CITY COUNCIL REGULAR MEETING MINUTES December 20, 2007 5:30 p.m. Trenton City Hall A Regular Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:40 p.m., at Trenton Council Chamber, City Hall, 319 East State Street, Trenton, New Jersey. The meeting was called to order by President Pintella, who announced that adequate public notice had been provided by the public specifying the time and place for this meeting in accordance with the Open Public Meetings Act. The FY 2007 annual notice was mailed to the Times and the Trentonian, posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office on June 21, 2007. The agenda for the said meeting was mailed, posted and filed on December 14, 2007. ROLL CALL: Present: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone and Segura, Ms. Staton and Mr. Pintella Absent: None INVOCATION and SALUTE TO THE FLAG was led by Acting City Clerk Juanita M. Joyner. A moment of silence was observed to acknowledge the passing of Willie Watkins. Ms. Lartigue was wished a Happy Birthday. UNFINISHED BUSINESS: Council President Pintella declared open a public hearing on an ordinance entitled: ORDINANCE AUTHORIZING THE SALE OF CERTAIN CITY-OWNED PROPERTIES TO L & F URBAN RENEWAL PROPERTIES, LLC”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Pintella, seconded by Ms. Staton, and carried by the following vote of Council: Ayes: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone and Segura, Ms. Staton and Mr. Pintella Nays: None Council President Pintella declared open a public hearing on an ordinance entitled: ORDINANCE OF THE CITY OF TRENTON, IN THE COUNTY OF MERCER, NEW JERSEY AUTHORIZING THE SALE OF A PORTION OF THE CITY’S WATER UTILITY SYSTEMS AND AUTHORIZING THE EXECUTION OF AN AGREEMENT OF SALE AND A WATER SUPPLY AGREEMENT BY AND BETWEEN THE CITY AND NEW JERSEY – AMERICAN WATER COMPANY, INC. AND DETERMINING CERTAIN OTHER MATTERS IN CONNECTION THEREWITH”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. Mr. Bethea introduced, presented, and authorized publication of an ordinance entitled “ORDINANCE AMENDING 07-54 WHICH AUTHORIZED THE EXECUTION OF A DISPOSITION AGREEMENT AND THE SALE OF PROPERTIES TO PASSAIC STREET HOUSING, LLC FOR THE SOUTHWEST VILLAGE II PROJECT ON SPRING AND PASSAIC STREET”. The motion was seconded by Mr. Segura, and carried. Ayes: Messrs. Bethea and Coston, Ms. Lartigue, Messrs. Melone and Segura, Ms. Staton and Mr. Pintella Nays: None PUBLIC PRESENTATIONS: Louis Rivera, 821 South Broad Street, requested City Council’s help in the prevention of the closing of the building located at 821 South Broad Street building currently being used by youth groups. Motion was made by Mr. Coston, seconded by Mr. Segura, to postpone action on the 821 South Broad Street building. Said motion carried unanimously by Council members present. Nicholas Stewart, 679 Lamberton Street, said that he is not happy with the information that he received regarding Trenton Trigen. Greg Forrester, 237 Jackson Street, circulated a petition to residents that are in support of the residency ordinance. Minutes of Council Meeting December 20, 2007 6 Patricia Stewart, 679 Lamberton Street, feels that the people at 821 South Broad Street are doing a great job with the children of the neighborhood. Kevin Williams, 244 Jackson Street, spoke in favor of children’s programs; is in support of the residency ordinance; and approves of Ms. Lartigue’s baggie pants campaign. John Naum, South Montgomery Street, disappointed that the Mayor is not obeying the residency ordinance. John Harrison, 15 Swan Street, informed City Council of his ongoing problem with his neighbor. Pamela, 102 Roebling Avenue, feels that Director Santiago should have to live in the city that pays his salary. Bill Kearny, 1620 Riverside Avenue, feels that city employees should have to live in the City of Trenton. Lee Ingram, 39 Edgemere Avenue, apologized to Mr. Pintella for his outburst at the previous council meeting. Dion Clark, Wilber Section, inquired when the Rental Advisory Committee would be organized. Paul Harris, 137 Centre Street, is tired of the residency issue.
