Motion to Approve the Agenda City Manager Lucking said we will need to omit item VII. and VIII. Executive Session from the agenda at this time. Mayor Cameron requested a Motion with the omission of item VII and VIII. A motion was made by Councilmember McDonald, seconded by Councilmember Hankins, to be approved. Oath of Office by Mayor Joyce Sutton Cameron to newly elected Councilmembers. Mayor Cameron administered the Oath of Office for those newly elected officials as certified by the Montgomery County Board of Elections to the Trotwood City Council for a 4 year term effective January 1, 2014. Mayor Cameron swore in representives from Ward 2 Mr. Rap Hankins and Ward 3 Mr. Charles Ron Vaughn. Pastor Coates administered the Oath of Office to Mrs. Bettye L. Gales representing her Ward 1, Daughter Alexandra Rivers administered the Oath of Office to Mrs. Mary A. McDonald. Congratulations to all. VI. Selection of Vice-Mayor by ballot, Motion is required to appoint Mayor Cameron asked for nominations to be open for the selection of Vice-Mayor by closed ballot distributed by Clerk Riege. Those nominated were Mary A. McDonald and Barbara Staggs. No more nominations were received; therefore, closed. Clerk Riege passed out the ballots and tallied the votes. After the tally it was announced the new Vice-Mayor by a vote of 4-3 will be Mrs. Barbara J. Staggs. Mayor Cameron requested a Motion from Council to appoint Mrs. Staggs as the Vice-Mayor for a 2 year term effective January 13, 2014. Roll Call resulted in a unanimous vote of 7-0. Motion to Adjourn into Executive Session in accordance with the Trotwood City Charter, O.R.C. 121.22 Exceptions This item was removed from the agenda by Motion as stated on item IV. VIII. City of Trotwood Page 2 City Council Meeting Minutes January 6, 2014 IX. Public Comments: Mayor will recognize any visitors/citizens who have completed the sign-in sheet prior to the meeting. City Manager Lucking spoke about the recent news release announcement from the corporate office of Target about the Trotwood store closing. We had no prior notice this announcement was forthcoming. He has made numerous attempts to contact them and will be setting up a meeting right away to get some type of explanation as to how we can prevent this from happening. Citizen Martha Clark, 4439 Filburn Lane, Ward 2 announced we will have to take a proactive approach and has developed a "Save the Trotwood Target Store" petition on Facebook for citizens to sign to keep the store open. The petition will also be posted at city hall. Citizens may contact their corporate leadership by mail at 1000 Nicollett Mall, Minneapolis, MN 55403, go to their website at http://corporate.target.com to express their concern, or call 1-614-304-6073 or 1-800-440-0680. Unfortunately, this is a corporate decision the city cannot control and it is very unfortunate. Dawn Wojcik, 147 E. Sunrise Avenue, Ward 1 thanked all the elected officials for your continued public service to our community. Trotwood is a wonderful town and she hopes this Target closing announcement will not bring negative comments. X. Special Presentations and Recognitions A. 14-8 2013 Spirit of Christmas Awards Attachments: 2014 SPIRIT OF CHRISTMAS AWARD 1-13-14.pdf Parks and Recreation Specialist Terry Lodge announced the 2013 Spirit of Christmas Lighting/Display Awards to the following citizens who had outstanding Christmas displays: First Place winner is Mr. Marvin Miliner, 916 Warburton Drive; Second Place winner is Eldon Spillman and Richard Thomas, 5131 Denlinger Road; and Third Place winner is Shirley Daugherty, 5905 Old Denlinger Road. Congratulations to all. B. 14-9 In Recognition of Paul L. Brown, Public Works Crew Leader Retirement from the City of Trotwood. Mr. Dalton Hines introduced Mr. Paul Brown who will be retiring from the Public Works Department at the end of January 2014 after 24 years of service. He's worked in numerous positions through the years with the most recent as Acting Superintendent. City Council thanked Mr. Brown for his years of service and presented Mr. Brown with a retirement memory clock. XI. XII. Resolutions A. R14-1 A RESOLUTION APPOINTING TWO MEMBERS TO THE PARKS AND RECREATION BOARD OF THE CITY OF TROTWOOD, OHIO. Attachments: Resolution 14-1 Appt.parks&Recreation Milton Pearson 1-6-14.doc City Manager Lucking stated this resolution will fill two vacancies on the Parks & Recreation Board that have expired. Mr. Miltion J. Pearson and Mr. Shawn, citizens of Trotwood, were interviewed by a panel and would like to serve on this committee for a three year term. Mayor Cameron requested a Motion to approve Resolution R14-1. A Motion was made by Vice-Mayor Staggs and seconded by Mr. Hankins. R14-2 A RESOLUTION BY THE TROTWOOD CITY COUNCIL SUPPORTING THE LEARN TO EARN DAYTON INITIATIVE FOR MONTGOMERY COUNTY, OHIO ALONG WITH THE FIRST TIER SUBURBS CONSORTIUM OF DAYTON, OHIO A COUNCIL OF GOVERNMENTS. Attachments: Resolution 14-2 First Tier Suburbs Support Learn to Earn Dayton Initiative 1-6-14.doc City Manager Lucking introduced Councilmember Hankins and Boardmember of First Suburbs Consortium of Dayton, Ohio, a Council of Governments. The Trotwood Madison City School Board passed this "Learn to Earn" initiative embracing this program responsible for fostering a climate of college and career readiness. He would like Council to endorse this program to help our children of this community and adults, regardless of income, so they can receive the education and support they need to be career ready. City Manager Lucking said several staff members have embrased this program and have signed on to be mentors to our youth throughout the year. Mayor Cameron requested a Motion to approve Resolution R14-2. A Motion was made by Mrs. Gales and was seconded by Mr. Hankins to be approved. Motion of the Trotwood City Council to move the Monday, January 20, 2014 Council meeting to Tuesday, January 21, 2014 due to the Martin Luther King, Jr. National Holiday. Mayor Cameron requested a Motion to approve the council meeting to Tuesday, Janaury 21, 2014. A Motion was made by Ms. McDonald and seconded by Mr. Haankins to approve. The Motion carried by the following vote: D. City Manager - Reminder to visit Trotwood website at www.trotwood.org for current information. Council Members - Representative Designations and Reports for 2014 Councilmember McDonald invited everyone to attend the Martin Luther King Jr. events here in Trotwood and in the city of Dayton. We need jobs that pay a living wage in our city. There will be more challenges for the 2015 budget. The street infrastructure is bad, would like the city to consider a program at the next budget cycle to address this. Councilmember Vaughn said the departure of Target is a sad thing. He encourages families to shop Trotwood. Councilmember Kettelle reported the Middletown store is also effected by their closing. The people of Middletown are sending a petition of signatures expressing the need to keep their store open. He would like for us to follow suit. Councilmember Hankins stated we need to reach out and protect our county to encourage economic development to the northwest region to all our political leaders throughout the Dayton Metropolitan area. Councilmember Gales is glad to be back on City Council and thanks everyone for your support. Encourages all citizens to get involved in their neighborhoods and city. Vice-Mayor Staggs thanked all of council for your vote as the Vice Mayor and needs all of council's support throughout her term to work cohesively. Mayor Cameron will also be attending the MLK peace march in downtown Dayton representing Trotwood and invites everyone to join her. 1. First Tier Suburbs Committee - Councilmembers Staggs, Hankins, Johnson. Councilmember Rap Hankins is the primary appointee and Vice-Mayor Barbars Staggs is the alternate candidate to serve on this commitee. 2. Miami Valley Regional Planning Commission - Councilmember Hankins and City Manager Lucking. Councilmember Rap Hankins and City Manager Michael J. Lucking would like to serve on this commitee. 3. Trotwood Planning Commission - Councilmembers Kettelle and Johnson. Councilmember Bruce Kettelle is the primary appointee and Mayor Cameron is the alternate to serve on this committee. 4. Trotwood Board of Zoning Appeals - Councilmembers Staggs and McDonald. Vice-Mayor Barbara Staggs is the primary appointee and Councilmember Mary McDonald is the alternate to serve on this committee. Trotwood Parks and Recreation Board - Councilmembers Staggs and Johnson. Councilmember Mary McDonald is the primary appointee and Vice-Mayor Staqgs is the alternate to serve on this committee. 7. Trotwood-Madison City School Board Representative - Councilmembers Kettelle and Johnson. Councilmember Bruce Kettelle is the primary appointee and Mayor Joyce Sutton Cameron is the alternate to serve on this committee. 8. Trotwood-Madison City School Educational Foundation Trustee - Councilmember McDonald. Mayor Joyce Sutton Cameron is the primary appointee and Councilmember Rap Hankins is the alternate to serve on this committee. 9. Tree Preservation Committee - Councilmembers Kettelle, Staggs, and Mayor Cameron. Councilmember Bruce Kettelle, Vice-Mayor Barbara Staggs and Mayor Cameron will serve on this committee. Councilmember Kettelle requested a staff member to be a liaison since they have been inactive. City Manager Lucking agreed. 10. Trotwood Firefighters Volunteer Dependent Fund - Councilmembers Staggs and Vaughn. Vice-Mayor Barbara Staggs, Councilmember Mary McDonald and Councilmember Ron Vaughn would like to serve on this committee. 11. Trotwood C.I.C. Community Improvement Corporation - Councilmember Johnson. Mayor Cameron is automatically on this committee. Mr. Bruce Kettelle and Mr. Ron Vaughn also would like to be considered for this committee. Only one council representative can serve on this committee. Mayor Cameron requested a vote by a show of hands for Mr. Kettelle and Mr. Vaughn. Trotwood Public Safety Committee - Councilmembers Vaughn and Kettelle. Councilmembers Bruce Kettelle, Ron Vaughn and Bettye Gales would like to serve on this committee. Mayor Cameron requested a Motion to approve all the council board and commission appointments listed above. A Motion was made by Vice-Mayor Staggs to approve and seconded by Mr. Hankins. Staff Reports A. 13-98 Request Council Review of Ohio Department of Liquor Control New Application of C1 & C2 Permit Class for 6101 West Third Street LLC, 6101 W. 3rd Street Trotwood, Ohio 45427. Permit # 8199977 - Motion is required. Police Captain Erik Willson said this liquor permit is due to a change in ownership at the 6101 West Third Street LLC to sell beer, wine and mixed beverages at the carryout. Upon review of this request their department found no significant reason for a hearing at this time. B. 13-99 Request Council Review of Ohio Department of Liquor Control New Application of D5 Permit Class for Maxs Sports and Spirits Inc. dba: Grills Tavern, 4949 North Union Road. Trotwood, Ohio 45426. Permit # 56538490010 - Motion is required. Police Captain Erik Wilson said this is an application submitted for a new owner of the Grills Tavern who plans to remodel the property for a re-opening in February 2014 pending the issuance of this license. He is asking for certain Sunday sales that will be restricted or until the request can be placed on the precinct ballot in the future general election. Upon review of the calls for service their department found no significant reason to request a hearing. XIV.
