Special Presentations and Recognitions PR05-21 Recognize Debbie McDonnell as the City’s newly contracted Planning and Development Director. City Manager Pope introduced Debbie McDonnell, the City's newly contracted Planning and Development Director. Director McDonnell shared that she is excited to be a part of the team and help Trotwood in the next phase of their development plans. She expressed that she is passionate about growth and development and building a community. She thanked the City Manager for giving her this opportunity. Mayor McDonald thanked Debbie for joining the meeting and Council welcomed her. IX. Motion to Approve the Consent Agenda Mayor McDonald requested a Motion on this item. City of Trotwood Page 2 City Council Meeting Minutes March 1, 2021 R21-08 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE TROTWOOD COMMUNITY IMPROVEMENT CORPORATION TO INITIATE A PROPERTY TAX FORECLOSURE ACTION ON THE TAX-DELINQUENT LAND KNOWN AS 4120 NATCHEZ AVENUE, PARCEL NO. H33300913 0188, IN ACCORDANCE WITH CHAPTER 5722 OF THE OHIO REVISED CODE. Attachments: R21-08 R21-08 Map This Resolution was Approved. R21-09 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE TROTWOOD COMMUNITY IMPROVEMENT CORPORATION TO INITIATE A PROPERTY TAX FORECLOSURE ACTION ON THE TAX-DELINQUENT LAND LOCATED ON OLIVE ROAD, PARCEL NO. H33 02102 0037, IN ACCORDANCE WITH CHAPTER 5722 OF THE OHIO REVISED CODE. Attachments: R21-09 R21-09 Map This Resolution was Approved. 21-04 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation authorizing the City Manager to transfer ownership of the city-owned property located on Lake Center Drive, Parcel No. H33 00609 0036, to the Trotwood Community Improvement Corporation, to be aggregated with previously transferred parcels for a new residential development. This Motion was Approved and a Public Hearing will be scheduled. 21-05 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to draft legislation accepting the recommendation from the Trotwood Planning Commission to approve a Final Planned Unit Development Plan on approximately 32 acres of land, Parcel Nos. H33 02111 0093 and part of H33 02111 0092, between Denlinger Road and the State Route 49 Connector, to build a recreation/sports complex with various supplementary functions. This Motion was Approved and a Public Hearing will be scheduled. 21-06 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation amending Section 905.03(a) “Notice to Cut” of the City of Trotwood Codified Ordinances and adopt amended Section 905.03(a) “Notice to Cut” as an Emergency. Resolutions R21-06 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PURCHASE A NEW 2020 JOHN DEERE 6105E UTILITY TRACTOR WITH ATTACHMENTS THROUGH DIAMOND MOWERS, INC., UNDER A SOURCEWELL COOPERATIVE PURCHASING AGREEMENT, NJPA CONTRACT #052417-DMM, FOR A TOTAL COST NOT TO EXCEED $145,000.00. Attachments: R21-06 R21-06 Attachment R21-06 Photograph City Manager Pope explained that the old equipment, which he refers to as a "Reach-Arm," is outdated and they no longer make replacement parts. He further explained this piece of equipment cuts tree limbs hanging over the roadways. Operations Supervisor McCluskey stated the current "Reach-Arm" is 21 years old. Last year the transmission housing cracked and they were unable to find parts through a dealer; they did find a replacement part at the junkyard. While the current "Reach-Arm" is not of much value, it is valuable to the City and they plan to use it until it stops running. The equipment is used to cut back trees and foliage from right-of-ways throughout the City. The new equipment has an attachment that is user friendly around vehicles and homes. The Motion carried by the following vote: Aye: 7- Mayor McDonald, Councilmember Vaughn, Councilmember Finley, Councilmember Kelley Jr., Councilmember Page, Councilmember Gales and Vice Mayor Brown City of Trotwood Page 4 City Council Meeting Minutes March 1, 2021 R21-07 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ACCEPT A TRANSFER OF PROPERTY SITUATED NORTH OF EAST MAIN STREET AND WEST OF OLIVE ROAD, PARCEL NO. H33 00102 0023, FROM THE TROTWOOD COMMUNITY IMPROVEMENT CORPORATION, TO BE AGGREGATED WITH THE PARCELS OF THE TROTWOOD GOVERNMENT CENTER. Attachments: R21-07 R21-07 TCIC Resolution R21-07 Map City Manager Pope explained that this land is situated next to Lee's Chicken and was acquired by the Trotwood Community Improvement Corporation through a tax foreclosure. The land was subdivided and a piece was transferred to the new Courthouse. The City uses the remaining land as a thoroughfare and for parking and therefore, the parcel should be aggregated with the parcels of the Trotwood Government Center. The Motion carried by the following vote: Aye: 7- Mayor McDonald, Councilmember Vaughn, Councilmember Finley, Councilmember Kelley Jr., Councilmember Page, Councilmember Gales and Vice Mayor Brown City of Trotwood Page 5 City Council Meeting Minutes March 1, 2021 R21-10 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION NECESSARY IN CONNECTION WITH THE CITY’S SUBMITTAL OF A GRANT APPLICATION TO THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, FOR THE FISCAL YEAR 2020 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) GRANT AND, UPON APPROVAL OF THE SAFER GRANT, TO ACCEPT THE SAFER GRANT FUNDS AND ENTER INTO ANY SAFER GRANT PROGRAM AGREEMENT REQUIRED. Attachments: R21-10 City Manager Pope explained this Grant is an opportunity for the City of Trotwood to apply for nine (9) full-time firefighters, which would bring the department closer to the national standards for the number of personnel on fire calls. Departments across the country use part-time firefighters, but they are difficult to keep. The department currently has approximately 29 part-time employees; however, they are slated to have 40, thus the national staffing model is difficult to achieve. This grant would cover the cost of nine (9) full-time firefighters over the next three (3) years. City Manager Pope has discussed this with the Finance Director and the Fire Chief and they believe the City can absorb these employees through attrition at the end of the grant period. Fire Chief Haacke expressed this is a great opportunity and it is the first year the federal government has covered the grant at 100%. There would be no current staff reductions, this would simply maintain and add to the current staffing levels. Mayor McDonald recognized the new fire truck. Chief Haacke shared that the new truck was put into service after a dedication ceremony on February 13, 2021. Chief Haacke thanked Council for approving the purchase. Mayor McDonald asked about the height of the ladder. Chief Haacke stated the ladder is 75 feet high and the four story building discussed during the February City Council meeting would not be a problem. Mayor McDonald requested a Motion on this item. The Motion carried by the following vote: Aye: 7- Mayor McDonald, Councilmember Vaughn, Councilmember Finley, Councilmember Kelley Jr., Councilmember Page, Councilmember Gales and Vice Mayor Brown City of Trotwood Page 6 City Council Meeting Minutes March 1, 2021 R21-11 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PURCHASE 40 V300 BODY WORN CAMERAS WITH ACCESSORIES THROUGH WATCH GUARD UNDER A STATE TERM SCHEDULE CONTRACT (STS#573077-0) FOR A TOTAL COST NOT TO EXCEED $82,000.00. Attachments: R21-11 R21-11 Attachment City Manager Pope explained the Police Department has been working for some time to purchase body cameras. Police Chief Erik Wilson stated they are requesting approval from Council to purchase 40 body worn cameras and the subsequent equipment that goes along with operating the system. The cameras come with a three (3) year no-fault warranty and the necessary licensing fees. Mayor McDonald requested a Motion on this item. Clerk of Council: Announcements Clerk Landis made the following announcements: Homefull Mobile Grocery will be opening back up this month. They will be at the Trotwood Church of the Brethren on the first and third Friday of each month from 1-4 p.m. and at the Miami Valley Child Development Center at 2900 Shiloh Springs Road on the second and fourth Friday of each month from 1-4 p.m. Applications for Central State University's produce Incubator Farm Program are due this Friday, March 5th. The City and the Chamber of Commerce are holding a virtual Entrepreneur Summit on Saturday, March 20th from 11 a.m. - 2 p.m. Further details can be found on the City's website. XIII.
