I. Call to Order: Mayor Joyce S. Cameron
Mayor Cameron called the meeting to order at 6:00 p.m.
II. Pledge of Allegiance and Moment of Silence
III. Roll Call: Clerk of Council
Present: 7 - Mayor Joyce Sutton Cameron, Vice Mayor Barbara Staggs ,
Councilmember Bruce Kettelle, Councilmember Bettye Gales,
Councilmember Rap Hankins, Councilmember Ron Vaughn and
Councilmember Mary McDonald
Staff members present: Michael J. Lucking City Manager, Police Captain John
Porter, Fire Chief Steve Milliken, Jeannie Peyton, Interim Planning and Zoning
Administrator, Sandra L. Riege, Clerk of Council.
Visitors present: Cynthia Monie and Tom Grady.
IV. Motion to Approve the Workshop and Special Agenda
Mayor Cameron requested a motion to approve the workshop and special
meeting agenda. A motion was made by Mr. Hankins, and seconded by Mrs.
Gales. Roll call resulted in the following vote:
Aye: 7- Mayor Cameron, Vice Mayor Staggs, Councilmember Kettelle,
Councilmember Gales, Councilmember Hankins, Councilmember Vaughn
and Councilmember McDonald
V. Motion to Open the Workshop Meeting
Mayor Cameron requested a motion to open the workshop meeting. A motion
was made by Mrs. McDonald and seconded by Vice-Mayor Staggs. Roll call
resulted in the following vote:

A. PR016-15 Citywide Disaster Plan Overview

First Chief Milliken presented an overview of the our revised 2008 citywide
"Disaster Plan". This plan encompasses all levels of local, county, state and
national levels for preparedness of emergency management for all types of
natural disasters, hazardous materials and weather related outages. The city
follows the National Incident Management System (NIMS) Program for the
operations, planning, logistics; and especially the financial and administration
efforts. We have the capability to set up emergency operations centers at 3035
Olive Road (conference room) and Little Richmond Road (fire station 72); and
the Montgomery County Regional Emergency Operations Center. Manuals will
be distributed outlining the responsibilities to the command staff, city council;
and management staff defining their preparedness procedures. Being prepared
by practicing the disaster plan is key to have the knowledge in case a disaster
does happen. The Dayton area Red Cross also has a list of shelters within our
city that will hold a large population if necessary.
B. PR017-15 ALICE Training

Police Captain John Porter with the Trotwood Police Department will be
sponsoring an active shooter training session for all city council, city board
members, city employees this year. The Alert, Lockdown, Inform Counter, and
Evacuate (ALICE) program is to increase an individual's chance of survival
during a possible active shooter or violent event. A two hour classroom
session will take place starting in April; to be completed by July 2015. The
second phase of this will incorporate scenarios and interactive role playing
sometime in the fall. Council would like to open this training to the area
churches if possible. Captain Porter said their sessions would be customize
for their needs.
VII. Motion to Close the Workshop Meeitng
Mayor Cameron requested a motion to close the workshop meeting. A motion
waa made by Vice-Mayor Staggs and seconded by Mr. Hankins to close the
meeting. Roll Call resulted in the following vote:
Aye: 7- Mayor Cameron, Vice Mayor Staggs, Councilmember Kettelle,
Councilmember Gales, Councilmember Hankins, Councilmember Vaughn
and Councilmember McDonald
VIII. Motion to Open the Special Meeting
Mayor Cameron requested to motion to open the open the special meeting at
7:16 p.m. A motion was made by Mr. Hankins and seconded by Mrs. Gales.
Roll Call resulted in the following vote:

A. 15-30 Motion to adjourn into an Executive Session in accordance with the
Trotwood City Charter, Section 3-8, O.R.C. 121.22, personnel related
matter.

Mayor Cameron resulted a motion to adjourn into the Executive Session. A
motion was made by Vice-Mayor Staggs and seconded by Mr. Hankins. Roll
call resulted in the following vote:

Councilmember Gales, Councilmember Hankins, Councilmember Vaughn
and Councilmember McDonald
IX. Motion to Adjourn the Executive Session and Regular meeting
Mayor Cameron requested a motion to adjourn from the Executive Session and
Workshop session at 8:27 p.m. A motion was made by Mrs McDonald and
seconded by Mrs. Gales. The motion passed unaimously.
