A motion was made by Councilmember Hankins, seconded by Councilmember Gales, that this be approved. R14-22 A RESOLUTION IN CONSIDERATION OF A LEGAL SETTLEMENT City Manager explained this resolution authorizes the City Manager to enter into a settlement agreement with Denton Litttle. The City's portion of this settement is from our Public Entities Pool. Mayor Cameron requested a Motion to approve Resolution R14-22. Dave Norvell, 629 Bradfield Drive - Ward 1: President of the men's auxillary VFW Post 4270, is dissapointed we do not support his fundraining events and would like to see more participation from council. Casey Beaudion, 5545 Hymmock Road - Ward 2: He's Vice-President of the Salem Woods Condo Association. There is a strip of City owned land they maintain in partnership with us taking care of the mowing, weeding and mulching. People are curbing their animals across the street on this City owned land and not picking up after themselves. Requesting we add language to our City ordinance prohibiting this practice. City Manager Lucking introduced Finance Director Patricia Shively to talk about the necessary disbursements to the City treasury for the re-appropriation and adjustment of various expenditures for the fiscal year 2014. In summary, adjustments totaling $370,680.00 will be increased to the general fund. The general, water, sewer, storm water, street and red light enforcement funds are the accounts being adjusted. City Manager Lucking stated, we have numerous applications starting with R14-12 through R14-24 and R14-27 requesting approval by City Council in accordance with the Ohio Revised Code Chapter 929 of the Farmland Preservation Act. All parcels are agricultural land located in our City that the Law Director said is a statutory requirement for us to review according to the applicants' submittals. This action provides benefits to the owners of land utilized for agricultural purposes to give them a potential reduction in the real estate tax deferrment of water, sewer and electrical assessments, limited protection from the nuisance law suits, and eminent domain proceedings. There is a minimum land requirement in order to submit this applciation. The law director said the City has the right to reveiw the application, but ultimately they will be reviewed and approved at the State of Ohio. City Manager Lucking said this resolution is for State Issue One up for renewal endorsed by the Ohio Municipal League to be put on the statewide May 6, 2014 election ballot for the voters to consider with no increase in taxes. Since its inception in 1987, the capital improvement program has created thousands of jobs and has been endorsed by all eight counties, and will generate bonds totaling $1.8 billion dollars. City Manager said this is a new collective bargaining three year agreement to expire in December 31, 2016 with the Teamsters Union 957 for the Public Works Department. The new agreement is effective April 1, 2014 and expires on December 31, 2017. Within the agreement is a 1% wage increase each year that is consistent with all other future City of Trotwood collective bargaining agreements. The Clerk read the caption. City Manager said our current website is very outdated and in need of upgrade. The communication capability of this new company has been enhanced to provide citizens a two-way communication capability to talk to the city government, news alerts, bill payment services, citywide calendar, and online application permit forms. The City had a competive bid process and CivicPlus was selected. The total cost of the site will be exceed $37,001.44 to be amortized over a four-year period. CivicPlus will also provide a redesign of the site in year five. Estimated launch time is about 120 days. Mayor Cameron requested a Motion to approve Resolution R14-28. XVII. City Manager 1) Reminder to visis City of Trotwood wesite at www.trotwood.org for updated information and events in our city. 2) Target Update The city received good news from the Montgomery County Land Bank. We'll be receiving $450,000.00 in grant demolition money to help us move forward to take down some blighted homes. There will be a criteria we must follow. It's our hope to take down a minimum of 18 to 25 blighted home structures. Several target areas will be: Townview, Crown Point/Drexel, Salem Village, Northgate and some in Olde Town. There is no usage for commerical structures; only residentail at this time. The Mayor & City Manager, as promised to citizens, delivered to the Target Corporate office over 2400 signatures opposing the closing of our store. The conversation was good and they explaibned why they have chosen this avenue. It was strictly a business decision they will not reconsider. Their real estate agent said they will continue to maintain the exterior of this building and will not let the store go into a blighted condition. They thanked the citizens of Trotwood for voicing their opinion. Mayor Cameron said Target was very apologetic for the way the news came out about this closing. We also received numerous letters of support from Senator Sherrod Brown, Montgomery County Commissioners, and from all citizens of Trotwood who signed the petition. Thank you all for your efforts. A new used car dealership will be moving to Trotwood to occupy the former Jeff Wyler building on Shiloh Springs Road across from Hara Arena; their goal is to open up in 4-5 months from now. The Cash Explosion roadshow will be coming to Trotwood on May 17 at the Trotwood Madison City High School auditorium. Mr. Patrick McDonald, Chairman of the Ohio Lottery Commission, an alumini of Trotwood City Schools, wanted to bring this event to his hometown. The event is open to the public on a first come first serve basis. Taping of two shows for 2,000 audience members. A community challenge was accepted for citizens to bring a food item as your donation for the local food bank trying to break the City of Lima record of 2.5 tons collected. City of Trotwood Page 12 City Council Meeting Minutes April 7, 2014 XVIII. Council Members Mr. Kettle wanted to know how many water main breaks did we have this past year? Mr. Dalton Hines, Public Works Operations Manager said at least 20-30. Reminder our Easter Egg hunt will be coming up on Saturday, April 19, 2014. Mrs. Gales went to a pastorial dinner Friday night with special guests, the Mayor of Dayton and Cleveland, State Senator Fred Strahorn, County Auditor Karl Keith and Clerk of Council from Dayton, Ohio were also in attendance. Mayor of Cleveland spoke about how the clergy profession is similar to being a politician. Mr. Hankins passed out a new map from the Miami Valley Bikeway agency for all citizens who utilize our bikeway in Trotwood. Mr. Vaughn said with the passing of the collective bargaining agreement, numerous concessions made. Thank you to staff for working through this agreement that's fair for all. In reference to the upcoming public hearing concerning weapons in parks - we would like to hear from you. Civil Service Rules and Regulations document was updated. He is pleased to be a part of the C.I.C.committee making progress to bring positive change to this community. Mrs. McDonald announced we are in partnership with David Young, Executive Director of Ginghamsburg Church. A Neighborhood Transformation Seminar schedueld for this weekend with the Trotwood Ministerium group have 25 openings for all to attend on April 24 & 25. This seminar will transform our community in certain neighborhoods in targeted areas throughout our City. There is a cost to attend. XIX. Staff Reports City Manager said there are no staff reports.
