Minutes of the Finance Meeting Troy City Council May 4, 2017 5:30 PM The meeting was called to order at 5:33 pm by Council President Mantello Pledge of Allegiance – Council Member Bodnar Roll Call: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. Also present Mayor Madden, Deputy Mayor Kurzejeski, and Corporation Counsel Caruso. Consideration of Ordinances: 42. Ordinance Approving Settlement Of Tax Certiorari Proceedings Instituted By House Corporation Of Phi Gamma Delta On The Assessment Roll Of The City Of Troy Council President stated that Assessor Martin appraised the property at approximately $400,000 and then there were additions to the property and Martin then appraised the property at approximately $900,000 as did the Board of Assessment and GAAR. She further stated that Empire State appraised the property at approximately $400,000. Council President Mantello questioned future assessments and the reliance of our data. Corporation Counsel Caruso stated the appraiser for the fraternity assessed at $420,000 and the City re-evaluated at $475,000 and the property is back on the tax rolls, it’s assessed at a fair value and we do not have pay out any money. Mayor Madden explained the assessor works with industry standards and an appraiser has a certain certification and will look at finer details as it is a whole different discipline. Council member Donohue stated in the future it would be better to have more detailed information as the information that came afterward was very important as he voted no initially. Council member Bodnar stated that correspondence from Deputy Corporation Counsel Vincelette was enlightening as a church doesn’t pay taxes and their assessment can creep up, however, when the day comes when they may have to close the church the assessed value becomes relevant and he will now support. Council member Ashe-McPherson stated the additional information made this clear and she will now vote yes.
