REGULAR COUNCIL MEETING MINUTES
September 15, 2022
CALL TO ORDER
Mayor Woodrey called the regular Council meeting to order at 7:44pm.
PRAYER
Pastor Fred Baker of the Baptist Chapel Church led the opening prayer.
ROLL CALL
Council members Mayor Woodrey, Vice-mayor Perry, Ms. Montgomery, Ms. Harris, Ms.
Combs, and Mr. Perry were present. Mr. Agee absent.
Amotion was made by Vice-mayor Perry to excuse Mr. Agee, second by Ms. Harris. The motion
passed 6 ayes, 0 nays and 1 absent.

APPROVAL OF MINUTES
1. Minutes of the September 1st, 22 Council Work Session.
2. Minutes of the September 1st, 22 Regular Council Meeting.
Ms. Harris noted a correction to the minutes of the regular Council meeting in the audience
of public section where Mr. Grathwol was speaking, Ms. Harris stated where it says she said
805 residents pay for services should be 85%, not 805.
Mr. Perry made a motion to approve the September 1st, 2022, Council meeting and work
session minutes, followed by a second by Ms. Harris. Roll call was taken; 5 ayes, 0 nays, 1
absent with Vice-Mayor Perry abstaining.

Mr. Mesliskis Reported that this item was discussed in work session. The amounts listed will
change with new items being purchased in today’s council meeting and he will have an update
next Council meeting.

NEW BUSINESS
1. A MOTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE
AGREEMENT WITH GBS FOR THE PURPOSE OF DIGITIZING DOCUMENTS FOR
THE INCOME TAX DEPARTMENT, ADMINISTRATION, AND MAYOR’S COURT IN
AN AMOUNT NOT TO EXCEED TWENTY-FIVE THOUSAND DOLLARS ($25,000)
AND AUTHORIZING THE CITY MANAGER TO SIGN ALL DOCUMENTS RELATED
THERETO. A motion to authorize was made by Vice Mayor Perry, followed by a second by
Ms. Harris. Roll call was taken; 6 ayes, 0 nays, 1 absent. Motion Passed.
2. A MOTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH JOHN R. JURGENSEN COMPANY FOR TRENTON’S
CITY BUILDING PARKING LOT RESURFACING PROJECT IN THE
AMOUNT NOT TO EXCEED ($331,425.00) THREE HUNDRED
THIRTYONE THOUSAND FOUR HUNDRED TWENTY-FIVE DOLLARS
AND FURTHER AUTHORIZING THE CITY MANAGER TO SIGN ALL
REQUIRED DOCUMENTS RELATED THERETO. Vice Mayor made a motion
to appoint, followed by a second by Ms. Harris. Roll call was taken; 6 ayes, 0
nays, 1 absent. Motion passed.
3. A MOTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH MUSSON’S INDUSTRIAL SERVICE, INC. FOR THE
PURCHASE OF THE IGNITION SCADA SOFTWARE UPDATE FOR THE
CITY OF TRENTON’S WATER TREATMENT PLANT IN THE AMOUNT
NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS
($150,000.00) AND FURTHER AUTHORIZING THE CITY MANAGER TO
SIGN ALL REQUIRED DOCUMENTS RELATED THERETO. Vice Mayor
made a motion to appoint, followed by a second by Ms. Montgomery. Roll call
was taken; 6 ayes, 0 nays, 1 absent. Motion passed.
4. A MOTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PURCHASE AGREEMENT WITH LARRY’S LOCK, SAFE & SECURITY
CENTER, INC. FOR THE PURPOSE OF INSTALLING 4 ADDITIONAL KEY
FOBS AT THE CITY BUILDING. IN AN AMOUNT OF NOT TO EXCEED
TEN THOUSAND SIX HUNDRED EIGHTY-NINE DOLLARS ($10,689.00)
AUTHORIZING THE CITY MANAGER TO SIGN ALL DOCUMENTS
RELATED THERETO. A motion to appoint was made by Vice Mayor Perry,
followed by a second by Mr. Perry. Roll call was taken; 6 ayes, 0 nays, 1 absent.
LEGISLATION 1.
Ms. Harris made a motion to read the items 1-5 inclusive to be read by title only, second by Vice-
mayor Perry. Roll call was taken; 6 ayes, 0 nays, 1 absent.
1. AN ORDINANCE AMENDING SECTION 222.13 FINANCIAL TRANSACTION DEVICE
PROCESSING FEES AND SURCHARGES OF THE ORDINANCE OF THE CITY OF
TRENTON, AND DELCARING AN EMERGENCY. Mr. Ziepfel read the ordinance by title
only.
Vice-mayor Perry made a motion to table this ordinance, second my Ms. Montgomery. Ms.
Harris started a conversation with questions about tabling this ordinance. After ass discussions,
roll call was taken:

Further discussion was made. Mr. Mesliskis further described and explained the ordinance and
the associated amendments.
Ms. Harris made a motion to adopt the ordinance with Exhibit A (-Flat Fee Model-No Cost to
City) as presented, second by Mr. Perry. Roll call was taken:

A motion was made by Vice-mayor Perry to amend the ordinance to approve the ordinance with
EXHIBIT A-AMENDMENT B-Status Quo-$65,000 annual cost to City, second by Ms.
Montgomery. Roll call was taken:

2. ORDINANCE AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $2,700,000 OF
VARIOUS PURPOSE BOND ANTICIPATION NOTES, SERIES 2021, 2022 RENEWAL,
BY THE CITY OF TRENTON, OHIO, IN ANTICIPATION OF THE ISSUANCE OF
BONDS, AND DECLARING AN EMERGENCY. (Third Reading). Mr. Ziepfel read the
ordinance by title only. Vice-mayor Perry made a motion to approve, second by Ms. Harris.
Roll call was taken. 6 aye, 0 Nay, 1 Absent. Motion passed.
3. AN ORDINANCE APPROVING THE EDITING AND INCLUSION OF CERTAIN
ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE
CODIFIED ORDINANCES; PROVIDING FOR THE ADOPTION OF NEW MATTER IN
THE UPDATED AND REVISED CODIFIED ORDINANCES; PROVIDING FOR THE
PUBLICATION OF SUCH NEW MATTER; REPEALING ORDINANCES AND
RESOLUTIONS IN CONFLICT THEREWITH; AND DECLARING AN EMERGENCY.
(Third Reading) Mr. Ziepfel read the ordinance by title only. Vice-mayor Perry made a motion
to approve, second by Ms. Montgomery. Roll call was taken. 6 aye, 0 Nay, 1 Absent. Motion
passed.
4. AN ORDINANCE AMENDING SECTION 1054.01 SECURITY DEPOSITS FOR WATER,
SEWER AND/OR REFUSE ACCOUNTS OF ORDINANCES OF THE CITY OF
TRENTON (Third Reading) Mr. Ziepfel read the ordinance by title only. Vice-mayor Perry
made a motion to approve, second by Ms. Combs. Roll call was taken. 6 aye, 0 Nay, 1 Absent.
5. AN ORDINANCE AMENDING SECTION 891.05, RETURN AND PAYMENT OF TAX OF
THE CODE OF ORDINANCES OF THE CITY OF TRENTON (Second Reading). Mr. Ziepfel
read the ordinance by title only. The third reading will be on October 6, 2022.

AUDIENCE OF COUNCIL
Ms. Harris thanked to Mr. Jones for filling in this evening. Well wishes to the Daley family. She
asked how the fees being passed on to the users will be notified. Mr. Meslisklis explained it
will be on the point of contact used to pay the bills. Thanks to the police officers who
participated in the honor guard. She is proud to be a Council person and thanks. The
Archibald funeral is this weekend.
Ms. Combs said her thoughts and prayers are out to the Archibald family for this very difficult
week they are facing.
Mr. Perry also says his thoughts and prayers for the Archibald family. Also, there is party in the
park on October 1st, the Menus will be playing and quite a bit of entertainment. Good luck to
Mr. Meslisklis this weekend.
Ms. Montgomery stated she appreciate what Matthew Meslisklis does by supplying so much
information. She loves this town, pays her water bill in person to see the employees and
converse. She is thankful to be a pert of the Council as well as a resident. She wants to do
what is right for the residents, she is one of them. Congratulations to Matthew Meslisklis and
hopes he has a wonderful life. Prayer is one of the most important things and her prayers are
out for the Archibald family.
Vice Mayor Perry thanked all those who participated in the police honor guard. He saw it on his
Facebook feed and was happy to share it as well. Thanks to all the employees, all is putting a
good foot forward and helping the citizens. Fall Fest is coming October 1st and is the biggest
event we have. The Menus will be playing, fireworks and a lot going on. Thanks to Sharon
(Leichman) for all she has done for planning this event, she does not get enough credit. Also,
thanks to everyone who has participated as well. Prayers out to the Daley family as well as
the Archibald family. We had our last “Movies in the Park “and it went well. Thanks to
Council for the discussion on this subject. Even though there was disagreement on the fee
issue, it was done well and professionally.
Mayor Woodrey wanted to extend his prayers and condolences to the Archibald family going
through such a difficult time. He also thanked Mr. Jones for filling in and he told Laura
Daley to skip the meeting and tend to her family which is always first. Come on out to the
fell fest, always a good time and the parks are being well used. He stated that as one of the
perks about being Mayor, he is allowed to officiate weddings. He has two weddings
scheduled this weekend and he enjoys being involved. Lt. Rosenfelder, thanks for all the
good publicity and the three-man crew for wrangling a coyote in a house in Trenton. This
story hit the national news. He wanted to make sure Mr. Agee is doing well and looks
forward to seeing him in our next meeting. Three members of our fire department were the
top fund raisers for climbing stairs and proceeds going to the ling association and won an
award. The vote over the fees and the issues are always important. There is has been a lot of
discussion on the issue. It seems like most things are unanimously approved but there are
times when they cannot all agree on an issue. There are not seven clones sitting on Council,
there are seven individuals, and we need a wide and diverse background on Council, and it is
needed.

Council meeting was adjourned at 8:46pm.
