Minutes of the Regular Meeting Troy City Council October 5, 2017 7:00 pm The meeting was called to order at 7:00 pm by Council President Mantello. The Pledge of Allegiance was led by Deputy Comptroller Piotrowski The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Ashe-McPherson and Council President Mantello. Absent: Council Member Sullivan-Teta In attendance were Mayor Madden, Chief Tedesco, Deputy Comptroller Piotrowski and Corporation Counsel Caruso. There were approximately ten members of the public. Good News – The Council recognized Team Hero. Public Forum: Jason Harlow commented on Local Law #1, Ordinances #98, #101, #104, #105 and #106. Council President Mantello stated the Public Hearing for Local Law #1 is scheduled for October 18, 2017 at 5:30 p.m. CONSIDERATION OF ORDINANCES 97. Ordinance Amending The 2017 General Fund And Capital Projects Fund Budget. Ordinance passes by a unanimous vote 98. Ordinance Amending The 2017 General Fund Budget. Council President Mantello asked if the Frear Park Ice Rink transfer is for the roof. Deputy Comptroller Piotrowski responded that the funding is for the remainder of the year. Ordinance passes by a unanimous vote 99. Ordinance Authorizing The Mayor To Execute All Necessary And Essential Documentation To Purchase Real Property Interests Required Under The South Troy Industrial Park Road Project – Pursuant To P.I.N. 1754.59. Council President Mantello asked if the administration would come back to the Council for the eminent domain. Corporation Counsel Caruso stated he did not believe so. Council Member McGrath asked if there is litigation and we go to court would we handle the case or sub it out. Corporation Counsel Caruso responded that it would probably be handled in house and that very few people challenge it. Ordinance passes by 6 yes, 2 no (Ashe-McPherson, McGrath) 100. Ordinance Amending The Capital Projects Fund. Ordinance passes 7 yes, 1 no (Ashe-McPherson) 101. Ordinance Amending The 2017 General Fund And Special Grants Funds. Council Member Bodnar stated the City spent approximately $35,000 more than what had been budgeted on the Comprehensive Plan and this is not a contractor overrun but the city who chose to spend it for good reasons. Council President Mantello stated the Comprehensive Plan cost close to $1,000,000 and two years later we still don’t have it. She stated that Urban Strategies did not do their full job and that’s why we had to add the $35,000. She further stated the Council was informed at the Finance meeting that this needed be paid or we would not get the Comprehensive Plan and that we should have the plan within a month. Ordinance passes by a unanimous vote 102. Ordinance Amending The Capital Projects Fund To Allocate Funding From The Debt Service Fund To Correct Project Funding. Ordinance passes by a unanimous vote 103. Ordinance Amending The 2017 General Fund And Capital Projects Fund Budget. Ordinance passes by a unanimous vote 104. Ordinance Amending The 2017 General Fund Budget To Appropriate Additional Funding From The NYS Governor’s Traffic Safety Committee For Police Traffic Services. Council President Mantello asked Chief Tedesco about the recently published statistics for traffic. Chief Tedesco stated that based on 2016 statistics, Troy issued over 6000 speeding tickets while neighboring communities issued 1500 tickets. Ordinance passes by a unanimous vote 105. Ordinance Amending The 2017 General Fund Budget To Appropriate Additional Funding From The NYS Governor’s Traffic Safety Committee For The Child Passenger Safety Program. Ordinance passes by a unanimous vote 106. Ordinance Amending The 2017 General Fund Budget To Appropriate Additional Funding From The NYS Governor’s Traffic Safety Committee For Pedestrian/Bicyclist Education And Enforcement. Ordinance passes by a unanimous vote 107. Ordinance Amending The Capital Projects Fund. Council Member Bodnar stated it is nice to see the Office of Court Administration (OCA) pay us a little bit of money to build a new courtroom that cost us more than $1,000,000 as a result of them giving us a third judgeship. He further stated that OCA did not tell us at that point (third judgeship) that we had to build a new courtroom. Council Member Ashe-McPherson asked if this is for the downstairs of the police station. Deputy Comptroller Piotrowski stated it is specific for the court. Council President Mantello asked for an estimate date of completion. Chief Tedesco responded within 45 days. Ordinance passes by a unanimous vote 108. Ordinance Amending The Capital Projects Fund Budget. Ordinance passes by a unanimous vote CONSIDERATION OF RESOLUTIONS 76.
