Minutes of the Finance Meeting Troy City Council November 2, 2017 6:00 PM The meeting was called to order at 6:00 pm by Council President Mantello Pledge of Allegiance – Deputy Comptroller Andy Piotrowski Roll Call: Council Member Gulli, Council Member Sullivan-Teta, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka (arrived at 6:08 p.m.) Council Member Donohue, Council Member Ashe-McPherson and Council President Mantello. Also present were Mayor Madden, Deputy Mayor Kurzejeski, Deputy Comptroller Andy Piotrowski, Corporation Counsel Caruso and Deputy Director of Public Information John Salka. There were two members of the public CONSIDERATION OF ORDINANCES 113. Ordinance Amending The 2017 General Fund Budget. Ordinance passed by a unanimous vote 114. Ordinance Amending The 2017 Water Fund Budget. Ordinance passed by a unanimous vote 115. Ordinance Amending The 2017 Sewer Fund Budget. Ordinance passed by a unanimous vote CONSIDERATION OF RESOLUTIONS 80. Resolution To Amend The Lease Agreement With Monolith Solar Associates LLC James Villanueva, General Counsel for Monolith Solar Associates addressed the Council and stated this is an amendment to the Monolith Solar agreement from two years ago at the Troy landfill. He further stated the amendment is to show more detail and an accurate reflection of where the panels are and noted the panels are around the perimeter. Council President Mantello asked the size of the panels and Villanueva estimated the panels take up 1 to 1.5 acres. Council President Mantello asked if this easement is for the connection, Villanueva stated the easement is for the connection of the panels to the utility grid. Council Member McGrath asked if this will affect any private property. Villanueva stated no, that it is only at the landfill. Council President Mantello asked if Monolith is paying the City and Villanueva stated the agreement with the city is to provide power through the solar panels and the city is only paying for the power that is produced and all of the other costs are absorbed by Monolith. Council President Mantello asked Corporation Counsel Caruso to get the Council the rate. Resolution passed by a unanimous vote. 81. Resolution Authorizing The Mayor To Execute An Easement With Niagara Mohawk Power Corporation To Supply Power To1 Landfill Road Troy New York Council Member Bodnar asked if it was ok to use the name Niagara Mohawk instead of National Grid. Corporation Counsel stated he spoke with them and it is ok. Resolution passed by a unanimous vote. 82. Resolution Authorizing The Mayor To Finalize And Execute An Agreement Between The City Of Troy And The County Of Rensselaer Relating To Oakwood Avenue Snow Removal Resolution passed by a unanimous vote 83. Resolution Authorizing The Implementation And Funding In The First Instance 100% Of The Federal-Aid And State “Marchiselli” Program-Aid Eligible Costs, Of A Transportation Federal-Aid Project, And Appropriating Funds Therefore Council Member Doherty noted that under section C the responsibilities for construction are not approved. Deputy Comptroller Andy Piotrowski stated this is for the right of way only.
