The meeting was called to order at 6:05pm by Mr. Romanow. He read the Open Public
Meetings Act and a quorum was verified.
Memorialize Resolution: HX II for 1030 Elmer Street with amended wording to do a
courtesy review for the Landmarks Commission, provide the appearance of brick, changing
the word “plantings” to “landscaping” for condition 6 and for condition 4 ‘insert the
wording “possible additional landscaping”

Mr. Joseph Harrison, the City Council Representative to the Planning Board, was sworn in.
Mr. Kolber announced that next week’s Green Team’s meeting will include a 5 pm tour of
Isles and a potluck. The meeting will be at 6 pm.
Climate Resilience NJ will be the following Wednesday presenting the Trenton Resilience
Plan. It will be a virtual meeting from 6 pm-8 pm to review proposed actions. The
vulnerabilities have been completed.
Mr. Romanow attended the bicycle open house at the community center. The event had
good attendance and the event was reportedly engaging. He noted that there was good
feedback and information shared.
Mr. McGill indicated that the Planning Board needs to restart meeting in person because
the Public Health Emergency ends as of today May 11, 2023. Some considerations are that
if some applications have been given a date and provided notice that their hearing will be
on this platform then the Board should honor that. The logistics should be discussed. Mr.
Kolber indicated that there are no cases docketed after May for the Planning Board at this
time. There is a case scheduled for May 25, 2023. The Board will continue to meet
virtually through July.
PUBLIC HEARING
Item #1 Appointment of Planning Board Representative to CHOICE/Donnelly Homes
Redevelopment Steering Committee. The City Council of Trenton has authorized the Planning
Board to undertake a preliminary investigation to determine whether vacant and/or abandoned
properties and the Trenton Housing Authority Properties within the proposed Donnelly Homes
study area qualify as an area in need of condemnation redevelopment. The Trenton Housing

Authority, utilizing their consultant Wallace, Roberts, and Todd, LLC, with authorization from the
Trenton Planning Board, has commenced this investigation. The Planning Board will appoint a
member to sit on the Steering Committee for this project.
Ms. Ni’ma- Mohammed volunteered to be the representative and Mr. Romanow appointed
her to the Steering Committee.
