Due to the ongoing COVID-19 crisis and pursuant to NYS legislation S.50001/A.40001, this
meeting was held remotely via videoconference.
The meeting was called to order at 5:40 p.m. by Council President Mantello.
Roll Call: The roll being called, the following answered to their names: Council Member Gulli,
Council Member Ashe-McPherson, Council Member Steele, Council Member Cummings,
Council Member Zalewski, Council Member McDermott, Council President Mantello, Chair.
In attendance were Mayor Patrick Madden, Deputy Mayor Monica Kurzejeski, Corporation
Counsel Richard T. Morrissey, and Comptroller Andrew Piotrowski.

101. Ordinance Amending Code Of Rules And Regulations Of The Department Of Public
Utilities To Establish New Water And Sewer Rates (Council Member Zalewski) (At The
Request Of The Administration)

102. Ordinance Appropriating The Various Amounts As Approved In The City Of Troy
Budget For Fiscal Year 2022 And Levying Taxes On All Taxable Property Within The City
Of Troy In The Amount Required To Be Raised By Property Taxes For The Fiscal Year
2022 Budget (Council Member Zalewski) (At The Request Of The Administration)
Ordinance was amended to change amounts in Section 4 to $26,687,458 and Section 5 to
$27,362,458. Ordinance passed 4 ayes, 3 nos (Gulli, Ashe McPherson, Mantello), 0 abstentions.
99. Resolution Adopting The Mayor’s Recommended Budget For The City Of Troy For
Fiscal Year 2022 Or Adopting An Amended Budget For The City Of Troy For Fiscal Year
2022 (Council Member Zalewski) (At The Request Of The Administration)
Mantello made a motion to reduce the salary of the Director of Diversity, Equality, and
Inclusion and classify it as a civil service position. Motion failed 3 ayes, 4 nos (Steele,
Cummings, Zalewski, McDermott). Mantello made a motion to eliminate the new Senior
Account Clerk position in Purchasing. Motion failed 3 ayes, 4 nos (Steele, Cummings, Zalewski,
McDermott). Mantello made a motion to eliminate the new Assessment Clerk position. Motion
failed 3 ayes, 4 nos (Steele, Cummings, Zalewski, McDermott). Mantello made a motion to
eliminate funding for the proposed re-assessment. Motion passed 7 ayes, 0 nos. Mantello made a
motion to eliminate one of the new Deputy Corporation Counsel positions. Motion failed 3 ayes,
4 nos (Steele, Cummings, Zalewski, McDermott). Mantello made a motion to eliminate the new
Personnel Technician position. Motion failed 3 ayes, 4 nos (Steele, Cummings, Zalewski,
McDermott). Zalewski made a motion to defer the hiring of the Personnel Technician to April 1,

2022. Motion failed 3 ayes, 4 nos (Gulli, Ashe McPherson, Steele, Mantello). Mantello made a
motion to eliminate the new Traffic Engineer position. Motion failed 3 ayes, 4 nos (Steele,
Cummings, Zalewski, McDermott). Mantello made a motion to eliminate the new Data
Communications Analyst position. Motion failed 3 ayes, 4 nos (Steele, Cummings, Zalewski,
McDermott). Mantello made a motion to eliminate the new Senior Parking Enforcement Officer

proposed new MEO Lights position in Streets. Motion passed 4 ayes, 3 nos (Steele, Cummings,
McDermott). Mantello made a motion to increase temporary salaries line in Streets. Motion
passed 6 ayes, 1 no (Steele). Mantello made a motion to eliminate a new Laborer position in
Parks. Motion failed 3 ayes, 4 nos (Steele, Cummings, Zalewski, McDermott). Mantello made a
motion to adjust the Capital Reserve and Capital fund as requested by the Administration.
Motion passed 7 ayes, 0 nos. Zalewski made a motion to eliminate the Legislative Assistant
position. Motion did not receive a second. Mantello made a motion to add $40,000 to Temporary
Salaries in Sanitation. Motion failed 3 ayes, 4 nos (Steele, Cummings, Zalewski, McDermott).
Mantello made a motion to eliminate a proposed new Sanitation Person position. Motion failed 3
ayes, 4 nos (Steele, Cummings, Zalewski, McDermott). Mantello made a motion to eliminate a
proposed Account Clerk position in Sanitation. Motion failed 3 ayes, 4 nos (Steele, Cummings,
Zalewski, McDermott). Mantello made a motion to adjust the fees in Sanitation. Motion failed 3
ayes, 4 nos (Steele, Cummings, Zalewski, McDermott). Zalewski made a motion to increase the
Director of Diversity, Equality, and Inclusion salary to $70,000. Motion passed 4 ayes, 3 nos
(Gulli, Ashe McPherson, Mantello). Zalewski made a motion to amend the final paragraph as
follows: “BE IT RESOLVED, in the alternative, the City Council hereby adopts an amended
budget, with the appropriations to be in the amount of $78,746,500 in the General Fund
(including a $956,515 transfer to the Capital Projects Fund), $5,025,524 in the Garbage Fund,
$12,282,377 in the Water Fund, and $4,238,856 in the Sewer Fund.” Amendment passed 7 ayes,
0 nos. Resolution passed 4 ayes, 3 nos (Gulli, Ashe McPherson, Mantello), 0 abstentions.
