COUNCIL SPECIAL CONFERENCE MEETING
MINUTES
FEBRUARY 19, 2008
CITY HALL – 5:00 PM
A Conference Meeting of the City Council of the City of Trenton, New Jersey,
was held on the above date at 5:11 p.m. in the Council Conference Room, City Hall.
The meeting was called to order by Council President Paul M. Pintella. Council
President announced that adequate public notice had been provided to the public
specifying the time and place for this meeting in accordance with the Open Public
Meeting Act. Said notice was mailed to the Times and the Trentonian Newspapers,
posted on the first floor bulletin board in City Hall, and filed in the City Clerk’s Office
on February 15, 2008. The agenda for this meeting was mailed, posted and filed on
February 19, 2008.
ROLL CALL:
Present: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone, Segura,
Ms. Staton (arrived at 5:21 pm), Mr. Pintella (arrived at 5:18 pm) – 7.
DISCUSSION:
FY 2008 City Budget
Appearance: Renee Haynes, Chief of Staff
Jane Feigenbaum, Business Administrator
Department Directors from Public Works, Police, Health & Human Services,
Recreation, Natural Resources & Culture, Housing & Economic Development
responded to questions from Council on:
• Open Positions that have not been filled
• Cutting Overtime expenses
• Goods and Services - payments and expenses
• Various grants the City receives, including the Paris Grant
• Selling City properties and putting them back on the tax roll
• Police Forfeiture Account use
• Buying new equipment
• Tax increase
• Budget transfers
• Hiring new Police Officers
• Use of money from vacant positions to cover other expenses
City Council members asked that additional information be provided before the
next Council Meeting.

Councilwoman Lartigue asked Administration to schedule a workshop relating to
grants and how they work. She also stated that the City should hire a Grant Writer.
Councilman Coston asked to have a workshop on the City revenue and how to
increase it.
Council President Pintella suggested that the City Codes should be reviewed by each
Department Director concerning the collection of fees.
Mrs. Joyner, Acting City Clerk distributed handouts regarding training. Council
members were asked to advise the Clerk’s Office if they were interested in attending.
