V. Motion to Approve the Agenda
Mayor McDonald asked for a motion. A motion was made by Vice Mayor Gales

VI. VISITORS AND COMMUNICATIONS: To comment on any topic NOT on the
agenda, please fill out a Speaker Form and return it to the Clerk of Council
BEFORE the start of the meeting. Proceed to the microphone, state your name
and address, proceed with your comments. You will have three (3) minutes to
speak. Citizen comments on the 'Public Hearing' portion of the meeting will be
accepted at the appropriate time during the meeting.
Trotwood Madison City School President Denise Moore invited everyone to
attend the new "Five Rivers Health Center" Grand Opening event tomorrow at
6:00 located in their Central Board of Education building, 3594 North Snyder
Road. This new facility will oversee various medical issues, wellness
screenings, child examines, vision screening, dental and hearing screenings
for students, families and the public all at no cost. Mr. Fred Burkhardt thanked
the City Council for his opportunity to work with the support you have given
him as Executive Director of the TCIC over the past four years. Mr. Rap
Hankins lives in Ward 2. Thank you to City Council, staff and the people of
Trotwood for all you've done volunteering your services helping his ward
during the Trotwood tornado.
VII. Special Presentations and Recognitions
A. PR01-20 Presentation - Goodwill Easter Seals West Campus Community
Services Center by Lance Dietrick CEO

Mr. Lance Detrick a representative from Goodwill Easterseals announced are
coming to Trotwood to build a new building called the Miami Valley West
Campus Community Services Center. This new construction will be located on
next to the new Trotwood Library on East Main Street going under construction
in 2020 and scheduled to open at the end of 2020. This facility will serve as a
senior adult daycare services for 50 people. Programming includes:
employment programs, disability behavior health services for all types of
developmental issues, free car seats for children for low income families,
alzheimer's and dementia services, digital skill training, a community meeting
room that seats 50 people for public use, as well as, partnering with local
hospitals.Thank you City of Trotwood for all your support of this project.
B. R20-04 2019 Holiday Light Contest Winners

2019 Holiday light contest winners
Ms. Ciara Lewis, Parks and Recreation Program Coordinator announced the
winners of the December 2019 Christmas Outdoor Lighting Contest. First place
winner was Kelly Coats, 2nd place Angele Battle, 3nd place Michael Boyd.

VIII. Open the Nominations for the Office of Vice-Mayor
Mayor McDonald asked for the nominations for the office of Vice-Mayor for 2020
for this two year appointment. Councilwoman Gales nominated
Councilwoman Tyna Brown. Councilman Kelley nominated Councilwoman
Yvette Page. Clerk of Council passed out the ballot papers and tallied the
votes that resulted in four (4) votes for Ms. Tyna Brown and three (3) for
Ms.Yvette Page.
IX. Close the Nominations for Office of Vice-Mayor
Mayor McDonald closed the nominations.
X. Motion to Approve the Consent Agenda
Mayor McDonald asked for a motion to approve the consent agenda. A motion
was made by Vice-Mayor Gales to approve and seconded by Ms. Brown. Roll
Call:

ADOPTING NEW SECTION 1501.01 ‘ADOPTION’ AND ADOPTING
NEW SECTION 1501.99 ‘PENALTY’ TO CONFORM WITH THE STATE
OHIO OF FIRE CODE AND THE OHIO ADMINISTRATIVE CODE.

Notice of Public Hearing Fire Code
City Manager explained this ordinance will be in compliance with the Ohio
Fire Code to conform with the State Fire Code. This will update the current
language in the civil penalty section referencing the Ohio Revenue Fund for
deposits received that will be allocated to the fire revenue fund instead of the
general fund. Mayor McDonald asked for a motion. A motion was made by Ms.
Brown and seconded by Ms. Finley. Roll Call:

Mayor McDonald asked for a motion to add Councilwoman Tyna R. Brown as
the new Vice Mayor for a two year term. A motion was made by
Councilwoman Gales to approve and second by Councilwoman Finley.
Another motion was made to adopt the resolution as amended. A motion was
made by Councilman Vaughn to adopt the amendment and seconded by
Councilwoman Gales. Congratulations to Vice Mayor Brown. Oath of Office
was administered by Mayor Mary A. McDonald. Roll Call:

CITY OF TROTWOOD STRATEGIC PLAN UPDATE WITH SHORT
TERM AND LONG TERM GOALS.

City Manager Pope said the total process took ten months for this plan to
develop that will provide services to the City of Trotwood for years to come.
This final Strategic Plan was presented to City Council to approve as
submitted. This was a great opportunity for our citizens assisting the city with
the process. It is our hope the city reaches the goals for implementation to
move our city forward. Thanks to everyone helping us achieve our goals
within your participation. Mayor Mary McDonald asked for a motion. A motion
was made by Councilwoman Gales to approve and seconded by
Councilwoman Finley. Roll Call:

Mayor McDonald reminded the public to call 211 for those affected by the
tornado for any type of assistance or questions you may have. This is the most
efficient way to get the help you need.

A. SR20-02 CITY COUNCIL APPOINTMENTS AS BOARD AND COMMISSION
REPRESENTATIVES FOR YEAR 2020.

Mayor McDonald said, the appointees for the 2020 City Council Boards and
Commission representatives will change slightly this year. Councilmembers
appointed as primary representatives from 2019 will be the alternates for 2020
and visa versa. Alternates do not have to attend the meeting's if the primary
already is attending. Councilwoman Page said she had a request from her
Ward 2 to reinstate the Tree Board Committee based on all the trees lost in
her ward and around the city. Mayor McDonald agreed. We will add this
committee to our volunteer application. Councilman Page would like to be the
primary representative and Councilwoman Gales will be the alternate. Mayor
McDonald asked for a motion. A motion to approve the 2020 Boards and
Commission representatives for the year 2020 was made by Councilwoman
Page and second by Vice Mayor Brown. Roll Call:

Mayor McDonald is excited about moving forward to the year 2020 year and
working closely with all City Council members. Councilwoman Finley reported
she helped the city of Moraine supporting three families during the holiday's.
Thank you citizens for electing her to the At-Large City Council representative
for another four year term. Councilman Vaughn is serving for one reason only;
to represent the citizens of Trotwood as one member of this council unit. Vice
Mayor Brown also replied, as a City Council representatives we are here to
serve the people. Councilman Brown pointed out that November 5th 2020
Mayoral election is over. Let's move forward for many years to come to work
for the people of Trotwood. Councilman Kelley thanked all the citizens and
friends who came out to tonight to his swearing in ceremony. He's looking
forward to a good year as the At-Large City Council representative for another
four year term.

City Manger Pope said he looks forward to working with this City Council in the
year 2020. We have many projects underway. One of the city's goals is to
rebuild our aging infrastructure i.e. water lines, sewers and streets. He has an
open door policy, therefore, the public can stop by anytime to talk.
