Minutes of the Regular Meeting Troy City Council September 3, 2015 The meeting was called to order at 7:04PM by City Council President Wiltshire. The Pledge of Allegiance was led by Peggy Kownack. The roll being called, the following answered to their names: Council members Galuski, Sullivan-Teta, Bodnar, Robertson, Zalewski, Kopka, Gordon, Wiltshire, and Doherty. Also present were Mayor Rosamilia, Corporation Council Ian Silverman, Adam Sanzone, John Salka and Counsel to the Council Joe Liccardi. The meeting was attended by approximately 80 members of the public. Council voted unanimously to add Resolution #62 to agenda. Council President Wiltshire read a statement thanking the two officers who were injured in Lansingburgh. Public Comment: 1. Rev. Charles Burkes spoke on pulled ordinance #91. 2. Rev. Oscar McLaughlin wanted to speak about ordinance #91 but since it was pulled he just gave his condolences to the police officers and their family. 3. Peggy Kownack spoke on a couple items on the agenda. 4. Ernest Everett spoke on pulled ordinance #91. 5. Angelica Clark spoke on pulled ordinance #91. 6. Elijah English spoke on pulled ordinance #91 and resolution #62. 7. Caami Lawkmen spoke on resolution #62. 8. Naomi Jaffe spoke on pulled ordinance #91 and resolution #62. 9. Collin Thomas spoke on pulled ordinance #91, resolutions #61and #62. 10. Luz Marguez spoke on pulled ordinance #91. 11. Tom Casey spoke on resolution #62 and also pulled ordinance #91. 12. Shawn Mclean spoke on resolution #62 and also pulled ordinance #91. 13. Doris Day spoke on pulled ordinance #91 and resolution #62. 14. Oureloian J. Haloy spoke about the political establishment and the behavior of a Troy police officer during an incident he was involved in. 15. Dometrius X spoke on pulled ordinance #91 and resolution #62. Consideration of Ordinances: 85. Ordinance Approving Settlement of Tax Certiorari Proceedings Instituted by L. Craig Bryce and Helen Bryce Life Estate on the Assessment Roll of the City of Troy. Ordinance passed by a vote of 6 yes and 3 no (Gordon, Robertson and Bodnar) 86. Ordinance Authorizing Settlement of Claim, to wit: Archie J. Davis, v. City ofTroy Police Officers Isaac Bertos, Russell Clements and Dominick Comitale Civil Action No. 1:14-CV-1247. Doherty spoke about all the public comments tonight. He also spoke on the leadership of the TPD is active in discipline appropriations. Ordinance passed by a vote of 8 yes to 1 no (Robertson) 87. Ordinance Authorizing and Directing Sales by the Private Sale Method of City- Owned Real Properties. Ordinance passed by a vote of 8 yes to 1 abstain (Gordon) 88. Ordinance Authorizing Settlement of Claim, to wit: State Farm Mutual Automobile Insurance Company a/s/o Joyce Farrell v. the City of Troy and Frank J. Iachetta Index No. 123528. Ordinance passed by a vote of 8 yes to 1 abstain (Gordon) Pulled by Mayor 90. Ordinance Amending the 2015 City Budget to Transfer Funds Within the Water and Sewer Fund Budget Lines. Consideration of Resolutions: 52. TABLED - Resolution Authorizing Issuance of a Commercial Lessor's Bingo License to Bingo Green, Inc. D/B/A "Troy Atrium Bingo." Untabled by Zalewski, 2nd by Gordon- passed by unanimous Resolution passed by unanimous vote 57. Resolution Approving the City ofTroy Application to the New York State Environmental Facilities Corporation for a Grant Under the NYS Water Grant Program. Resolution passed by unanimous vote 58. Resolution Authorizing The Mayor To Execute A Memorandum Of Understanding With The Troy Community Land Bank For Strategic Redevelopment Planning And In- Kind Services To Be Provided To The Land Bank. Resolution passed by unanimous vote 61. Resolution Ratifying The Mayor's Execution Of A Memorandum Of Agreement With Monolith Solar Pursuant To Resolution 23 Passed By The City Council On March 5, 2015 Sullivan-Teta asked about language changes. Silverman stated resolution# 60 was done at the last minute; after getting more information he decided to create a new more detailed piece of legislation. Kopka asked the rep from Monolith what the projected savings in the first year would be for the city. Monolith rep stated in the first full year about 200,000 in savings. He then spoke about the time line based on the grant it needs to be completed by end of2016. Wiltshire thanked the reps from Monolith Solar. He stated it has been a long process but will be a great thing for the city. Zalewski asked if the 200,000 was a cap on the city's savings. Monolith stated that is just the projection for the 1st year; it definitely will increase over time. Zalewski asked about exhibit A and the filled in version needing to be sent for the final addition to the legislation. Resolution passed by unanimous vote 62. ADD ON- Resolution of the Mayor and the City Council Supporting, Recognizing and Honoring the Members of the Troy Police Department for Their Efforts to Foster a Safe City. Doherty spoke in support of this legislation. Zalewski stated his support of this legislation. Gordon spoke in support of this legislation. Robertson spoke about this legislation and her reasons for supporting it. Kopka motioned to amend resolution 62 to remove the word (proactively) from the 4th where as.
