CITY COUNCIL REGULAR MEETING MINUTES May 21, 2009 City Hall, 319 E. State Street Trenton, New Jersey 5:30 p.m. A Regular Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:35 p.m., at City Hall, 319 E. State Street, Trenton, New Jersey. The meeting was called to order by President Paul M. Pintella, who announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meetings Act. The FY 2008 Annual Notice was adopted by Trenton City Council by Resolution No. 08-341 on June 19, 2008. The agenda for the said meeting was mailed, posted and filed on May 15, 2009. ROLL CALL: Present: Messrs. Bethea and Coston, Mr. Segura, Ms. Staton and Mr. Pintella Absent: Ms. Lartigue, Mr. Melone (arrived at 5:40 p.m.) Invocation and Salute to the Flag was led by Acting City Clerk Juanita M. Joyner. Council President Pintella welcomed back Special Counsel Joseph Alacqua. UNFINISHED BUSINESS AND SECOND READING OF THE FOLLOWING ORDINANCE: Council President Pintella declared open a public hearing on an ordinance entitled “ORDINANCE AUTHORIZING THE SALE OF CERTAIN REAL PROPERTY KNOWN AS 400 EAST STATE STREET, BLOCK 903, LOT 16 TO THE UNITED STATES OF AMERICA PURSUANT TO N.J.S.A. 40A:12-13(b)(1)”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Bethea, seconded by Mr. Pintella, and carried by the following vote of Council: Ayes: Messrs. Bethea, Coston, and Segura, Ms. Staton and Mr. Pintella Nays: None Absent: Ms. Lartigue and Mr. Melone City Council Meeting Minutes May 21, 2009 1 Council President Pintella declared open a public hearing on an ordinance entitled “ORDINANCE AMENDING CHAPTER 132 OF THE CODE OF THE CITY OF TRENTON, ENTITLED “HOUSING STANDARDS”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Coston, seconded by Mr. Segura, and carried by the following vote of Council: Ayes: Messrs. Bethea, Coston and Segura, Ms. Staton, and Mr. Pintella Nays: None Absent: Ms. Lartigue and Mr. Melone Council President Pintella declared open a public hearing on an ordinance entitled “ORDINANCE AUTHORIZING A LEASE OF CITY-OWNED PROPERTY COMMONLY KNOWN AS THE DELAWARE INN TO THE PORT OF TRENTON MUSEUM, INC., PURSUANT TO N.J.S.A. 40A:12-15(g)(i)”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Coston, seconded by Mr. Segura, and carried by the following vote of Council: Ayes: Messrs. Bethea, Coston, Melone (arrived at 5:40 p.m.), and Segura, Ms. Staton and Mr. Pintella Nays: None Absent: Ms. Lartigue Council President Pintella declared open a public hearing on an ordinance entitled “ORDINANCE AUTHORIZING A LEASE OF CITY-OWNED PROPERTY TO THE HENRY J. AUSTIN CENTER, INC., PURSUANT TO N.J.S.A. 40A:12-15(b)”, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Bethea, seconded by Mr. Segura, and carried by the following vote of Council: Ayes: Messrs. Bethea, Coston, Melone and Segura, Ms. Staton and Mr. Pintella Nays: None Absent: Ms. Lartigue City Council Meeting Minutes May 21, 2009 2 Motion was made by Ms. Staton, seconded by Mr. Pintella, to adopt the following resolution, which motion was adopted by the following vote of City Council: Ayes: Messrs. Melone and Segura, Ms. Staton and Mr. Pintella Nays: Messrs. Bethea and Coston Absent: Ms. Lartigue RESOLUTION NO. 09-239 – RESOLUTION AUTHORIZING THE AWARD OF A CONTRACT THROUGH A FAIR AND OPEN PROCESS IN ACCORDANCE WITH N.J.S.A. 19:44A-20.5 ET. SEQ. TO WANDA E. ALLEN, 1835 STALLION COURT, WILLIAMSTOWN, NEW JERSEY 08094 TO PROVIDE THE SERVICES OF A CANCER COALITION COORDINATOR FOR THE DEPARTMENT OF HEALTH & HUMAN SERVICES, DIVISION OF HEALTH, in an amount not to exceed $19,195. PUBLIC PRESENTATIONS: Patricia Stewart, 679 Lamberton Street, spoke of her concern regarding the cleaning up of privately owned properties. George Muschal, 1002 Lalor Street, spoke of his concern with the sale of the infrastructure, and the fact that contributions were made to the campaigns of Messrs. Coston and Melone from the Plumbers and Pipe Fitters Local # 9. Joe Harrison, 15 Swan Street, concerned about the soccer playing in Columbus Park. Councilman Melone informed City Council that the Chambersburg Civic Association approved the group to play soccer in Columbus Park. James Fouse, 13 Cavell Avenue, informed City Council that his Verizon phone bill has an additional $14.95 charge. Daryl Brooks, P.O. Box 5430, Trenton, informed City Council of the Trenton Book Festival to be held on June 5th and 6th 2009, on South Warren Street. Christian Born, 125 Second Street, spoke against the sale of the infrastructure.
