Special Presentations PR27-24 Service Updates from Greater Dayton Regional Transit Authority (RTA) Presented by Brandon Policicchio Chief Customer and Business Development Officer, RTA Attachments: PR27-24 Presentation Clerk Landis introduced Brandon Policicchio, Chief Customer and Business Development Officer with the Greater Dayton Regional Transit Authority (RTA). Mr. Policicchio reviewed service updates in the City of Trotwood. He also shared that fares will increase incrementally between this month (September 2024) and January 2026. Mayor Page asked what the new fares would be and Mr. Policicchio stated that the details are on their website. He added that they have not increased fares since 2018 and that this is necessary due to the increased costs to provide services. He also commented that RTA is currently hiring. Council Member Vaughn asked about not requiring a CDL license for new hires. Mr. Policicchio explained that RTA will pay the expenses for a new hire to obtain their CDL license, including the permit fee. Council Member Finley thanked Mr. Policicchio and asked if there are any plans to address the safety and appearance of the small landing pads along Olive Road. Mr. Policicchio said that he would gladly meet with Deputy City Manager Stephanie Kellum to discuss future amenities and mentioned that there are community grant programs that could help make improvements to the current accessibility pads. City of Trotwood Page 4 City Council Meeting Minutes - Final September 3, 2024 24-14 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to draft an ordinance requesting the State of Ohio Director of Transportation modify the speed limit to 45 mph on Westbrook Road within the City of Trotwood, Ohio, from Diamond Mill Road east to Salem Avenue (State Route 49), and further, to modify the speed limit to 35 mph on Westbrook Road within the City of Trotwood, Ohio, from Salem Avenue (State Route 49) east to Main Street (State Route 48). City Manager Pope explained that this ordinance will revise the amount of his spending authority in accordance with the Ohio Revised Code and that it should be enacted as an emergency so that it will go into effect immediately. City Manager Pope explained that this legislation is similar to Ordinance No. OR12-24 and would grant a right of way and easement on City-owned property to The Dayton Power and Light Company in order for them to run electricity to a new home. Resolutions City of Trotwood Page 8 City Council Meeting Minutes - Final September 3, 2024 R24-66 A RESOLUTION BY THE TROTWOOD CITY COUNCIL ESTABLISHING VARIOUS PERMIT FEES, ADMINISTRATIVE FEES AND SERVICE CHARGES TO BE COLLECTED BY THE CITY OF TROTWOOD, OHIO. Attachments: R24-66 R24-66 Exhibit A City Manager Pope explained that every year staff conducts an analysis of the City's fees and charges. Deputy City Manager Stephanie Kellum stated that there are two areas with changes, cemeteries and public records. She shared that an exhaustive study of cemetery fees was conducted by Clerk Landis and Public Works staff because the City's fees have not been revised in almost 20 years. She added that they considered the fees from 10-12 other public cemeteries before making their recommendations. Deputy City Manager Kellum also stated that Clerk Landis worked with the law office on recommended changes to the fees for copies of public records. Council Member Finley shared that she received a couple of phone calls pertaining to water bills and a fee charged when using a debit card. She asked if this new fee has been shared publicly. Deputy City Manager Kellum stated that this fee is in line with other jurisdictions and that the details have been shared with the public, to include the City's website. She explained that for many years the City has absorbed these third-party fees. Council Member Finley asked if the City incurs a fee and, how much of that fee is charged to residents. Deputy City Manger Kellum explained that the City is simply passing along the third-party fee. Council Member Finley asked if the City has looked into increasing the fees for code violations for commercial businesses like Consumer Square. Deputy City Manager Kellum explained that Consumer Squire is an issue completely different from regular fees. Law Director Chris Conard added that prior to him, Consumer Square was in bankruptcy and with that comes certain protections. He added that a call was held within 60 days of the new owner taking over to be certain there would be efforts to improve the property. Law Director Conard understands that it does not appear those improvements are happening fast enough and that steps need to be taken to ensure something is done. City Manager Pope shared that the City purchases their water from the City of Dayton and that Dayton's rates have increased substantially over the years. He explained that the City has been absorbing the rate increases, then emphasized that the City will have to increase rates sooner than later. He added that many other communities who get their water from the City of Dayton are having the same issue and that water is a big revenue source for Dayton. City Manager Pope shared that some time ago, Mr. Powell from the City of Dayton presented rate increase information to City Council and that he has tried to contact him for further details. Deputy City Manager Kellum added that residents who have their account with Montgomery County are already paying higher rates. City Manager Pope shared that the City of Trotwood has three water sources: the City of Trotwood, Jefferson Authority, and Montgomery County. IN THE CITY OF TROTWOOD. Attachments: R24-67 R24-67 Exhibit 1 TCIC Executive Director Chad Downing shared that this resolution relates to the next phase of the Gordon Food Service (GFS) project, which will be the development of a commissary where they will produce their branded foods to distribute throughout the region. He added that through this project, GFS expects to create approximately 31 new jobs and use approximately 10,000 square foot of space for a full-service kitchen. Director Dowing stated that the City's application was submitted to Montgomery County for $150,000 and although the full amount was not awarded, the City did receive $75,000. Director Downing then reiterated that this resolution is for the agreement between the City and Montgomery County in order to accept the grant. AND AUTHORIZING $75,000.00 IN ECONOMIC DEVELOPMENT/ GOVERNMENT EQUITY (ED/GE) PROGRAM FUNDS TO BE PROVIDED TO GORDON FOOD SERVICE, INC. FOR FUNDING SUPPORT. Attachments: R24-68 R24-68 Exhibit 1 City Manager Pope explained that this resolution is also regarding the grant from Montgomery County for Gordon Food Service and it is the agreement between the City and GFS. He went on to say that this agreement outlines how the City will administer the grant funds. Director Downing added that the grant will be awarded with a 50% draw at a certain point during construction, and the following two draws will be tied to the hiring of new employees. He added that the anticipated completion date is January 2025. Mayor Page asked Director Downing to clarify the details of the agreement. Director Downing restated that the draws are tied to the established outcomes and further, GFS cannot spend the money on just anything, only fixed assets within the building. Council Member Finley asked how many jobs are to be created and the nature of said jobs. Director Downing stated that 31 jobs will be created and they will be for cooks and delivery drivers. Ms. Katrina Coleman, 9 Oak Street, thanked City staff for implementing the notification system because it provides information to residents for things like Rumpke, construction, etc. She explained that she contacted Montgomery County to learn more about the upcoming bridge closure and was pleased to hear that they are coordinating their work with the City so not to interrupt the flow of traffic. Also, she thanked the Code Enforcement Department because they have been working to address a nearby property that recently had a fire. Ms. Stephanie Fritz, 70 Brookhaven Drive, informed Council that T&B Inc. is a non-profit organization and they want to have a Unity Against Violence event to address youth violence. Their goal is for children to see that there are many other positive things they could be doing and if we want to see a change, we have to step up and make a change. Ms. Fritz shared that they want to have an event at Madison Park on September 21st from 1:00 - 5:00 p.m. and she encouraged the Trotwood Police Department to participate so that they can develop a bond with the children. She added that their message is to let kids know it is OK to call the police, it is OK not to be afraid when they see police, and the group would like to bring back activites like hopscotch and double dutch. Mr. Ryan Spence, 508 North Union Road, shared that he is speaking on behalf of several community members and they have several problem houses in their area. One house that is a constant problem has many thefts, stolen vehicles, scrapping, burning copper in the yard, etc. Further, another house where an elderly lady passed away was taken over and is now falling apart. Mr. Spence asked what more they can do about these problems. Mayor Page thanked Mr. Spence and told him that someone would be contacting him and that she appreciated him coming forward because they can't help if they don't know about an issue. Mr. Spence agreed and said they let it go on too long. Council Member Vaughn asked how long this has been going on. Mr. Spence stated that the people squatted there at least two years ago based on when the owner stopped paying taxes per the Auditor's website. Council Member Vaughn asked Mr. Spence if when he says everyone is aware, that includes City administration and law enforcement. Mr. Spence answered yes, the Police Department is very aware of Jerry Knight on Hoover. A representative from the Police Department in the audience acknowledged that he is aware. Council Member Vaughn asked if he has video evidence and pictures; Mr. Spence stated he has videos and pictures. Mayor Page assured Mr. Spence that someone will be contacting him. CLERK OF COUNCIL Clerk Landis announced that the Planning and Zoning Department has begun working on the City's Long-Term Comprehensive Land Use Plan and that as part of the project, two public meetings have been scheduled on Thursday, September 12th. She explained that both meetings will be held at the Community Center and they will focus on fostering discussion regarding housing, business, and future development and investment in the City of Trotwood. Clerk Landis stated that the two meetings will include the same information, just at different times of the day to allow for more citizen participation and that each meeting is expected to last approximately two hours, with the first meeting starting at 1:00 p.m. and the second meeting starting at 6:30 p.m. and that citizens are encouraged to attend. C. CITY MANAGER City Manager Pope had no comments. D. COUNCIL MEMBERS Vice Mayor Brown stated that it is good to be back and thanked Mayor Page for attending the Northgate Neighborhood Watch Association meeting. She shared that a group of residents has been going door-to-door sharing information about neighborhood associations, encouraging residents to attend as the meetings are a more open forum to engage and learn about what is going on in the community. Vice Mayor Brown also discussed the "Let's Talk Turner" forum and is glad to see the collaboration with Harrison Township and to hear ideas from stakeholders. Council Member Vaughn shared that this is a time of great division and he would like to see us grow closer, not further divided. He encouraged everyone to vote however and for whoever you determine to be the best. He suggested that you look at where you were, where you are, and where you want to be. He added that it doesn't have to get worse, and to listen and watch, and judge for yourself. Council Member Vaughn reminded everyone that promises are easily made. He agreed with Ms. Fritz and believes her goals are our responsibilities in order to make this a better place. Council Member Vaughn said to not let anyone tell you that you are bound by your circumstances. He thanked members of the community and City staff, and shared that we always try to do the right thing. He added that this is simply about family. Mayor Page addressed Council Vaughn reminding him that there are seven equal votes on the dais with seven individual minds that have been voted into the office for which they serve. She added that there is no condemnation when one speaks from their heart. City of Trotwood Page 14 City Council Meeting Minutes - Final September 3, 2024 E. MAYOR Mayor Page shared that when she first started in January only staff were attending meetings and she is pleased to see so many residents in attendance. Mayor Page then asked residents to consider volunteering so that they can be a part of all the great things that are coming to Trotwood. She mentioned the new development taking place on Wolf Creek Pike and encouraged everyone to drive around and see the new facilities. Mayor Page also mentioned new homes being built and stated that home ownership is the foundation for generational wealth. Mayor Page thanked the Salem Bend Condo Association for inviting her to their pool party and shared that there were over 50 people at the Northgate Neighborhood Watch Association meeting. She commented that while she has only been in office for nine months, she is very proud of the City and what is happening. Mayor Page then thanked City staff and everyone who works hard for the City. Mayor Page commented that she believes Trotwood is on the move, and that Council needs help because they can't do it alone. XIV.
