COUNCIL SPECIAL CONFERENCE MEETING
MINUTES
FEBRUARY 25, 2008
CITY HALL – 4:00 PM
A Conference Meeting of the City Council of the City of Trenton, New Jersey, was held
on the above date at 4:23 p.m. in the Council Conference Room, City Hall. The meeting was
called to order by Council President Paul M. Pintella. Council President announced that
adequate public notice had been provided to the public specifying the time and place for this
meeting in accordance with the Open Public Meeting Act. Said notice was mailed to the
Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall,
and filed in the City Clerk’s Office on February 15, 2008. The agenda for this meeting was
mailed, posted and filed on February 25, 2008.
ROLL CALL:
Present: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone, Segura, Mr. Pintella – 6
Absent: Ms. Staton - 1
PRESENTATION:
Introduction of FY 2008 City Budget and Public Hearing
Appearance: Renee Haynes, Chief of Staff
Jane Feigenbaum, Business Administrator
Mrs. Jane Feigenbaum, Business Administrator presented an update on the meeting
with the Division of Local Government Services. Mr. Zilinski and Mrs. Feigenbaum met with
the Director of Local Government Services, and were notified that the City’s anticipated
surplus would be reduced by $200,000. Taxes would increase from 12 to 13 cents.
A detailed discussion was followed by a question and answer period.
PUBLIC HEARING:
FY 2008 City Budget:
Councilwoman Lartigue motioned for Public Hearing on the FY 2008 City Budget,
seconded by Councilman Melone.
On Roll Call:
Ayes: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone, Segura
Mr. Pintella – 6
Absent: Ms. Staton - 1
Appearing
James Fouse, 13 Cavell Avenue – Stated that there was something wrong with this Budget;
there are a lot of things you can cut in this Budget; raising taxes every year is not the right
thing to do.

Councilman Segura left the meeting at 4:50 pm.
ADOPTION OF RESOLUTION
Reading and action on Resolution #08-91
RESOLUTION TO AMEND THE APPROVED FY 2008
MUNICIPAL BUDGET FOR THE CITY OF TRENTON
The Resolution was moved by Councilman Pintella, seconded by Councilwoman Lartigue
and adopted by the following vote:
Ayes: Messrs. Bethea, Coston, Ms. Lartigue, Messrs. Melone, Mr. Pintella – 5
Absent: Mr. Segura, Ms. Staton - 2
Councilwoman Lartigue – (1) Asked Administration to look into hiring someone to deal with
grants. (2) Also to apply for The Share Grant from DCA for a feasibility study on sharing
services. She asked for the City of look into our revenue and the cost to run this City. (3)
Schedule a Workshop on Grants.
