Minutes of the TROY CITY COUNCIL FINANCE STANDING COMMITTEE January 11, 2018 6:00 P.M. The meeting was called to order at 6:02 p.m. by Council President Mantello Pledge of Allegiance: Coleen Paratore Roll Call: The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Paratore, Council Member Cummings, Council Member Bissember, Council Member Kennedy, Council President Mantello, Chair In attendance were Mayor Patrick Madden, Deputy Mayor Monica Kurzejeski, Deputy Comptroller Andy Piotrowski, Deputy Director of Public Information John Salka, Corporation Counsel James Caruso, Commissioner of Planning & Economic Development Steven Strichman, Fire Chief Thomas Garrett, and Superintendent of Public Utilities Chris Wheland. Approximately 30 members of the public attended. Public Forum: Jim Conroy, 125 Second Street, spoke in favor of Ordinance 2. Richard Kiernan and Yolanda DerArakelian, 82 and 84 Ferry Street, spoke against Ordinance 2. Bob and Maria Decker, prospective buyers of 84 Ferry Street, wish to be notified if deal falls through. Bob Decker distributed a drawing of their proposed business at 84 and 86 Ferry Street. ORDINANCES 2. Ordinance Authorizing And Directing Sales By The Proposal Sale Method Of City-Owned Real Properties. (Council President Mantello) (At The Request Of The Administration) Strichman gave an overview of the proposal. Questions from Mantello, Cummings, Gulli, McGrath. Resolution Determining That Proposed Action Is A Type II Action For Purposes Of The New York State Environmental Quality Review Act. Bond Resolution Of The City Of Troy, New York, Authorizing The Issuance Of $3,500,000 Serial Bonds To Finance The Cost Of The Reconstruction Of The City Water System.
