Special Presentations PR31-24 Dayton Metro Library, Trotwood Branch Update Presented by Yoonmee Hampson, Branch Manager Clerk Landis announced that Branch Manager Yoonmee Hampson was unable to attend the meeting. City of Trotwood Page 1 City Council Meeting Minutes - Final November 4, 2024 PR32-24 Building Community Preparedness with the American Red Cross Presented by Jean Cline, Disaster Program Manager and Uriah Langmeyer, Community Volunteer Leader Community Volunteer Leader Uriah Langmeyer and Community Disaster Program Manager Jean Cline, both with the Miami Valley Chapter of the Red Cross, discussed building community preparedness within the City of Trotwood, with hopes that community leaders might help recruit volunteers to assist with Red Cross programs. Ms. Cline spoke about disaster relief events, to include responding to single-family fires, multi-family fires, and transportation incidents; and weather-related events. She explained that in these instances, volunteer action team members would respond and provide support and assistant to those impacted by the disaster. Ms. Cline also discussed some of the Red Cross preparedness programs and requested feedback about what programs the community would benefit from, as well as identify community leaders who would like to become involved. Councilwoman Moore asked where and when their CPR classes are offered. Ms. Cline shared that they can conduct courses at any location and at times convenient for the identified participants. Mayor Page added that the City has a designated Red Cross shelter, which is this building, the Community Center, and commented that because of the 2019 tornadoes, preparedness is something very close to the City's heart. Mayor Page asked Ms. Cline about next steps. Ms. Cline asked for volunteers from the City of Trotwood and help identifying volunteer leaders. Councilwoman Moore asked if they have approached local churches and the school district. Ms. Cline stated that she is asking for Council's help to identify these types of groups who may be interested in partnering. Councilwoman Finley shared that she would be honored to volunteer. She also suggested that Ms. Cline connect with our economic development team to see how they can support new businesses in the City of Trotwood. PR33-24 Annual Christmas Tree Lighting Ceremony and Outdoor Holiday Light Contest Presented by Charles Wheeler, Marketing Coordinator Parks and Recreation Department Clerk Landis announced that Marketing Coordinator Charles Wheeler was unable to attend the meeting. Attachments: R24-106 This Resolution was approved. 24-18 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation establishing the annual appropriations for expenses and expenditures of the City of Trotwood for the fiscal year beginning January 1, 2025 through December 31, 2025. The Motion was approved and a Public Hearing will be scheduled. 24-19 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation amending Ordinance No. OR38-23, the annual appropriations for expenses and expenditures for the City of Trotwood for the fiscal year beginning January 1, 2024 through December 31, 2024. The Motion was approved and a Public Hearing will be scheduled. 24-20 A Motion by the Trotwood City Council to schedule a Public Hearing and to authorize the Law Director to prepare legislation adopting the 2025 Wage Scales for full-time and part-time non-union employees of the City of Trotwood. Resolutions R24-99 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN ECONOMIC DEVELOPMENT/GOVERNMENT EQUITY (ED/GE) PROGRAM PROJECT AGREEMENT WITH MONTGOMERY COUNTY ACCEPTING FUNDS IN AN AMOUNT NOT TO EXCEED $225,000.00 TO PROVIDE FUNDING SUPPORT FOR WESTRAFO AMERICA, LLC IN THE CITY OF TROTWOOD. Attachments: R24-99 R24-99 Exhibit 1 TCIC Executive Director Chad Downing shared with Council that this agreement is similar to those offered by the City to other businesses as part of the City's incentive package. He added that this resolution is between Montgomery County and the City of Trotwood, who is the recipient of the grant funds. Director Downing explained that the grant funds can only be used for fixed assets and the draws are tied to job creation so that the funds are not released at one time. Mayor Page requested a Motion to approve Resolution No. R24-99. A Motion was made by Vice Mayor Brown, seconded by Council Member Finley, and the Motion CARRIEDby the following votes: Aye: 7- Council Member Gales, Council Member Moore, Council Member Clark, Council Member Finley, Council Member Vaughn, Vice Mayor Brown and Mayor Page R24-100 A RESOLUTION BY THE TROTWOOD CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ENTER INTO A DEVELOPMENT AGREEMENT WITH WESTRAFO AMERICA, LLC, AND AUTHORIZING $225,000.00 IN ECONOMIC DEVELOPMENT/ GOVERNMENT EQUITY (ED/GE) PROGRAM FUNDS TO BE PROVIDED TO WESTRAFO AKA PROJECT SWIFTY FOR FUNDING SUPPORT. Attachments: R24-100 R24-100 Exhibit A City Manager Pope explained that this Resolution is between the City of Trotwood and Westrafo and it details how the City will administer the grant funds received in Resolution No. R24-99. Director Downing added that this project should be completed by June 2025, with employees in place and the grant funds being fully distributed around September 2025. Mayor Page requested a Motion to approve Resolution No. R24-100. Old and New Business There was no old or new business presented. X. Comments A. PUBLIC COMMENTS: To comment on a topic not scheduled for a Public Hearing, please fill out a Speaker Form and return it to the Clerk of Council BEFORE the start of the meeting. When called upon, proceed to the microphone, state your name and address, and proceed with your comments. You will have three (3) minutes to speak. Mr. Shane English explained that he purchased property on Union Road and was in the process of installing a fence when he received a Cease and Desist Order. He stated that he was told he would need to go to a hearing and obtain a variance to address the placement of the fence. Mr. English asked what a variance is, what happens at the hearing, and what he needs to do to move forward. Mayor Page directed Mr. English to work with Planning and Zoning Administrator Tyler Hauck. Mr. Tywan Corbitt introduced himself and stated that he is the Community Engagement Director for Goodwill Easterseals West Campus. Mr. Corbitt discussed several upcoming events at their facility. Councilwoman Finley suggested that Mr. Corbitt connect with the representatives from the Red Cross so that they can collaborate on certain initiatives. Mr. David Wood stated that he wants to make City Council aware of his concern with certain physicians at Kettering Hospital who he believes mistreated his father and contributed to his father's death. Mr. Woods explained that his father received care at the dialysis center in Trotwood, then went to the hospital where the allegations he is making occurred. He added that he was trespassed from the hospital and that the Civil Rights Commission is investigating this matter. Mr. Woods stated that he wants the CEO of Kettering Hospital fired for the safety of the community. B. Clerk of Council Clerk Landis had no announcements. C. Council Members Council Member Gales congratulated Council Member Moore on earning her doctorate degree. Mayor Page requested a round of applause for Council Member Moore. Council Member Vaughn reminded everyone that tomorrow is a very important day and asked that everyone vote. Council Member Finley also asked everyone to use their voice and vote, but to stay in prayer and that whatever way it turns out is God's will. She asked that everyone do their part and God will do the rest. Council Member Finley then asked City Manager Pope about the lighting in the parking lot as it was extremely dark when she arrived. City Manager Pope agreed and will address the concern. E. Mayor Mayor Page shared information about the ribbon cutting event at Beontag and described the facility as a state-of-the-art factory. Mayor Page mentioned Westrafo, which wasn't even thought about at the beginning of the year and in five short months City staff and the TCIC worked behind the scenes to make the project come to fruition. Mayor Page requested a round of applause for what the City has accomplished. Mayor Page asked everyone to vote. She reiterated that City Council is non-partisan and that they represent all citizens, then shared that she presented to over 300 students at the Trotwood Preparatory and Fitness Academy where discussed the importance of voting and that it is a civic responsibility. Mayor Page reminded residents that they are always welcome to come to the office and speak with her and other council members. XI.
