Motion to Approve the Special Meeting Agenda Mayor Cameron requested a motion to appprove the meeting agenda. A motion was made by Mr. Kettelle and seconded by Mrs. Gales to approve. Motion to Adjourn into an Executive Session Mayor Cameron requested a motion to adjourn into an Executive Session at 6:05 p.m. A motion was made by Vice Mayor Staggs and seconded by Mrs. Gales. Motion to Open the Public Hearing Mayor Cameron requested a motion to open the Publc hearing. A motion was made by Mrs. Gales and seconded by Mr. Vaughn. OR17-15 AN ORDINANCE EXPRESSING THE CITY’S INTENT TO NEGOTIATE JOINTLY WITH OTHER CITIES IN THE REGION ON ONE PRICE SCHEDULE UNDER WHICH ELECTRIC LIGHT SERVICES SHALL BE FURNISHED TO THE RESIDENTS OF THE CITY FOR THE PURPOSE OF STREET LIGHTING. Mr. Pope said this ordinance is for an agreement with the Miami Valley Communications Council to act on behalf of the City of Trotwood for a full-service agreement for electric light services to negotiate one price. The savings will be $184,000.00. Mayor Cameron requested a motion for Ordinance OR17-15. A motion was made by Vice Mayor Staggs and seconded by Mr. Kettelle to approve OR17-15. R15-83 A RESOLUTION AUTHORIZING THE INTERIM CITY MANAGER TO SETTLE A LITIGATION WITH THE ESTATE OF AGYASI ECTOR AND TO PAY OUT AS THE CITY OF TROTWOOD’S PORTION OF SETTLEMENT AN AMOUNT OF $25,000.00 AS SETTLEMENT OF ANY AND ALL CLAIMS. PR053-15 Community Electric Aggregation legislation to be placed on March 2016 primary ballot, presented by Thomas Bellish, President for Buckeye Energy Brokers, Inc. Attachments: Buckeye Energy Brokers Presentation 10-19-15.ppt Interim City Manager Quincy E. Pope introduced Mr. Thomas Bellish, President of Buckeye Energy Brokers, Inc. who presented details of their electric and natural gas municipal aggregation program. About 65%, or 10,000 homes, can benefit in Trotwood to be eligible for the program. Resident's and some small bjusinesses will have the opportunity to compare pricing. Customers eligible fall into various categories to opt-in or opt-out of the program. Beginning in January 2015 price to compare will be set by 40% of the electric security plan and 60% by auctions. Beginning in January 2016 the price to compare will be set by 100% by auctions which can be much higher than market rates. In order to implement the program a 90 day schedule must be followed to included approval of an agreement and place the question to the voters on the March 8, 2016 primary ballot. Their current price to compare is 5.27 obtained in DP&L. Recent price obtained with Vectren is +9.35. Buckeye has over the years has passed 61 aggregation ballot questions realizing over $40 million in savings here in Ohio. They will market the program, hold educational meetings do mailings and hold two public meetings as part of their process to notify the citizens about their program. All governmental aggregator's buying electricity must be certified by the Public Utilities Commission of Ohio (PUCO). This program will be for small businesses and mostly residential property owners to participate. City of Trotwood Page 4 City Council Workshop Meeting Meeting Minutes - Final October 19, 2015 B. PR055-15 Community Electric Aggregation legislation to be placed on March 2016 primary ballot, presented by Robert Haffner of Schneider Electric. Attachments: Schneider Electric Presentation 10-19-15 Mr. Pope introduced Robert Haffner, Client Development Director for Schneider Electric. Their pricing would be in a all-in-fixed rate that brings more savings per resident. Over the years with the MVCC council Schneider has saved cities about $1.68 million since partnering in 2010. The aggregation pricing will be set utilizing the RFP process for the best optimal rate. Their company will provide customer guidance, education and advocacy to assist the city with the best contract possible. Their costs are disclosed upfront to convert to a kWh charge. Mr. Pope also explained, the voters must authorize to opt-out in an election which will appear on a primary or general election ballot for consideration. If the customer wants to opt-in each customer will have to sign up individually to participate after the city passes a resolution authorizing the large buyer to get the best price for our citizens. C. PR054-15 DP&L’s “Right Tree, Right Place Program”, presented by Jay Young of DP&L Attachments: Right Tree, Right Place Program Information Mr. Pope introduced Mr. Jay Young our Municipal DP&L Representative to explained about their tree program. Citiznes can go to theiw web site at www.dpandl.com/righttree is better understand suitable tree plantings on their property. Two community improvement grants ($50,000.00 for each grant - deadline is January 31, 2016) are available if the city would like to be certified as a Tree City USA. DP&L is also offering neighborhoods and groups of small businesses the opportunity to plant ornamental trees through a partnership with Operation 10000 Cherry Tree Project. DP&L trims tress along 2,100 miles of overhead lines. Citizens needing information about landscaping, where to plant and how insects may affect the trees can visit their website at www.dpandl..com/education/landscaping-information. Customers are responsible for trimming their own lines from the last pole line to their home; call them to make an assessment if there's any question. Mayor Cameron said our Tree Preservation Committee in now inactive. This tree grant becoming available could be a project for them to pursue. Interim City Manager will take under consideration and work with the Clerk of Council to obtain volunteers. XVI. Motion to Adjourn the Workshop City of Trotwood Page 5
