Public Utilities Committee Meeting
Troy City Council
April 14, 2016
6:00 pm
Public Utilities Chairman Bodnar started the meeting as a workshop as he did not have a
quorum. In attendance for the workshop were Council President Mantello, Council Members
Ashe-McPherson and Doherty, Deputy Mayor Kurzejeski, Corporation Counsel Glasheen and
Chris Wheland,
Bodnar asked Chris to give an update on Campbell Ave. Chris stated that paving will begin on
Monday, April 18, 2016 at 9:00 am and reopen Wednesday, April 20, 2016 at 5:00 pm. Traffic
will be detoured using the same detour as last time.
Council Member Donohue arrived at 6:09 pm and Chairman Bodnar called the meeting to order.
Roll Call: Committee Chair Bodnar and Committee member Donohue were present. Sullivan-
Teta arrived at 6:25 pm.
Chris continued about the Campbell Ave paving schedule and stated Monday they will dig out
and Tuesday is concrete. Chris stated they use concrete as it holds heavier trucks
Chris stated there is another line that’s starts at the firehouse to Franklin Terrace that that needs
repair and they will also repair this line but it is patch. Chris stated there are better options but
there is no sewer fund balance. Bodnar asked if Police will bring signs for the detour and
encouraged a follow up with Police. Monica stated she contacted the business and will follow up
with Police and Fire.
Bodnar asked about the status of the fleet. Chris stated they are in need of a dump truck and two
utility vehicles.
Upon the discussion of procedures for reporting a water and sewer issue, Chris stated there are
two 24 hour emergency phone numbers. 518-237-0241 and 518-237-0611. The person on call
will contact the supervisors and evaluate the problem.
Chris stated there are 74 employees in in water and sewer. Dean Bodnar stated that 2 years ago
this committee took a tour the Public Utilities operations and that 20 years ago the department
had 150 employees. Chris stated he would like more employees so he would not have to hire
consultants. Erin noted that the water billing department is at City Hall. Complaints about billing
are handled at City Hall by a Water Advisory Committee. The committee meets weekly. Dean
asked about the replacement timeline for meters. Chris said it’s a 10 year plan and we will
complete in two to three years..
Sullivan-Teta made a motion to adjourn, 2nd by Donohue.
