CITY COUNCIL REGULAR MEETING MINUTES May 7, 2009 Mott School, 45 Stokely Avenue Trenton, New Jersey 5:30 p.m. A Regular Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:35 p.m., at Mott School, 45 Stokely Avenue, Trenton, New Jersey. The meeting was called to order by President Paul M. Pintella, who announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meetings Act. The FY 2008 Annual Notice was adopted by Trenton City Council by Resolution No. 08-341 on June 19, 2008. The agenda for the said meeting was mailed, posted and filed on May 1, 2009. ROLL CALL: Present: Messrs. Bethea and Coston, Mr. Segura, Ms. Staton and Mr. Pintella Absent: Ms. Lartigue (arrived at 5:45 p.m.), Mr. Melone Invocation and Salute to the Flag was led by Acting City Clerk Juanita M. Joyner. President Pintella asked for a moment of silence in remembrance of Al Cerrone and Harry Lee. UNFINISHED BUSINESS AND SECOND READING OF THE FOLLOWING ORDINANCE: Council President Pintella declared open a public hearing on an ordinance entitled “ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TRENTON APPROVING THE AMENDMENTS TO THE ENTERPRISE AVENUE REDEVELOPMENT AREA”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Ms. Staton, seconded by Mr. Pintella, and carried by the following vote of Council: Ayes: Messrs. City Council Meeting Minutes May 7, 2009 3 PUBLIC PRESENTATIONS: Willie Smith, Post #182, 1406-1408 Princeton Avenue, presented City Council with flags in honor of veterans on Memorial Day. City Council requested that the flags be donated to the schools after Memorial Day. Joe Santo, President of the Trenton Education Association, 1415 Chambers Street, spoke against the layoffs that will affect the Board of Education. Naomi Johnson, LaFleu, First Vice President of Trenton Education Association, 1415 Chambers Street, spoke against the layoffs that will affect the Board of Education. Tom Henry, Cass Street, spoke regarding a complaint that was filed by Councilman Coston on behalf of a neighbor. Betty Glenn, 1408 W. State Street, spoke against the layoffs that will affect the Board of Education. Patricia Stewart, 679 Lamberton Street, spoke of money that is taken from an employees paycheck to pay a pension loan and is not being reported to the State Pensions Department. Dennis Gonzalez, Acting Business Administrator, informed City Council that there are two pension systems, PERS (the civilian) and PFRS (Police and Fire Retirement System), and that the report for the first quarter has been completed and reported to the State Dept. of Pensions. Aronya Downing, 138 Bayard Street, spoke against the layoffs that will affect the Board of Education. Marlena Ventura, 3rd Vice President for the Trenton Education Association, 1415 Chambers Street, spoke against the layoffs that will affect the Board of Education. Ann Sciarrotta, 108 N. Clinton Avenue, spoke against the layoffs that will affect the Board of Education. Cynthia Grier, 58 Dunham Street, spoke about the dangers surrounding the Magic Market Site construction. Rafael Valentin, 225 Kensington Avenue, requested information pertaining to the resolution accepting certification by the Board of School Estimate of 2009-2010 School District Budget. Erin Thompson, 145 Pennington Avenue, spoke against the layoffs that will affect the Board of Education. City Council Meeting Minutes May 7, 2009 4 Caroline Figallo, President of the Trenton Food Service, 400 William Street, spoke against the layoffs that will affect the Board of Education. Gloria Torres, 134 Passaic Street. spoke against the layoffs that will affect the Board of Education. CIVIC MATTERS: Councilman Segura requested that the Director of Recreation, Natural Resources and Culture provide an update of the programs that will be available to the children this summer. Richard Laird, Director of Fire, informed City Council that in order to reduce overtime costs we’ve reduced the minimum manning from four to three on the engine companies in the double houses. Also, the Fire Department is in the process of hiring 17 new firefighters. A discussion was held regarding the status of the fire departments.
