Pledge of Allegiance and Moment of Silence Mayor Cameron asked everyone to stand for the Pledge of Allegiance and moment of silence. III. Motion to Approve the Regular Agenda Mayor Cameron requested a motion to approve the agenda. A motion was made by Mrs. Gales and seconded by Mr. Hankins. Special Presentations and Recognitions City of Trotwood Page 1 City Council Meeting Minutes February 2, 2015 A. PR010-15 Community Garden Building Mural Update and Commendation Attachments: PR010-15 Certificates Community Service Awards_Community Garden_2-2-15.pdf Community Gardens Mural 1 Community Gardens Mural 2 City Manager Lucking introduced Public Works Operations Manager Dalton Hines for this community recognition. Community members has devoted their time over 200 hours in 2014 for this outdoor art project located at the Community Garden building located on Broadway Avenue. Recognition certificates were handed out to the Trotwood Madison High School Art Department who spent their own time over the summer months to design and apply a wall mural at the west face of this buidling. Certificates of recognition went to: Patricia Allen, Art Department Head; Valerie Jobe, Art Teacher and Art Club Advisor; Miranda Coffee, Art club member; Demetrious Lucas, Art club member. Mayor Cameron also recognized school board member Vanessa Freeman and Bettye Gales as part of teaching staff with Trotwood Madison city schools. We also would like to recognize our Lowe's Store here in Trotwood for their donations for helping with this project. B. PR011-15 Full Retirement of Officer Henry Crist Police Captain John Porter announced the retirement of Police Officer Henry Christ who's retiring after 25 years of service with the Trotwood Police Department. He originally started as an auxiliary officer, promoted to full time status, and over the years has received numerous certifications. He's highly respected by his fellow officers and has spent a total of 38 years of public service to this community and his country. The city presented him with a retirement clock and badge as our appreciation. Public Safety Director/Deputy City Manager also thanked him for his professionalism over the years in law enforcement. VII. Motion to Approve the Consent Agenda Mayor Cameron requests a motion on this item. A motion was made by Councilmember Kettelle, seconded by Councilmember Gales, that this be approved. R15-6 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO A JOINT MANAGEMENT AGREEMENT BETWEEN THE UNITED THEOLOGICAL SEMINARY AND THE YMCA OF GREATER DAYTON WITH THE CITY OF TROTWOOD FOR THE MANAGEMENT OF THE OUTDOOR SWIMMING POOL ON THE UNITED THEOLOGICAL SEMINARY CAMPUS, IN AN AMOUNT NOT TO EXCEED $40,000.00 FOR THE 2015 POOL SEASON. City Manager explained this a joint agreement between the City of Trotwood, United Theological Seminary and the YMCA of Greater Dayton for the operations of the outdoor swimming pool. The cost is $40,000.00 to the city. Other costs will be assumed for operational manager by the YMCA. Mayor Cameron requested a motion to approve R15-6 as submitted. City Manager A. 15-14 City Manager’s Staff Report to Council. City Manager reminded everyone about their portrait's for the web site scheduled on February 15th. Councilman Bruce Kettelle is now the new Trotwood Chamber President, congratulations. City council workshop meeting will be moved to Tuesday, February 17, 2015 at 6:30 pm. as this meeting room is closed for President's Day holiday. Council is welcome to an open house tomorrow morning at 10:00 am at 909 MacMillken the first Trotwood home the Trotwood Community Corporation has renovated. A purchaser is interested in buying this home. City of Trotwood Page 5 City Council Meeting Minutes February 2, 2015 c. Council Members Mrs. McDonald - Inviting everyone to an open community forum located at St. Margaret's Church this Saturday at 2:30 pm. to discuss the topic of customer service. This forum is about good customer service and the lack thereof, not just in Trotwood, but in Dayton too. Invitees on the panel are: Senator Bill Beagle, Councilman Ken Henie, Councilman Ron Vaughn, Fred Strahorn, Father Ben Spearhardy, Rev. Tommy Stewart, Tyrome Mohammad, Dayton Chamber Member Eleanor Scott, NAACP President Derrick Foward and several other professionals to discuss how customer service impacts the communities. This is not a City of Trotwood event, it's a Mary McDonald business event. Mr. Hankins - The Dayton Deamons Hockey Team honored all first responders e.g. Police, Fire & EMS employees, on February 28, 2015 is Trotwood night at tHara Arena. Mr. Kettelle - 1) Monthly Restaurant raid was held at El Cozmel mexican restaurant with 80 people in attendance. Citizens may go to a web site " Facebook page "Discover Trotwood "for the next months featured restaurant. 2) Feb 14th Trotwood Chamber is hosting a Valentine Community Gala & Dance at Hara Arena from 6- 11:00 pm with Kim Kelly orchestra performing. All proceeds benefits the CHAMPS Healthy Eating Program for after school & summer meals for children in Trotwood. 3) Feb 23rd 6:30 - 8:30 pm (place to be determined) Bruce is co-hosting legislative round table forum for area farmers concerned about property taxes from with area five legislators will be joining the discussion. 4) Feb. 28 the "Peace Project" will hold a forum from 2 - 4 pm on the topic called " The Dream Are We There Yet" a forum on race for youth and adults to discuss the progress of Dr. Martin Luther King. Mrs. McDonald is the Chairman. 5) Save the date for Friday, March 17th opening and reception will be held at the city government building lobby for a art exhibit featuring a Trotwood artist every quarter. First exhibit will feature Trotwood artist Rusty Harden displaying her collection of sun faces. Ms. Harden has had some of her sun face drawings published on the CBS Sunday Morning T.V. News channel. This display will be open to the public. Mrs. McDonald, Mrs. Staggs and Mr. Kettelle all participated as judges in the Trotwood Madison City School science fair. They were all impressed by the talent. Mayor Cameron administered the Oath of Office to Nancy Marino for her five year extended term to the Trotwood Civil Service Commission. Mr. Vaughn stated she's been a vital part of this commission with her knowledge. Thank you for your service. Mayor Cameron announced 1) On January 26th, 2015 was appointed to a national committee with the National League of Cities as Vice-President to serve on the board of the Youth, Education and Families. 2) Vice- Mayor Staggs was also was reappointed to the National League of Cities Public Safety Crime Prevention and University Community. 3) Mayor 2015 "Year in Review" was submitted for council to read. 4) VFW Post 4270 Open House Trotwood officials, first responders, city employees and the public will be held on Saturday, February, Feb 28 from 1 - 8 pm. at 2383 North Union Road. Staff Reports 15-12 Staff Report: Leaf Pick -Up Program Summary 2014 Attachments: 2014 Leaf Pick Up Program Results Dalton Hines, Public Works Operations Manager presented his leaf pick-up summary report for 2014. His department started the pickup in October and stopped in December for a total of 8 weeks. The picked up 348 loads / 2,088 cubic yards / 835,200 pounds; for a total of 417.6 tons. The leaves get chopped into fine pieces then sent to CNS Tree Service on Third Street and turn into mulch product. No fees for this service is charged. X.
