City of Trenton REGULAR COUNCIL MEETING MINUTES July 1ST, 2021 - 7:30 p.m. CALL TO ORDER Mayor Calvin Woodrey called the regular Council meeting to order at 7:47pm due to some technical difficulties. PRAYER City Treasurer Mike Engel led us in prayer, followed by the pledge of allegiance to the flag. ROLL CALL Council Clerk Laura Daley took roll call; Vice Mayor Perry and Councilwoman Harris were absent. A motion to excuse them was made by Councilman Nichols, followed by a second by Councilman Perry. Roll call was taken; 5 ayes, 0 nays, 2 absent. APPROVAL OF MINUTES 1. Minutes of the June 17th, 2021 Work Session. 2. Minutes of the June 17th, 2021 Council Meeting. A motion to approve the minutes was made by Councilman Nichols, followed by a second by Councilwoman Combs. Roll call was taken; 4 ayes, 0 nays, 2 absent, 1 abstain. CORRESPONDENCE 1. 2021 Weed assessment Program #2. City Treasurer Mike Engel explained this is how we assess the costs of the City having to mow properties whom have not reimbursed the city the fines. PRESENTATIONS 1. None. AUDIENCE OF PUBLIC 1. None UNFINISHED BUSINESS 1. None. PUBLIC HEARINGS 1. A MOTION TO ADOPT THE AMENDED FISCAL YEAR 2022 TAX BUDGET AND TO AUTHORIZE THE CITY TREASURER TO SUBMIT THE SAME TO THE BUTLER COUNTY TAX COMMISSION. Mayor Calvin Woodrey opened the Public Hearing for the motion adopting the tax budget. He asked if there were anyone who wished to speak for the motion, when there were none, he closed the for portion and then asked if anyone would like to speak against the tax budget, when there were none, he closed the public hearing regarding the tax budget. 2. AN ORDINANCE ACCEPTING THE RECOMMENDATION FROM THE PLANNING COMMISSION TO ZONE THE 199.858 ACRES OF LAND, MORE OR LESS, ANNEXED INTO THE CITY OF TRENTON PURSUANT TO ORDINANCE NO. 06-2021 AS I-G (GENERAL INDUSTRIAL DISTRICT) IN ACCORDANCE WITH SECTION 1240.05 OF THE CODIFIED ORDINANCES, CITY OF TRENTON, OHIO. Mayor Calvin Woodrey opened the Public Hearing for the Ordinance to zone the annexed land I-G. He asked if there were anyone who wished to speak for the ordinance, when there were none, he closed the for portion and then asked if anyone would like to speak against the ordinance, when there were none, he closed the public hearing regarding the zoning of the newly annexed land. NEW BUSINESS 1. A MOTION TO ADOPT THE AMENDED FISCAL YEAR 2022 TAX BUDGET AND TO AUTHORIZE THE CITY TREASURER TO SUBMIT THE SAME TO THE BUTLER COUNTY TAX COMMISSION. (Public Hearing) A motion to adopt was made by Councilman Nichols, followed by a second by Councilman Nichols. Roll call was taken; 5 ayes, 0 nays, 2 absent. 2. MOTION TO AUTHORIZE THE PURCHASE OF THE EQUIPMENT NEEDED TO OUTFIT A 2021 CHEROLET TAHOE K-9 UNIT FROM TRI- SATE PUBLIC SAFETY FOR POLICE DEPARTMENT PATROL OPERATIONS IN AN AMOUNT NOT TO EXCEED TWENTY TWO THOUSAND DOLLARS AND NO CENTS ($22,000.00). A motion to authorize was made by Councilman Nichols, followed by a second Councilman Agee. Roll call was taken; 5 ayes, 0 nays, 2 absent. 3. A MOTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH TELE-VAC ENVIRONMENTAL FOR THE REHABILITATION AND RE-LINING OF VARIOUS SECTIONS OF EIGHT (8”) INCH SANITARY SEWER MAIN LOCATED ON BARRINGTON COURT AND EDGEWOOD DRIVE IN THE AMMOUNT OF FIFTY THOUSAND FOUR HUNDRED SIXTEEN DOLLARS ($50,416.00) AND FURTHER AUTHORIZING THE CITY MANAGER TO SIGN ALL REQUIRED DOCUMENTS RELATED THERETO. A motion to authorize was made by Councilwoman Combs, followed by a second by Councilman Perry. Roll call was taken; 4 ayes, 0 nays, 2 absent. 1 abstain.  A motion was made by Councilwoman Combs to add the following verbal motion, and seconded by Councilman Nichols. Roll call was taken; 5 ayes, 0 nays, 2 absent. 4. A MOTION TO AUTHORIZE THE CITY OF TRENTON TO PARTNER WITH THE EDGEWOOD SCHOOL DISTRICT AND OTHERS TO FUND A BILLBOARD RECOGNIZING ZACH APPLE FOR HIS ACHIEVEMENT IN BEING ACCEPTED ON THE US OLYMPIC SWIMMING TEAM FOR THE 2021 SUMMER OLYMPICS. THE AMOUNT OF SHARED COST TO THE CITY OF TRENTON IS NOT TO EXCEED $500, WHICH WILL BE CHARGED TO THE GENERAL FUND LEGISLATIVE DEPARTMENT COMMUNITY PROJECTS ACCOUNT AND FURTHER TO AUTHORIZE THE CITY MANAGER TO SIGN ALL DOCUMENTS RELATED THERETO. A motion to authorize was made by Councilwoman Combs, followed by a second by Councilman Agee. Roll call was taken; 5 ayes, 0 nays, 2 absent. LEGISLATION A motion to read items 1 and 2 by title only by Councilman Nichols, followed by a second by Councilman Agee. Roll call was taken; 5 ayes, 0 nays, 2 absent. 1. A RESOLUTION ADOPTING AND APPROVING THE UNITED STATES TREASURY FEDERAL FUNDING FROM THE AMERICAN RESCUE PLAN ACT OF 2021 (ARPA) AS PASSED BY BILL H.R. 1319 AND DECLARING AN EMERGENCY. (Third Reading) A motion to adopt was made by Councilman Nichols, followed by a second by Councilman Perry. Roll call was taken; 5 ayes, 0 nays, 2 absent. 2. REPORTS City Attorney Nick Ziepfel had no reports other than to congratulate Zach Apple and to wish everyone a great 245th Independence Day. Council Clerk Laura Daley wished everyone a Happy and safe Fourth of July. She then thanked Council for the support while she attended to her Son’s family during their emergency. City Treasurer Mike Engel wished everyone a Happy 3rd, 4th, and 5th of July. With that he reminded everyone that the City administration building will be closed Monday, July 5th, in observance of Independence day. City Manager Marcos Nichols stated that he was welcoming input for the City’s new comprehensive plan. He hoped to even have a public forum to get as much input as possible. AUDIENCE OF COUNCIL Councilwoman Combs congratulated Zach Apple for his achievements. She then wished everyone a Happy and safe Fourth of July. Councilman Perry congratulated Zach Apple, he then wished everyone a Happy and safe fourth of July. Finally he wanted to thank Public works for the work they have put forth, including the flower pots downtown, they look amazing. Councilman Agee thanked Marcos and the police department for the quick response regarding a complaint he received about high speed in his neighborhood. He asked if there was any consideration about putting the mobile speed reader in that area. He then wanted to explain that the reason he abstained from voting on the televac motion was because some work will be done on the street in which he resides so he thought it to be better to abstain. He then wished everyone a Happy taxation without representation day. Councilman Nichols reminded everyone that the next movie in the park, we will be showing Trolls on July 10th at dusk. He then wished everyone a Happy 4th. Mayor Woodrey congratulated Zach Apple for making it to Tokyo. He then thanked Vice Mayor Perry for running the June 17th Council meeting in his absence. He also thanked Jimmy and Darrin from Public works for all their hard work during the State Street Paving project, it went very well. He then wished everyone a Happy 4th of July. ADJOURNMENT Councilman Nichols made a motion to adjourn the regular Council meeting, followed by a second from Councilman Agee. Roll call was taken; 5 ayes, 0 nays, 2 absent. The regular Council meeting was adjourned at 8:10pm.
