The meeting was called to order at 6:07pm. Mr. McGill read the Open Public Meetings Act
and a quorum was verified.
Mr. Baum agreed to act as Interim Chair for the evening.
Mr. Wilkerson provided some background on the City’s effort around redevelopment, the
creation of a Redevelopment Authority, Redevelopment Plans and the effort to understand
how a Redevelopment Plan is developed. Through what appears to be a
misunderstanding, some of the City’s work was stalled and some grant money was lost.
There is a statute that controls who is responsible for what and when. The City’s
ordinances are also clear around the establishment of a Redevelopment Authority. Mr.
McGill was tasked with explaining the set-up, limitations, and authorities for a Department
of Housing and Economic Development and a Redevelopment Authority through a letter to
the new City Council. There is some geographical boundaries around where a
Redevelopment Authority can exercise its responsibilities.
The Staff recommended that the Board’s attorney provide the concept of the letter for
discussion with the Planning Board and determine if the letter is needed and if there is
additional information that should be contained within it if the Board believes it would be a
good idea to go forward. Via screenshare Mr. McGill reviewed the outline of the letter that
was drafted. The letter will be shared with the Board members and discussed at the
upcoming January meeting.
Mr. Wilkerson shared the RFP scoring that the subcommittee used to review the
submissions for the Board’s professionals and the following votes were set forth:

Mr. Wilkerson made an announcement for the second meeting in January there are no
cases and are instead proposing a Public Engagement for the TOD updates. There are 2
major site plans coming before the Board early in the year. After this Citywide Public
Engagement there will be direct engagement of the communities directly impacted by the
plans done within those neighborhoods.
