A motion was made by Mr. Hankins to accept the agenda. There was no second to the motion, therefore, the motion failed. City Manager Michael J. Lucking has requested to remove Resolution R15-29 from the regular meeting agenda based on clarification he needs from the Law Director. Question by Mrs. McDonald, she would like to have a conversation on this matter. Mayor Cameron said there is a request on the floor from the City Manager to table R15-29 on the agenda, therefore, City Council will have to take a vote. A motion was made to remove and table Resolution R15-29 from the regular meeting agenda by Vice Mayor Staggs and it was seconded by Mr. Kettelle. Visitors: Robert Critell, Ward 2 Commander VFW Post 4270 - announced that Loyalty Day is coming up on May 2, 2015 at their Post Town Road facility. They are inviting Mayor, Council and the public to the installation of their officers. May 15 is the Police Memorial Day reminder to fly your flags at half staff and all officers are invited to stop by theri facility to enjoy a chicken dinner. Jamie Fant, 30 Nona Drive, Trotwood, Ward 3 - Wants to speak on Resolution 15-29 when it's brought back to city council. Wanda Page, 601 Chandler Drive, Trotwood, Ward 1 - Is against giving the city manager a raise. Robert Kelly Jr., 720 Broad Oak Drive, Trotwood, Ward 1 - Is also against giving the city manager a raise, our business district looks bad, no where to shop, keep the jobs here. VI. Special Presentations and Recognitions A. PR018-15 Presentation of a check to the CHAMPS Program from the Gala Committee Members (Michael Lucking, Lori Osborne, Marie Battle, Luellen Wilson, Michele Spear, Akilah Biederman and Cynthia Monie). Ms. Lori Osborne, Assistant to the City Manager/Deputy Clerk of Council introduced the members of the CHAMPS GALA Committee they are: Michael J. Lucking City Manager, Lori Osborne, Assistant to City Manager/Deputy Clerk, Marie Battle, Trotwood Chamber of Commerce Executive Director; Luellen Wilson with the Trotwood Library Branch; Akiah Biederman with YMCA; and citizen's Michele Spear and Cynthia Monie. On February 14, at the Hara Arena Conference Center, the gala was held with dinner and dancing in support of the CHAMPS non-profit program. A check in in the amount of $2,500.00 was presented from the proceeds of this gala to be divided between the City of Trotwood, Trotwood YMCA and Trotwood City Schools. VII. Adjustments will be made for city matching dollars for the OBWC power cots purchase, funding for the Wolf Creek resurfacing project archaeological study required by ODOT, and funds necessary for an OPWC loan payment on behalf of the water enterprise fund. Total amendment increases to the city's budget for 2015 is $406,530.00. Finance Director Patricia Shively reported from the $406,530.00 we will receive $354,650.00, therefore, the actual adjustment is $51,880.00 to various funds. Those fund adjustments are to the following funds; $20,000.00 increase to Permissive Use tax fund for the historical survey for Wolf Creek Project, $9,960.00 Services and Supplies for FEMA 10% match and $21,920.00 Water Fund for OPWC loan payment. There will be no impact on the general fund. Grant monies we have received to date are: $225,000.00 ED/GE dollars for Phoenix Tube Company for the renovation and expansion of their business at the the former K-Mart store off Shiloh Springs Road for the use of a light manufacturing facility for the enhancement of their growth and job creation, FEMA $89,600.00; miscellaneous state grant for EMS $2,750.00, and another EMS OPWC grant $37,300.00 for power cots. R15-20 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH MIAMI VALLEY REGIONAL PLANNING COMMISSION FOR THE WOLF CREEK MIXED USE PATHWAY- CONGESTION MITIGATION AND AIR QUALITY (CMAQ) FUNDING PROJECT IN THE AMOUNT OF $ 136, 835.00 LOCATED IN TROTWOOD, OHIO. City Manager said this agreement is with the Miami Valley Regional Planning Commission (MVRPC) for a Congestion Mitigation and Air Quality Grant for the extension of the Wolf Creek mixed use pathway project . This grant is for $136,835 and requires a city match of $54,415 which will come from the Permissive Use Tax Fund; total project $191,259.00. The purpose will result in connecting the 6,550 feet of bikeway on Wolf Creek (along the stream that is not paved) from Little Richmond Road, across and under the bridge by the Northwest Connector (St. Rt. 49), then to the intersection of Olive Road and Modern Way. Project is scheduled to be built in 2017. This will allow the Trotwood bikepath to eventually connect to the city of Dayton's bikeway as part of the MVRPC long term regional plan, as well as, being part of the city of Trotwood Strategic Plan inititaves for recreational use. Total footage is 6,550 feet of bike path. The proposed path will utilize 2,415 feet of roadway shoulder with 4,135 feet new path construction. Quincy Pope explained the project will be in phases; 1st Phase Little Richmond Road is for the environment studies in 2016 and 2nd phase for the extension of the bikepath in 2017. Mr. Hankins thanked staff for working hard on this grant. Mayor Cameron requested a motion to approve Resolution R15-20. A motion was made by Mr. Hankins and seconded by Mr. Vaughn. Old & New Business City of Trotwood Page 7 City Council Meeting Minutes April 6, 2015 a. Mayor Mary McDonald said she would like to invite all citizens to attend more city council meetings so you are aware what the city leadership is doing. She said the citizens were not aware that council was going to take a vote on the city manager contact to retire and rehire. Mayor Cameron explained, this topic has been tabled and taken off the city council agenda as a tabled item. We cannot get an answer from every citizen on this subject; it must be done through the seven council representatives. Mrs. Gales was surprised that council was going to take a vote tonight. The Law Director said, he was instructed to prepare a contract for adoption based on the same terms from the previous agreement. The only change in the document is a provision for retire & rehire. This action is a multi step process under the Ohio Law that must be followed. The reason its before council tonight is the contract will end if we started after the expiration date which ends in July. Rap Hankins, introduce the First Tier Suburbs Best Practices document on best practices from the other thirteen municipalities. Council can review and if interested in some of the programs we can discuss at a workshop. Vice Mayor Staggs attended the Coffee With The Cops there was a nice turn out. Mrs. McDonald, thanked everyone for joining her at the Siebenthlar Krogers its the closest store we have. They have a new store manager and every Saturday from 1:00 to 5:00 pm they are scheduling live music. Rap said there is a grocery store in the city of Trotwood known as Trotwood Foodtown. Mr. Kettelle, thanked the staff for putting on the East Egg Hunt this weekend. After the egg hunt there was a Hit Pitch & Run Contest held on the same day. Invite everyone between now and the end of May to see the Trotwood Art Gallery with art work from local resident Rusty Harden. Artist reception will be held at the city government center; the public is invited. Some of the topics included over 105 programming ideas from surrounding communities that council may want to adopt as policy. If interested council could discuss their ideas at a workshop session. Vice-Mayor Staggs attended the "Coffee With The Cops" at Friendship Village. Mary thanked the citizens for joining her at the Siebenthalar Krogers grocery store. This is the closest grocery we have. They have with the new manager, every Saturday from 1:00 to 5:00 pm they have live jazz music and are also working on having gospel choirs at this location. We need to own our community and own our store. Rap explained, there is a grocery store in the city of Trotwood known as Foodtown. Mr. Kettelle, thanked the staff for putting on the East Egg Hunt this weekend over 7,000 eggs with 500 kids showed up at Madison Park and on the same day the Hit Pitch & Run Contest was held. Citizens can view all events on the Trotwood City Web site at www.trotwood.org. Certificates were handed out thanking volunteers for assisting him with his department recent activities during the first quarter. Those volunteers & coaches being recognized in attendance tonight are - Trotwood 8th grade Running Rams (20-0 record), Trotwood Youth Talent Show in Performing Arts, King and Princess Daddy Daughter Dance volunteers, Spring Conditioning Camp AAU Basketball Program (aka Trotwood Elementary Basketball Program) comprised of children in third through sixth grades known as the Running Rams, volunteers assisting with the Trotwood Easter Egg Hunt, and volunteers helping with the Major League Baseball Pitch Hit and Run Contest. Basketball Coach Michele Buchanon thanked all the kids who participated in all the basketball programs. They represented Trotwood is a positive way and worked very hard work to win the league and the tournament championships. Congratulations to all the children and their parents that came out tonight to honor these kids.
