Minutes of the Finance Meeting Troy City Council July 19, 2017 6:00 PM The meeting was called to order at 6:01 pm by Council President Mantello 2nd Quarter Financial Report by Deputy Comptroller Piotrowski. Council President Mantello offered the Council members the option of meeting individually with Piotrowski or having him give a full detailed report at the meeting. The Council concurred they would individually meet with Deputy Comptroller Piotrowski if they had questions. Council President Mantello stated she wanted to go on the record that her concern is about the $2.2 million transfer out of the water fund. Pledge of Allegiance – Chief Tedesco Roll Call: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. Also present Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Caruso, Chief Tedesco, Deputy Comptroller Piotrowski, Superintendent of Public Utilities Chris Wheland and Deputy Director of Public Information. Also in attendance were two members of the public. Consideration of Ordinances ORD #61 ORDINANCE AUTHORIZING AND DIRECTING THE RECONVEYANCE OF CITY-OWNED REAL PROPERTY Council Member McGrath asked if these were the prior owners that paid in full. Deputy Comptroller Piotrowski responded yes, and it is for any tax that it is outstanding. Council Member Kopka asked how many times we have seen these properties going through foreclosure process. Deputy Comptroller Piotrowski responded that none are prior. Ordinance passes 8 yes, 1 no (Kopka) ORD #62 ORDINANCE AUTHORIZING AND DIRECTING THE RECONVEYANCE OF CITY-OWNED REAL PROPERTY Ordinance passes 8 yes, 1 no (Kopka) ORD #63 ORDINANCE AUTHORIZING AND DIRECTING THE RECONVEYANCE OF CITY-OWNED REAL PROPERTY Ordinance passes 8 yes, 1 no (Kopka) ORD #64 ORDINANCE AUTHORIZING AND DIRECTING THE RECONVEYANCE OF CITY-OWNED REAL PROPERTY Council Member Bodnar asked if it true that they were never sent a water bill that they didn’t get billed from 2013. Wheland responded that is correct and they came into existence when we changed from our old style of meter reading and the account fell through the cracks. He further stated that the meter was installed but it was never read as the property is close to the border of Brunswick and it was never added to the computer system. Council Member Donohue asked how many more have slipped through the cracks. Wheland stated as far as he knows there are none. Ordinance passes by a unanimous vote ORD #65 ORDINANCE AMENDING THE 2017 WATER FUND BUDGET Ordinance passes by a unanimous vote  ORD #66 ORDINANCE AMENDING THE 2017 SEWER FUND BUDGET Ordinance passes by a unanimous vote ORD #67 ORDINANCE AMENDING THE CAPITAL PROJECTS FUND BUDGET Ordinance passes by a unanimous vote ORD #68 ORDINANCE AMENDING THE CAPITAL PROJECTS FUND BUDGET Ordinance passes by a unanimous vote ORD #69 ORDINANCE AUTHORIZING THE CITY COMPTROLLER’S OFFICE TO CREATE A CAPITAL PROJECT ENTITLED LEONARD HOSPITAL DEMOLITION AND AMEND THE CAPITAL PROJCETS FUND BUDGET TO APPROPRIATE THE FUNDING FOR SAID CAPITAL PROJECT Council President Mantello asks if we can authorize this before the bonding is issued in next February. Deputy Comptroller Piotrowski responded yes and this sets up the project for future spending. Council Member Bodnar stated he is glad to see the separate project accounts set up as it had not been done in the past. Council Member McGrath asked how many developers have come in as he is not trying to spend taxpayer’s dollars. Council President Mantello asked the Deputy Mayor Kurzejeski if they are going out with a proposal to for developers. Deputy Mayor Kurzejeski stated that and RFP will go out after all of the CFA process is completed she further explained that the grants that are applicable and under the CFA program will have to have some sort of an economic development activity and that is why we will have to have an RFP first and select a developer. She further stated if the RESTORE grant is available it will come out in September/October. Ordinance passes 8 yes, 1 no (McGrath) ORD #70 ORDINANCE AUTHORIZING THE CITY COMPTROLLER’S OFFICE TO CLOSE COMPLETED FISCAL YEARS OF THE EMERGENCY SHELTER GRANT PROGRAM Ordinance passes by a unanimous vote ORD #71 ORDINANCE AUTHORIZING THE CITY COMPTROLLER’S OFFICE TO CLOSE COMPLETED FISCAL YEARS OF THE HOME INVESTMENT PARTNERSHIP PROGRAM Ordinance passes by a unanimous vote ORD #72 ORDINANCE AUTHORIZING THE CITY COMPTROLLER’S OFFICE TO CLOSE COMPLETED FISCAL YEARS OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM PURSUANT TO THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 Ordinance passes by a unanimous vote ORD #73 ORDINANCE AUTHORIZING THE CITY COMPTROLLER’S OFFICE TO CREATE A CAPITAL PROJECT ENTITLED EMERGENCY DEMOLITION AND AMEND THE CAPITAL PROJECTS FUND BUDGET TO APPROPRIATE THE FUNDING FOR SAID CAPITAL PROJECT Council Member Ashe-McPherson asked if there are any buildings earmarked. Deputy Mayor Kurzejeski stated they are looking at property on 5th Ave. near the fire station and one on 4th Street. Ordinance passes by a unanimous vote  ORD #74 ORDINANCE AMENDING THE FEDERAL ASSET FORFEITURE SPECIAL REVENUE BUDGET TO RECOGNIZE ADDITIONAL FEDERAL ASSET REVENUES AND APPROPRIATE FUNDS Chief Tedesco addressed the Council regarding technology upgrades for the vehicles, AXON (Tasers) and facility upgrades. Ordinance passes by a unanimous vote ORD #75 ORDINANCE AMENDING THE 2017 GENERAL FUND BUDGET TO ACCEPT FUNDS FROM THE NEW YORK STATE DIVISION OF GUN INVOLVED VIOLENCE ELIMINATION (GIVE) AND APPROPRIATE FUNDS Ordinance passes by a unanimous vote ORD #76 ORDINANCE AMENDING THE 2017 GENERAL FUND BUDGET Ordinance passes by a unanimous vote ORD #77 ORDINANCE AMENDING THE SPECIAL REVENUE BUDGET TO ACCEPT FUNDING FROM THE NEW YORK STATE DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES CRITICAL INFRASTRUCTURE GRANT PROGRAM (CIGP) AND APPROPRIATE FUNDS Ordinance passes by a unanimous vote Adjournment Motion to adjourn – Ashe-McPherson, 2nd McGrath Meeting adjourned 6:52 pm An audio recording of the meeting is on file in the City Clerk’s Office Patti O’Brien City Clerk
