IV. Motion to Approve the Agenda Mayor Cameron requested a motion to approve the regular meeting agenda. City Manager said item PR001-15 will be deleted from the agenda. A motion was made by Vice-Mayor Staggs and seconded by Mr. Kettelle to approve the agenda with change. VISITORS AND COMMUNICATIONS: Mayor will recognize any visitors/citizens who have completed the sign-in sheet prior to the meeting. Come to the microphone and give your name and address BEFORE proceeding with your comments on any item NOT ON THE AGENDA. You will have THREE (3) MINUTES to speak. Those wanting to speak during the Public Hearing portion of the business meeting will be called upon at that time to be sworn in to give their testimony. Mr. Robert Critell Commander from VFW Post 4276 invited everyone to their facility. Their veterans are available to help in the community in any way they can. Please contact them if you have a need. They are featuring public activities such as bingo, breakfasts and working with the local food banks. Come out and support the veterans; they are here to help with their increased membership of fifty-seven. Mr. Willie Lewis lives at 2729 Arugulla Dr., Trotwood. He would like to purchase a foreclosed home at 3265 Atlas Drive in Trotwood . He's been getting the run around on the procedure to do so and doesn't know where to turn. Can the City help? City Manager Lucking will check into the matter, but this may be a Montgomery County Board of Revisions issue that needs to be resolved instead of the city. Mr. Lewis will make an appointment with City Manager for clarity. VIII. Special Presentations and Recognitions A. PR003-15 Spirit of Christmas Awards Presentation Attachments: Press Release Master Decorating Contest w pics Certificates Shawn Tucker announced the winners of the annual Trotwood Spirit of Christmas awards. These awards for for residential, outdoor, holiday lighting and decorating contest. Winners were: 1st place - Richard Thomas & Eldon Spillman at 5131 Denlinger Road; 2nd place - Bruce Daugherty III, 5901 Old Denlinger Road; 3rd place to Dan & Della Aydelott, 138 Broadway Avenue. Congratulations to everyone. B. PR001-15 Trotwood Fire Department and State Fire Marshall report on house fire - Fire Chief Steve Milliken This item was pulled from the agenda. IX. Motion to Approve the Consent Agenda Mayor Cameron requested a motion to approve the consent agenda. Law Director Stephen McHugh said we need to add a motion to the consent agenda as follows: "A motion directing the Law Director to draft an ordinance authorizing the issuance of notes in anticipation of bonds to retire the City's outstanding $2,1086,000 various purpose notes, series 2014 that mature on March 9, 2015". A motion was made by Vice-Mayor Staggs and seconded by Mr. Hankins to approve the consent agenda with the changes as submitted by the Law Director. OR1-15 AN ORDINANCE BY THE TROTWOOD CITY COUNCIL TRANSFERRING THE DEED FOR THE PROPERTY AT 8 W. WORLEY DRIVE, TROTWOOD, OHIO, FROM THE CITY OF TROTWOOD TO THE TROTWOOD COMMUNITY IMPROVEMENT CORPORATION (CIC), AND DECLARING AN EMERGENCY. City Manager Lucking said this Ordinance is for the transfer the deed on 8 Worley Avenue from the City of Trotwood to the Trotwood Community Improvement Corporation (CIC). Norm Essman Executive Director of the CIC indicated they applied to the Montgomery County Treasurer office to foreclose on this tax delinquent and vacant property. The CIC paid all the associated costs and arranged for a developer to rehabilitate and ultimately sell the property. Upon close inspection of the deed and other documents it was discovered that the Sheriff's Office inadvertently issued the deed to the City of Trotwood rather than the CIC. Mayor Cameron requested a motion to approve OR1-15. a motion was made by Mr. Kettelle and seconded by Mr. Hankins to approve as submitted. Roll Call resulted in the following vote: Aye: 7- Mayor Cameron, Vice Mayor Staggs, Councilmember Gales, Councilmember Hankins, Councilmember Kettelle, Councilmember Vaughn and Councilmember McDonald XI. Motion to Close the Public Hearing Mayor Cameron requested a motion to close the public hearing portion of this meeting. A motion was made by Mrs. Gales and seconded by Vice-Mayor Staggs. R15-1 A RESOLUTION BY THE COUNCIL OF THE CITY OF TROTWOOD REQUEST AN ADVANCE OF THOSE TAXES COLLECTED FOR THE CITY OF TROTWOOD FOR THE YEAR 2014 FROM THE MONTGOMERY COUNTY AUDITOR’S OFFICE. Attachments: Res 15-1, Advance of Taxes Advance Tax Request Form The Clerk read the caption. Finance Director Patricia Shively said this resolution will grant permission for the Auditor of Montgomery County to advance monies collected for the 2014 collection year as received on a monthly basis in their treasury. These advances will improve the City's cash flow. Mayor Cameron requested a motion to approve R15-1. A motion was made by Mrs. McDonald and seconded by Mr. Hankins to approve as submitted. Mayor Cameron requested a motion for approval of the council nominations listed above. A motion was made by Mrs. McDonald and seconded by Mr. Hankins to approve as discussed. Council Members Mr. Hankins announced the Dayton Schuester Center there's a "Welcome Home" free event to new home owners to attend, please give him a call. Mrs. McDonald wanted to thank the community for all the personal care item donations for the Trotwood Christmas project received. About 150 families received items with the assistance of the Catholic Social Services. Left over item were donated to the Mustard Seed Foundation. Mr. Ketttelle invited everyone to attend the next restaurant raid at El Cozmel located in Trotwood on Salem Avenue. Mr. Vaughn said if you know of a veteran needing employment please encourage them to apply for public service jobs in the area. c. City Manager Mr. Luckign announced the city was awarded and EDGE grant in December for the renovation of the old K-Mart building located next to Lowe's on Salem Avenue in the amount of $225,000.00. Phoenix Tube Corporation will be investing 2.5 million dollars in our community for the use of this building. Twenty five jobs with an average of $35,000.00 is projected. Trotwood was awarded 22% of the overall grant dollars throughout the county which was the highest of those projects submitted. Phoenix Tube will have occupy their buidling by the end of this year. d. Staff Reports Police Captain John Porter gave council and update on the red light legislation. On december 18, 2014 the Governor signed the Senate Bill 342. This Bill does not ban the cameras, just has restrictions imposed. We will still have the mobile van's active. Right now the red light program stays in effect for 90 days. There is a possibility of an appeal with other jurisdictions will be presented to the Ohio Supreme Court opposing some language in the Bill. Violator's who have unpaid tickets and fees we can still collect on. Council would like to see the statistics realting to the accidents reported in the camera areas. XV. Motion to Adjourn Mayor Cameron requested a motion to adjourn the regular meeting. A motion was made by Mr. Kettelle and seconded by Mr. Hankins to adjourn the meeting at 7:30 pm.
