Minutes of the Special Meeting Troy City Council November 28, 2017 7:00 pm The meeting was called to order at 7:00 p.m. by Council President Mantello Pledge of Allegiance: Marie Gavazzi Roll Call: The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Caruso, Deputy Comptroller Piotrowski and Deputy Director of Public Information John Salka. Public Comment: none Consideration of Resolutions 97. Resolution Adopting The Mayor’s Recommended Budget For The City Of Troy For Fiscal Year 2018 Or Adopting An Amended Budget For The City Of Troy For Fiscal Year 2018. Council President Mantello requested a slow roll. Resolution failed 2 yes (Doherty, Kopka), 7 no Consideration of Ordinances 130. Ordinance Appropriating The Various Amounts Of Funds In The City Of Troy Budget For Fiscal Year 2018 And Levying Taxes On All Taxable Property Within The City Of Troy In The Amount Required To Be Raised By Property Taxes In The City Of Troy For The Fiscal Year 2018 Budget. Council member Doherty stated there will be a severe impact on our ability to function financially if we do not pass this. Council Member McGrath clarified that this ordinance is for the Mayor to send out the tax bills, and the tax bills will be minus the $2.9 million. Council Member Ashe-McPherson asked Deputy Comptroller Piotrowski to explain ordinance #130. Deputy Comptroller Piotrowski responded that ordinance #130 appropriates the funds from the budget to the individual line items and it allows the authority to issue tax bills. Council Member Gulli asked what the $750,000 difference is in section 4 to section 5 of the ordinance. Deputy Comptroller Piotrowski stated that it is the tax overlay and it’s the amount of extra money that needs to be levied to insure that we receive the total revenue that is required for the budget. Council President Mantello stated there is no local law to override the tax cap so the Council is not imposing additional taxes under this ordinance. She further stated that the $2.9 million proposed trash fee was proposed illegally because the code does not allow for it and it was voted down in General Services. Council President Mantello further stated that this ordinance will allow for the tax bills to be sent out.
