Pursuant to Section 83-8 of the Troy Code, the Bureau of Surplus Property accepted bids at proposal sale on the hereinafter described properties as outlined below. Section 2. The Mayor is hereby authorized and directed to swap and convey the hereinafter described real property to the following named purchaser for the sum below indicated which is hereby determined to be a fair price for the same without the necessity of competitive bidding and upon the terms and conditions set forth below. Section 3. The Mayor is hereby empowered to execute and deliver to the said bidder a quit claim deed conveying said premises hereinafter described, but said conveyance is to be made expressly subject to the conditions hereinafter set forth. Section 4. Section City Code Section 189-4 and Section 189-5 of the Code of the City of Troy is hereby repealed. Section 2. Morrissey, Acting Corporation Counsel  RES49 RESOLUTION CONFIRMING THE APPOINTMENT OF RICHARD T. MORRISSEY AS CITY OF TROY CORPORATION COUNSEL ____________________________________________________________________________ WHEREAS, the Troy City Charter § C- 52 states that there shall be a Corporation Counsel; and WHEREAS, the Mayor of the City of Troy has appointed Richard T. Morrissey, to the position of the City of Troy Corporation Counsel; and WHEREAS, § C-36 of the Troy City Charter states that all appointments by the Mayor shall be made in writing and filed in the office of the Troy City Clerk; and WHEREAS, the Mayor’s appointment of Richard T. Morrissey, has been duly made in writing and filed in the office of the Troy City Clerk; and WHEREAS, § C-52 of the Troy City Charter states that the Mayor’s appointment of Corporation Counsel shall be subject to confirmation by the Troy City Council; and WHEREAS, Richard T. Morrissey, appears to be well-qualified for the position of Corporation Counsel. NOW, THEREFORE, BE IT RESOLVED, that the Troy City Council does hereby confirm the Mayor’s appointment of Richard T. Morrissey, Acting Corporation Counsel  RES50 RESOLUTION RECOGNIZING THE CAREER AND SERVICE OF FATHER JAMES VAUGHAN ____________________________________________________________________________ WHEREAS, Father James Vaughan, Pastor Emeritus at Sacred Heart Church in Troy, is celebrating his 70th anniversary in the priesthood on June 3, 2020; and WHEREAS, Father Vaughan grew up in Troy and attended St. Michael’s School on Stow Avenue and Catholic Central High School before attending St. Thomas Seminary in Connecticut, where he was ordained as a priest on June 3, 1950; and WHEREAS, he served at many parishes throughout the region including St. Mary’s in Troy, St. Ambrose in Latham, St. Patrick’s in Athens, and St. Mary’s in Hudson. But Sacred Heart in Troy is where he made his home. He served there as pastor from 1973-2000, and continues to serve as Pastor Emeritus; and WHEREAS, he is well known in Rensselaer County and beyond, and loved by all. It was always, and still is, his joy to do God’s work through the people. It was so important for him to know and be among the people; and WHEREAS, he was admitted to Van Rensselaer Manor after a health setback in February of this year but continues to inspire us all; and WHEREAS, he lives by 3 simple words ACCEPT, ADJUST and TRUST and feels that it is so very important for people to remember and live by those words, especially during this unprecedented health crisis and social isolation. He has had to accept his situation, remain positive, make adjustments and most importantly TRUST. He has been doing relevant sermons for years - and still continues to inspire people during this difficult time through his example of maintaining a positive spirit and most importantly trusting in God; now therefore BE IT RESOLVED, the City Council of the City of Troy, New York joins to recognize Father Vaughn for his long, distinguished, and inspirational service to our community.
