City of Trotwood Page 1 City Council Meeting Minutes February 1, 2016 V. Motion to Approve the Agenda Mayor McDonald requested a motion to approve the meeting agenda. A motion was made by Mr. Hankins and seconded by Vice Mayor Gales. Roll calll resutled in the following vote: Aye: 6- Mayor McDonald, Vice Mayor Gales, Councilmember Hankins, Councilmember Vaughn, Councilmember Finley and Councilmember Kelley Jr. VI. VISITORS AND COMMUNICATIONS: To comment on any topic on the agenda, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. When Mayor McDonald calls for Visitors' Comments, please proceed to the microphone, state your name and address, and proceed with your comments. You will have three (3) minutes to speak. Citizen comments on the 'Public Hearing' portion of the meeting will be accepted at the appropriate time during the meeting. No visitors were received. VII. Special Presentations and Recognitions A. PR005-16 Appreciation Certificates presented by Mayor Mary A. McDonald to seven (7) recipients for their participation in the Inaugural Ceremony on January 3, 2016. Mayor McDonald expressed her appreciation with certificates to acknowledge those citizens who participated in the Mayor Inaugural Ceremony on Sunday, January 3, 2016. Elder Kevin B. Beacon, Pastor James Washington, Pastor Corey Cunningham, Amanda Romero, Pastor Elder Norman J. Scearce III, Cynthia Monie, Sqt.. Newson, Courtney Byrd and Mrs. Brunno. VIII. Motion to Approve the Consent Agenda Mayor McDonald requested a motion to approve the consent agenda. A motion was made by Mr. Vaughn and seconded by Mr. Hankins to approve as submitted. Roll Call resulted in the following vote: Aye: 6- Mayor McDonald, Vice Mayor Gales, Councilmember Hankins, Councilmember Vaughn, Councilmember Finley and Councilmember Kelley Jr. A. 16-7 A motion to cancel the Regular City Council Meeting scheduled for Monday, March 7, 2016 and to reschedule it as a Special Meeting and Workshop for Monday, March 21, 2016. Public Hearings/Ordinances: A motion to open the Public Hearing Mayor McDonald requested a motion to open the public hearing portion of this meeting. A motion was made by Vice Mayor Gales and seconded by Mrs. Finley. OR4-16 An ordinance to approve the specific site plan to construct a digital billboard gateway sign at the southeast intersection of Salem Avenue and Westbrook Road (Parcel ID No. H33-02103-0011). Property owner is Key Ads, Inc., 50 E. Third Street, Dayton, OH 45402. Acting City Manager Chris Peeples said council had a workshop two week s ago to present this plan. Jeannie Peyton Planning and Zoning Administrator stated, this plan is in reference to the sit plan submitted to construct a digital billboard gateway sign at the SE intersection of Salem Avenue and Westbrook Road. The PUD approval is valid for three years. Mr. Nick Keys representing the sign company cannot give an exact timeline when the sign will be completed, but they are ready to start once the permits are approved. Mayor McDonald asked for citizens wanting to speak at this public hearing to please come forward to be sworn in by the Clerk - there were none. Mayor McDonald requested a motion for OR 4-16. A motion to approve OR4-16 was made by Mr. Vaughn and seconded by Mrs. Finley. Roll call resulted in the following vote: B. OR7-16 An ordinance by the Trotwood City Council to authorize the transfer of ownership of the property located at 200 W. Main Street (Parcel ID No. H33-00305-0044) to the Trotwood Community Improvement Corporation (CIC) in the City of Trotwood, Ohio. Attachments: OR7-16_Ord transferring 200 W. Acting City Manager Chris Peepbles stated this is a single family residence is titled and owned by the city of Trotwood. The city has no particular use for this property and we would like to deed the property over to the C.I.C. for resale and rehabilitation. Mrs. Finley wanted to know who is responsible for the asbestos on the outside walls. Mr. Peeples said, the owner. Mr. Vaughn would like to see the property be rehabiltated. Mr. Kelley said he hasn't seen a contract on this home as yet. Mayor McDonald stated the new city council members are invited to the next C.I.C. meeting scheduled on February 8, 2016 to be updated on the what contracts are open with the C.I.C. Mayor McDonald requested a motion for OR7-16. A motion was made by Mr. Hankins and seconded by Vice Mayor Gales to approve OR71-16. Motion to close the Public Hearing Mayor McDonald requested a motion to close the public hearing. A motion was made by Vice mayor Gales and seconded by Mr. Vaughn. Roll call resulted in the following vote: Aye: 6- Mayor McDonald, Vice Mayor Gales, Councilmember Hankins, Councilmember Vaughn, Councilmember Finley and Councilmember Kelley Jr. XI. Old & New Business a. Mayor: 1) To schedule an appointment with the Mayor, contact Sandy Riege, Clerk of Council at 937/854-7212, on Mondays through Fridays, between the hours of 8:00 a.m. to 5:00 p.m. and, 2) Trotwood Madison City School Board of Education will hold a Regular Meeting on Thursday, Thursday, February 18, 2016 at 6:30 p.m. Mayor McDonald thanked everyone who helped out with the Trotwood bottled water distribution distributed to the City of Flint, Michigan. An invitation from the City of Huber Heights invited us to tour their water distribution facility. b. Interim City Manager: Reminder to visit the City of Trotwood website at www.trotwood.org and our Facebook page for updated information and events in our city. On the website, click on the "Notify Me" icon to sign up to receive information by utilitizing your email address or mobile phone. Acting City Manager Chris Peeples reminded everyone to visit our city web site at www.trotwood.org c. Council Members Vice Mayor Gales went to Flint and said no citizen took advantage of the water distributed and our participation was well received. Mrs. Finley said our 50 tons of water was handed out. it was suggested to have a water presentation report to added to the council agenda for the citizens to better understand our water aquifer's we have in our city. d. Staff Reports City of Trotwood Page 5 City Council Meeting Minutes February 1, 2016 A. 16-8 Staff Report: Representative City Council designations/nominations for the City’s various Boards and Commissions for 2016. The Clerk of Council read the list of city Board and Commissions for the council members to fill the vacancies to be a representative: 1. First Tier Suburbs Committee - Mr. Rap Hankins would like to be 1st primary choice. Alternate is open. 2. Miami Valley Regional Planning Commission - Mr. Hankins is a member of the Executive Committee and would like to remain as the the primary. If he leaves the Executive Committee Board Mr. Hankins would have to vacate his position as a regional steward and we could loose our seniority with the board. Mr. Vaughn is also interested in being the primary member. Mr. Vaughn would like to be a voice for our northern which may be underserved over the years. He would like to be effective to receive our fair share of the dollars allocated for this northern region. Nominations were open for Mr. Hankins and Mr. Vaughn to serve as the primary representative. Results from show of hands indicated Mr. Vaughn as the primary representative. Mr. Hankins will be the alternate. 3. Planning Commission - Vice Mayor Gales will serve as the primary. Alternate is open. 4. Board of Zoning Appeals - Mr. Kelley will like serve as the primary. Mr. Vaughn is the alternate. 5. Civil Service Commission - Vice Mayor Gales will serve as the primary. Mr. Vaughn is the alternate. 6. Parks and Recreation Board - Mr. Hankins will serve as the primary. Mayor McDonald is the alternate. 7. T-M City School Board - Mr. Hankins will serve as the primary. Vice Mayor Gales is the alternate. 8. T-M Educational Foundation Trustee - Mr. Hankins will service as the primary. Alternate is open. 9. Firefighters Dependent Fund - Mayor McDonald will serve as the primary. Mrs. Finley will be the alternate. 10. Community Improvement Corporation (C.I.C.) - Mrs. Vaughn will serve as the primary. Mrs. Finley is the alternate. 11. Public Safety Committee - Mr. Kelley, Mr. Vaughn and Mayor McDonald will be alternates. No primary is needed. 12. Property Maintenance Appeals Board - Mr. Kelley will serve as the primary. Vice-Mayor Gales is the alternate. Mayor McDonald requested a motion for the city council appointment's listed above. A motion to approve was made by Mr. Hankins and seconded by Mrs. Finley. Roll call resulted in the following vote: XII. Motion to Adjourn Mayor McDonald requested a motion to adjourn the meeting.
