Minutes of the TROY CITY COUNCIL SPECIAL MEETING October 15, 2019 5:30 P.M. The meeting was called to order at 5:30 p.m. by Council President Mantello. Pledge of Allegiance Roll Call: The roll being called, the following answered to their names: Council Member Gulli, Council Member Paratore, Council Member Cummings, Council Member Bissember, Council President Mantello, Chair. Council Member Garrett and Council Member Kennedy arrived at 5:35 p.m. No members of the public attended. Public Forum: No one came forward. 73. Resolution Acknowledging Receipt Of The Mayor’s 2020 Recommended City Budget And Setting The Dates Of The Public Hearings On The Proposed Budget Estimates For 2020 (Council President Mantello) Resolution was amended to change General Services and Public Safety meeting times. Resolution passed 7 ayes, 0 nos. Adjournment The meeting adjourned at 5:37 p.m. An audio recording of this meeting is on file at the City Clerk's office.

TROY CITY COUNCIL SPECIAL MEETING AGENDA October 15, 2019 5:30 P.M. Pledge of Allegiance Roll Call Public Forum LOCAL LAW ORDINANCES RESOLUTIONS 73. Resolution Acknowledging Receipt Of The Mayor’s 2020 Recommended City Budget And Setting The Dates Of The Public Hearings On The Proposed Budget Estimates For 2020 (Council President Mantello) RES73 RESOLUTION ACKNOWLEDGING RECEIPT OF THE MAYOR’S 2020 RECOMMENDED CITY BUDGET AND SETTING THE DATES OF THE PUBLIC HEARINGS ON THE PROPOSED BUDGET ESTIMATES FOR 2020 __________________________________________________________________________________ WHEREAS, pursuant to §C-47 (E) (1) of the Troy City Charter, Mayor Patrick Madden, no later than October 10, 2019 shall file the Mayor’s 2020 Budget Message and Recommended 2020 Budget for the City of Troy (“City”) with the Troy City Clerk; and WHEREAS, pursuant §C-47 (F) of the Charter, the City Council is required to conduct a special meeting no later than October 15, 2019 to refer the recommended budget to the City Council’s Finance Committee, which shall in turn refer the budget recommendations for the City Departments to the appropriate standing committees of the City Council for preliminary public hearings regarding the portion of the recommended 2020 City Budget applicable to the respective standing committees; and WHEREAS, pursuant to §C-47 (H) (1) of the Charter, following the above preliminary public hearings by the Finance Committee and other standing committees, the various committees shall issue reports of their respective hearings to the City Clerk no later than November 15, 2019; and WHEREAS, pursuant §C-47 (I) of the Charter, subsequent to the filing of the above reports, the Mayor, the Budget Officer, and the City Council shall convene to review suggested changes to the recommended 2020 City Budget; and WHEREAS, pursuant to §C-47 (J) of the Charter, subsequent to the above meeting, the City Council or the Finance Committee shall meet for the purpose of holding a final public hearing on the estimates contained in the proposed 2020 City Budget; and WHEREAS, pursuant to §C-47 (K) of the Charter, subsequent to the above public hearing, the City Council shall hold a special meeting on or before December 1, 2019 or December 2, 2019 if December 1 falls on a Sunday, for the purpose of a passing a resolution to adopt the recommended 2020 City Budget or to amend and adopt the 2020 recommended City Budget as amended and to submit the same to the Mayor for approval. NOW, THEREFORE, BE IT RESOLVED, that the City Council acknowledges the filing and receipt of the Mayor’s 2020 Budget Message and recommended 2020 City Budget; and BE IT FURTHER RESOLVED, that the City Council shall hold a special meeting on Tuesday, October 15, 2019 at 6:00 p.m. to consider the recommended 2020 City Budget and to refer the recommended budget to the Finance Committee, which shall in turn refer the budget recommendations for the City Departments to the appropriate standing committees of the City Council; and BE IT FURTHER RESOLVED, that the standing committees of the City Council shall meet to conduct preliminary public hearings regarding areas of the recommended 2020 City Budget applicable to the respective committees in accordance with the following schedule:  Law Committee – Thursday, October 17, 2019 at 5:30 p.m.  Finance – Thursday, October 17, 2019 at 6:00 pm  Public Utilities – Tuesday, October 22, 2019 at 6:00 p.m. RES73  Science and Technology – Tuesday, October 22, 2019 at 6:30 p.m.  Planning – Tuesday, October 22, 2019 at 7:00 p.m.  General Services – Thursday, October 24, 2019 at 7:00 p.m.  Public Safety – Tuesday, November 12, 2019 at 6:00 p.m.; and BE IT FURTHER RESOLVED, that the above standing committees will issue and file their reports on the aforesaid preliminary public hearings with the City Clerk on or before Friday, November 15, 2019; and BE IT FURTHER RESOLVED, that the Mayor, the Budget Officer and the City Council will meet on Tuesday, November 19, 2019 at 7:00 p.m. for a public budget meeting to review suggested changes to the recommended 2020 City Budget; and BE IT FURTHER RESOLVED, that the City Council shall hold a final public hearing on the 2020 City Budget including the Capital Budget on Thursday, November 21, 2019 at 7:00 p.m.; and BE IT FURTHER RESOLVED, that the City Council shall hold a special meeting to adopt the recommended 2020 City Budget or the recommended 2020 City Budget as amended on Tuesday, November 26, 2019, at 6:00 p.m. Approved as to form October 15, 2019 James A.
