Public Comments: Mayor will recognize any visitors/citizens who have completed the sign-in sheet prior to the meeting. Visitors please come the microphone and give your name and address before proceeding with your comments after Mayor Cameron asks for visitors comments on any item not on the agenda. You will have three (3) minutes to speak. Mr. Lyndell Lawson, 8 Elmore Street wanted to know if the city could have a food contest at our Block Party for 2014. He thought this would draw a lot of people. The pot holes in the streets need to be addressed. The federal government has information on how we can get assistance for our infrastructure needs, please contact your local state of federal representative. Ms. Zina Harrison, Deer Creek Run apartment Manager - wanted everyone to know they are renovating this complex to the tune of $3.5 million dollars located on Shiloh Springs Road. Anita Schmaltz, 24 Pleasant Avenue - wants council to consider citizens raising backyard chickens on their property if they desire. Various cities throughout our region and nationally allows this type of use. Of course, zoning regulations would have to be taken into consideration. She has spoken to numerous people to get their opinion, they said they would consider as long as some zoning regulation involved. Mayor Cameron asked the City Manager to look into this matter for future discussion. A. PR004-14 A proclamation naming March 2014 as “Developmental Disabilities Awareness Month” at the request of the Montgomery County Board of DDS. Attachments: Proclamation, Developmental Disabilities Awareness Month, 3-3-13 Clerk Riege read the proclamation to recognize March 2014 as Developmnent Disabilities Awareness Month for our community. B. PR003-14 A Proclamation naming April 2014 as Fair Housing Month U.S. Fair Housing Law, Title VIII of the Civil Rights Act of 1968, as amended, and designated by the President of the United States and by the U.S. Department of Housing and Urban Development, with the theme of “Inclusive Communities Foster Great Neighborhoods”. Attachments: Fair Housing Month Proclamation, 3-3-13 Clerk Riege read the proclamation marking the 46th anniversary of the passage of the U.S. Fair Housing Law, title VIII of the Civil Rights Act of 1968 which enunciated a national policy without regard to race, color, religion, national origin, etc. for all citizens. All citizens can excercise their right to equal and fair housing opportunities and proclaim the month of April 2014 as Fair Housing Month. Ms. Anita Schmatz, Fair Housing Specialist was present to accept this award. City of Trotwood Page 2 City Council Meeting Minutes March 3, 2014 C. 14-31 Public Utilities Commission presentation by James Lee, PUCO Attachments: PUCO ENERGY CHOICE Presentation, 2-17-14 City Manager introduced Mr. James Lee representive from the Public Utilities Commission to talk about a program known as Energy Choice of Ohio. This program has a option for consumers to buy electricity and natural gas from a supplier other than your local utility company. Some things that have not changed are low-income programs will be continued, customer serviice for power outages, and consumers can still buy from our local utility company. Consumers will have a choice when approched by other utility companies and need to be educated for their own protection. There are potential savings for individual or government aggregation to give people more control over your energy bills. The government aggregations or the pool buying power will provide better savings. Also, consumers will have the opportunity to "opt out" which is always an option. The PUCO has a web site for consumers to compare agencies apples to apples. Anyone can contact this commission by calling 1-800-686-7826 and go to the www.puco.gohio.gov. VIII. City Manager Lucking said this ordinance will amend ordinance 1-13 to establish a new wage scale for the city non-union employees. A 1% wage increase will be retroactive to Janauary 1, 2014 to be consistent with wage increases already provided to the union workforce according to their bargaining agreements. Fiscal impact to the 2014 budget is $23,000.00. R14-6 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT BETWEEN THE UNITED THEOLOGICAL SEMINARY, AND THE YMCA OF GREATER DAYTON FOR OPERATION OF THE UTS POOL FOR RESIDENTS OF THE CITY OF TROTWOOD. City Manager said this agreement is with the United Theological Seminary UTS discussed at the recent workshop. This contract agreement is for the city share amounting to $40,000.00 for the operation of the UTS swimming pool in conjuction with the YMCA as our partner. The pool will open in May on Memorial Day and close on Labor Day for the year 2014. Mr. Kettelle asked is this the same rate we paid last year. City Manager said, yes. Mayor Cameron requested a motion to approve Resolution 14-6. Mr. Kettelle made the motion and Mrs. Staggs seconded. R14-8 A RESOLUTION BY THE COUNCIL OF THE CITY OF TROTWOOD, OHIO AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) FOR THE COST OF THE MUNICIPAL BRIDGE INSPECTION SERVICES, KNOWN AS THE STW MUNI BRDG INSP PROG 2, PID NO. 97103, IN THE CITY OF TROTWOOD. City Manager Lucking said this resolution is to enter into an agreement with the Ohio Department of Transpotation for services related to municipal owned bridge or inspection services that was previously done by Montgomery County. This is a new program that will save the city $2,275.00 in inspection fees overall. City of Trotwood Page 5 City Council Meeting Minutes March 3, 2014 XIII. Old & New Business City Manager Lucking announced our new quarterly city newsletter will be mailed out next week under a new format. The city is talking to Target store corporate office to deliver 2,300 petition signatures. Later this month he'll be meeting with their corporate officials to discuss the closing scheduled in May 2014. Mrs. Gales noticed a sign stating the Mt. Olive Church has been sold under new ownership. Mr. Lucking confirmed they are in the process of remodeling. Also, DOTS clothing store is closing at Consumer Square. Councilmember Hankina reminded citizens we have an agreement for citizens to buy sewer line insurance. Please contact the Service Line Warranties Company for more information. City Council has endorsed this company along with the National League of Cities. a.
