Mtg.pdf NEWS RELEASE SPECIAL WORKSHOP MEETING JUNE 23, 2014.pdf City Manager Lucking reported there are two 1 mil road levies due to expire on December 31, 2014 (established in 1989 & 2009) supporting the general operations for our city streets in need of repair. Our Public Works Division has provided the overview on how do we address to invest monies into our roadways. This will allow us to pave, resurface and rebuild our infrastructure which is part of the city overall Strategic Plan. We have 411 lane miles with at least 2/3 in need of repair that hasn't been done on a regular basis for over 10 years. Black matt surface coatiing will be used that can last at least 3-5 years. There are risks associated with a 'replacement levy' such as; loss of rollbacks and 13% increase to property owners. If the 'replacement' levy would fail current services would be decreased and we'd suffer more structural problems. The pros of a 'renewal levy" are no new taxes and current services are maintained. Current 1 mil levy established in 1989 generates $170,915.24 which is far below the generation of a 1 mill replacement of $206,000. The replacement cost breakdown covers millage from 1-16 which encompass a 10 year paving program for at least 41 lane miles per year or 410 miles. This cost also incorporates a 13% increase for homeowners due to the rollbacks, but the city remains revenue neutral. The deadline for these levies to be plaved on the general election ballot is August, 2014. Three options for council to consider: 1) replace the current 1 mil levies, 2) add 2 mil levy that would cover 6 lane miles, or 3) add 5 mil's covering 13 lanes. The city streets are rated by traffic counts in all four wards all depending on the volume and their scale of need. Maintaining status quo for both levies is the best option so we do not lose the dollars they generate. In summary, council agreed they would like to renew the 1989 the 1 mil levy (3 year levy) and renew the 2009 1 mil levy (5 year last passed) to be certified at the July 7th council meeting to be certified to the Montgomery County Auditor office. XIII. Motion to Adjourn Mayor Cameron requested a motion to adjourn the meeting. A motion was made by Mr. Kettelle and seconded by Mr. Hankins.
