unwarranted invasion of individual privacy. - involving the employment, appointment, termination of employment, terms and conditions of employment, evaluation of the performance of, promotion or discipling of any specific prospective public officer or employee or current public officer or employee employed or appointed by the public body, unless all the individual employees or appointees whose rights could be adversely affected request in writing that such matter or matters be discussed at a public meeting Joseph Santiago & Richard Laird BE IT FURTHER RESOLVED, that the contents of these discussions will be disclosed to the public upon the determination of City Council and to the extent that the need for confidentiality no longer exists. Minutes of Council Meeting November 20, 2007 1 PRESENTATIONS: Presentation by David Hurwitz, President of Business Development, E-Path Communications, Inc., and James Damron, Coordinator of MIS regarding “Wireless Trenton”. Briefing on Trigen Resolution was made by Jane Feigenbaum, Business Administrator and Dennis Gonzalez, Assistant Business Administrator. Docket Review Renee Haynes, Chief of Staff Jane Feigenbaum, Business Administrator Docket items were reviewed and discussed by City Council. The meeting recessed at 8:12 p.m. and reconvened at 8:25 p.m. in the Council Chamber. A moment of silence was observed to acknowledge the passing of Mr. Jerold Eure. Approval of the following City Council meeting minutes was moved by Mr. Melone, seconded by Mr. Bethea, and carried by unanimous vote of those Councilmember’s present: Executive Session – January 4, 18, 23 and October 30, 2007; Conference – September 18, 28, October 2, 16, 23 and 30, 2007; Regular Public Meetings – October 4, 18 and November 1, 2007. UNFINISHED BUSINESS: Council President Pintella declared open a public hearing on an ordinance entitled “ORDINANCE AUTHORIZING THE EXECUTION OF A DISPOSITION AGREEMENT AND THE SALE OF PROPERTY TO RABARA-BROKATE PROPERTIES”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Melone, seconded by Mr. Segura, and carried by the following vote of Council: Ayes: Messrs. Bethea, Coston, Melone, Segura, Ms. Staton and Mr. Pintella Nays: None Absent: Ms. Lartigue Council President Pintella declared open a public hearing on an ordinance entitled “BOND ORDINANCE PROVIDING FOR VARIOUS IMPROVEMENTS TO THE WATER LINES AND DELIVERY SYSTEM IN AND BY THE CITY OF TRENTON, IN THE COUNTY OF MERCER, NEW JERSEY, APPROPRIATING $3,500,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $3,500,000 BONDS OR NOTES OF THE CITY FOR FINANCING THE COST THEREOF”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. Nicolas Stewart, 679 Lamberton Street, inquired about Trigen. Dion Clark, 323 Walnut Avenue, inquired when the city would be licensing cats, and informed that there are lights out on the bridges. Paul Harris, 137 Centre Street, spoke of the overabundance of cats on Centre Street; of immigration issues, and feels that uniforms should be worn at all public schools.
